About this file
Amendment 2 to the Aging Services Information System (ASIS) Request for Proposal
This is Amendment 2 to a Request for Proposal issued by the State of South Carolina, Department on Aging, through the State Fiscal Accountability Authority (SFAA), Division of Procurement Services. The solicitation seeks a comprehensive Aging Services Information System (ASIS) to support the Department's aging services operations. The system must accommodate assessment survey data collection within a Survey System module with data transmission to a core module, and must support intake assessments and post-service delivery surveys. The pre-proposal web conference is scheduled for February 22, 2022 at 1:00 PM EST. Written questions must be received by February 28, 2022 at 10:00 AM EST. Offers must be submitted online at http://www.procurement.sc.gov by April 15, 2022 at 11:00 AM EST. Award notification is scheduled for May 23, 2022. Offerors must hold their offers open for a minimum of 180 calendar days after the opening date.
The amendment provides clarification on projected transaction volumes and system users to enable vendors to accurately size and price their solutions. Anticipated annual transactions include approximately 4,800 caregiver assessment surveys, 35,000 HCBS assessment surveys, and approximately 30,000 non-unique client contacts annually. The system will support fewer than 40,000 transactional clients in a given year and currently fewer than 100 provider logins. The amendment further specifies that the review committee evaluating proposals must include at least one staff member overseeing a program within the Department's operations. All other terms, conditions, bidding instructions, and specifications from the original RFP remain unchanged.

Responses to questions from amendment 1
1. Q&A Responses #80 and #83 indicate the expectation that assessment survey data collection is to occur within the Survey System (Module E) with data transmitted back to the Core (Module A). Will the Department please provide metrics on anticipated transaction volumes for intake assessments, post-service delivery surveys, etc. so that vendors may adequately size/price their solutions?
This is not a “Big Data” project.
Approximate assessment surveys per year.
| Caregiver: | 4,800 |
| HCBS: | 35,000 |
Currently, there are no standardized feedback surveys in regular use.
2. Additionally, how many Recipients and Providers are to be engaged within the overall ASIS system?
Please reread the answers to Q-39 and Q-65.
Given the above information there will be less than 40,000 transactional (receive services with an associated price) clients in a given year. Clients (recipients) do not login to the system. There are general clients that call for information & assistance that are tracked; however they are not transactional clients. They are counted as contacts. There are approximately 30,000 non-unique client contacts in a given year.
Currently there are less than 100 providers that login to the system.
3. In Amendment 1, the Department mentions the “review committee” several times. Will the Department verify if the review committee is comprised of staff that will be overseeing the programs?
There should be at least one (1) staff member that oversees a program on the review committee
All other terms, condition, bidding instruction, and specifications remain unchanged. If there are any question or if any confusion or uncertainty arises as a result of this amendment, it is the sole responsibility of the Offeror to contact the procurement officer for clarification. Contact information can be found in the top right-hand corner of the cover page of this amendment reference the “Duty to Inquire” in the original Request for Proposal (RFP).
