About this file
This Amendment 1 to RFP 5400025718 modifies the solicitation issued by the South Carolina Department of Health and Environmental Control (DHEC) for a State Revolving Fund (SRF) Software System to be used jointly by DHEC and the South Carolina Infrastructure Facilities Authority (RIA). The project requires development of a comprehensive software system to manage nine funding programs across Clean Water and Drinking Water SRF initiatives, including application management, project tracking, financial documentation, mapping capabilities, data migration, and EPA reporting functionality. The solicitation experienced timeline modifications: the submission deadline was extended from October 19, 2023 at 2:30 PM EST to October 31, 2023 at 2:30 PM EST, and the award posting date was moved from November 22, 2023 to December 1, 2023. The implementation timeline is targeted for six to nine months from contract award, with completion desired by September 30, 2024 to support annual SRF reporting. Offerors must demonstrate experience with three SRF client references, and the solicitation requires submission of one copy online through the South Carolina procurement portal with acknowledgment of all amendments.
The Amendment clarifies critical technical and operational requirements through responses to 41 vendor questions. Data migration scope includes approximately 53 GB from DHEC and over 2 TB from RIA, with users totaling 31 internal staff (26 DHEC, 5 RIA) plus approximately 200 external client users and 4 auditors. The system must support mapping display capabilities using Google Maps or KML format with UTM, NAD83, Zone 17N projection standards. DHEC and RIA will assume responsibility for data cleanup and entry into vendor-provided import spreadsheets, with a required 180-day stabilization period post-implementation. The Service Level Agreement must include toll-free support (or email/Teams alternative), downloadable major and minor product releases, and license/documentation updates. Pricing should separately identify optional vendor hosting costs. The solicitation permits virtual meetings for discovery and requirements validation phases and allows up to four-hour demonstration periods. All state data ownership remains with DHEC/RIA, while vendor intellectual property and software licensing terms are protected, provided such terms do not conflict with solicitation requirements.

Vendor Questions
1. QUESTION:
Can you please provide data volume to be migrated to the new system?
State’s Response: DHEC has 53 GB of project files. RIA has over 2 TB of project files and accompanying financial documentation.
2. QUESTION:
Can you please provide user persona and respective number of users for the same?
State’s Response:
Administrator: 8 (2 DHEC & 2 RIA Program Staff,4 IT) DHEC User: Approximately 26 RIA User: Approximately 5 Client (Sponsor, engineer contractor): Approximately 200 Auditor (Read only): Approximately 4
3. QUESTION:
We request the State to consider 1 SRF program reference instead of 3, as this will allow more vendors to qualify the bid (with diverse and proven solutions) and attract competitive bids for the benefit of the state.
State’s Response: The state requests vendors with experience with three SRF clients.
4. QUESTION:
Is there any common review process or personas who would need access for both?
State’s Response: There are processes that require access to both DHEC and RIA. DHEC and RIA do not need full access/rights to each other’s data. There would be a system admin persona that needs access to both.
5. QUESTION:
How many internal users are there as part of DHEC and RIA who would need access to the system?
State’s Response: 31 total. 26 at DHEC, 5 at RIA. Additional IT staff may need access to support the system.
6. QUESTION:
Is there any other system or software used for compliance check for future system as well?
State’s Response: No other software is used for compliance checks.
7. QUESTION:
Please share the number of source systems from which the data needs to be migrated.
State’s Response: There are no source systems to migrate from. All data stored on network folders in individual files. RIA also utilizes a document storage system to house historical documents. It would be preferable to be able to transfer these documents to the new software.
8. QUESTION:
Please share the volumetrics/quantum of data to be migrated to the new system.
State’s Response: DHEC project files (current and closed) from all current project managers is about 53 GB. Most individual project folders are in the 50-200 MB range although some can go over 1 GB. RIA has over 2 TB of project files and accompanying financial documentation.
9. QUESTION:
How is document management currently managed?
State’s Response: DHEC manages project documents in network drive folders plus some paper files. RIA stores most project files and current project information on network drive folders. For loans that are in disbursements, paper files are also maintained. After projects complete the final disbursement or loans have been fully repaid, project files are saved to an electronic document manager for record retention.
10. QUESTION:
Please confirm if the Historic data is required to be stored within the new system.
State’s Response: The state would like a listing of completed projects with limited information and files (Project Questionnaire (PQ), Loan Agreement, etc.) to be stored in the new system but will not require all the files to be associated with the project. For RIA, historic financial data will need to be stored in the new system. The majority of this information is contained in excel spreadsheets. Select historic loan documentation would also be stored in the new system.
11. QUESTION:
What is the current system used for finance data storage?
State’s Response: Financial tracking spreadsheets are currently maintained in Excel and stored on network drives.
12. QUESTION:
Doest State have any GIS system through which geographical location is captured, or do we get the longitude and latitude data to be stored in the system and displayed on map?
State’s Response: The software will need to have a mapping display. SRF data is not currently displayed through a GIS system. A map (Google maps or KML) may be manually produced to display the locations of proposed projects each year.
The project questionnaire asks for locations and coordinates. Site plans with maps are usually attached but not in a usable format. Having a mapping capability is intended to show the geographical dispersion of projects and aid in EPA Data System entry.
13. QUESTION:
What are the boundary system to which the new system needs to integrate with?
State’s Response: DHEC uses UTM, NAD83, Zone 17N for projection but can work with decimal degrees.
14. QUESTION:
What are the different funding program for which applications need to be built? Please the volumetrics and details.
State’s Response: The nine (9) current funding programs are: Clean Water SRF (including Base, General Supplemental, and Emerging Contaminants); Drinking Water SRF (including Base, General Supplemental, Emerging Contaminants, and Lead Service Line Replacement); and Emerging Contaminants for Small and Disadvantaged Communities. RIA has the SC Infrastructure Facilities Authority Act (SIRF) program with two loans in repayment.
15. QUESTION:
What are the application types the State has mentioned in section 3.2.1.2.1? Can we get a sample application?
State’s Response: Documents included in 3.2.1.2.2 have PDF and XLSX filetypes but the goal is to collect and log that information in an electronic form. https://scdhec.gov/srfforms https://scdhec.gov/srfforms
16. QUESTION:
Can State provide 1 week extension so submission deadline?
State’s Response: See “Opening date/time will change from” on page 4 of this Amendment.
17. QUESTION:
The Service Provider Security Questionnaire was not provided in the RFP, can that be provided?
State’s Response: See Changes to Solicitation on page 4 of this Amendment. The original solicitation had the incorrect attachment listed, so this change corrects the attachment name.
18. QUESTION:
In the RFP it states the proposal needs to be submitted by 2:30 PM ET on October 19, 2023. However, on the procurement site, it shows the proposal needs to be submitted online by 12:00 AM ET. What is the correct time to submit the response via the Vendor portal?
State’s Response: See “Changes to Specifications” above.
19. QUESTION:
Section 2, Page 15, Demonstrations – Due to the complexity of state revolving fund programs and the robust and comprehensive nature of our software offering, we have found that two (2) hours is not a sufficient amount of time for live demonstrations. Would DHEC consider a three (3) or four (4) hour duration, with an appropriate break for participants, for the live demonstration?
State’s Response: DHEC and RIA will consider lengthening the demonstration time up to four (4) hours. Please specify a reasonable amount of time to conduct the demo.
20. QUESTION:
Section 3, Page 17, Background – How many other smaller funding programs are administered by DHEC and/or RIA?
Could these be described here or could you direct us to the page on the agency’s website that identifies these programs?
State’s Response: CWSRF has 3 programs and DWSRF has 4 programs. www.scdhec.gov/srf. DHEC will also administer the new Emerging Contaminants in Small and Disadvantaged Communities program. Additionally, the SRF had a program stemming from the SC Infrastructure Facilities Authority Act (SIRF) with two loans that are still in repayment.
We do not anticipate future loans under the SIRF program and therefore are just maintaining documentation.
https://ria.sc.gov/loans/
21. QUESTION:
Section 3, Page 17, Project Scope – The RFP states that the entire implementation will be completed in a six to nine-month timeframe from when the contract is in place. TechPG believes that this is possible, but items such as data conversion and cleanup and state staff availability can affect this timeframe. Is there a reason that the state has identified this timeframe?
State’s Response: It is desired to conduct project intake and annual reporting with the system. The six to nine-month timeframe from the anticipated date of award should allow the software to be implemented ahead of the SRF Annual Report that is due on September 30, 2024.
22. QUESTION:
Section 3.1.1.1.1, Page 18 – Would DHEC consider virtual meetings for the discovery and requirements validation stage of the project?
State’s Response: The initial kick-off meeting for discovery should be in-person but DHEC and RIA will consider virtual meetings for follow-up on discovery and the requirements validation stage of the project.
http://www.scdhec.gov/srf https://ria.sc.gov/loans/
23. QUESTION:
Section 3.1.2.2.2, Page 18 – Please consider amending this to say, “SRF will participate in operational walkthroughs, requirements validation meetings, and configuration workshops.”
State’s Response: DHEC/RIA considers this language to be okay.
24. QUESTION:
Section 3.1.3.1, page 18 – “All existing data (current and historic) will be converted to the new system.” Does this include conversion of historic documents housed in the other document system for projects or loans that are Closed and no longer repaying money to the agency?
State’s Response: At a minimum, basic project details such as name of SRF project number, project sponsor, agreement amount, agreement date, IUP, and project status should be entered. The ability to add files such as project questionnaires and loan agreements should be maintained. If feasible, RIA would like to transfer loan documents from the current document storage to the new software solution. Though desirable that it would be able to be done with swift action, we anticipate manual conversion to be the likely option.
25. QUESTION:
Section 3.1.3.1.1, Review Data Sources, Review Data Sources, Page 19 – Please describe in detail the location, type and how each piece of data to be converted is currently stored.
State’s Response: DHEC stores data in Excel worksheets on an agency server. RIA also stores data in Excel on an agency server.
26. QUESTION:
Section 3.1.3.2.4, Complete Import Spreadsheets and Test and Implement Data Conversion, and Section 3.1.3.2., Page 19 – If chosen as the vendor, we utilize formatted data import spreadsheets to load data into our system. It will be the responsibility of DHEC and RIA to enter or load data into these import spreadsheets, in addition to performing data cleanup activities.
State’s Response: DHEC and RIA acknowledge this as a vendor requirement.
27. QUESTION:
Section 3.1.7, Phase 7 – Go Live, Page 20 – Would DHEC consider a 90-day stabilization period. Based on our past experience, this is usually a sufficient amount of time for stabilization.
State’s Response: DHEC requires a 180-day stabilization period.
28. QUESTION:
Section 3.1.7.1.4, Page 20 – Can support for the move to live operations be provided virtually or on-site, depending upon the needs of DHEC?
State’s Response: Virtual is permissible as long as there is a clear communication plan.
29. QUESTION:
Section 3.2.1.2.6 – Capability to draft funding plans and export as tables. – Please define what you mean by “funding plans” and provide an example.
State’s Response: The “funding plan” is a list of projects submitted for consideration. The Comprehensive Priority List (CPL) is a list of all SRF-eligible projects submitted. The Provisional Project List is a list of projects that SRF intends to fund and is included as Attachment 1 of the Intended Use Plan (IUP). CPL & IUP documents are available at scdhec.gov/srfforms.
https://www.scdhec.gov/srfforms
30. QUESTION:
Section 3.2.1.2.9 – Capability to track required information in grant applications. – Is this requirement describing the states process to submit grant applications to the EPA? Please provide more detail in the tracking requested.
State’s Response: State applications to EPA. Required information on grant applications include personnel (by set-aside with position title, salary rate, years, costs), fringe, travel, equipment, supplies, contractual, estimate total project cost, divisional rates, indirect rate and costs, and federal/state share.
31. QUESTION:
Section 3.2.1.2.12 – Capability to track work plans for set-asides. – Please describe your process for creating and monitoring work plans for set-asides and provide an example.
State’s Response: Most set-aside funding requires a work plan to be included in the grant application. Previous work plans are sent to the programs being supported by that set-aside to update their activities. The Annual Report contains set-aside reports with program results. EPA Data System’s Annual Summary requires funding disbursed on each set-aside.
32. QUESTION:
Section 3.2.1.2.35 – Capability to generate annual report to meet EPA requirements – Please identify which report(s) for the EPA that is being requested.
State’s Response: EPA requires an annual report for the SRF. Software should assist in compiling the information required by EPA. Here are some general reminders of things that will need to be included in the ASADRA, DWSRF, and CWSRF annual reports at minimum:
• Number of new projects awarded during the State FY;
• Total amount of disbursements made during the State FY;
• List and totals for projects funded during the State FY;
• Amount of additional subsidy disbursed;
• Total projects and amount for Green Project Reserve (GPR);
• Total amount of assistance that was provided to small systems;
• Disadvantaged Business Enterprise (DBE) state goal and actual DBE percentage awarded;
• Set-aside activity update and amount of set-aside disbursed in the FY from each set-aside;
• List of equivalency projects and what equivalency requirements were met;
The EC-SDC grant has additional reporting requirements that have not been fully investigated as this is a new program.
33. QUESTION:
Section 3.2.1.2.41 – Capability to export project information to a document manager. – Please describe what processing is being requested and what is meant by a document manager.
State’s Response: A document manager is a separate software system that stores files to meet retention requirements.
DHEC SRF files with a 20-year retention requirement are entered into the document manager. It will be acceptable to have an export to package all required DHEC files for a specified project from the data system to be downloaded as a single PDF file.
34. QUESTION:
Section 3.2.2.1, Page 21 – Is the state requesting two prices for hosting and if so, how should that be shown in the pricing spreadsheet, or should two pricing spreadsheets be submitted?
State’s Response: Pricing for vendor hosting should be entered as “Other Cost”. On the “Other Cost” line, describe the optional cost (Vendor Hosting) and indicate whether it is required or optional. Further information (if needed) can be provided under “Additional Narrative/Information.”
35. QUESTION:
Section 3.2.4.1.3, Page 22 – We do not maintain a Toll-free support number because most of our clients use emails and Microsoft Teams for conference calls to communicate with us. Can this requirement be removed?
State’s Response: See “Changes to Specifications” above.
36. QUESTION:
Section 4.2, Page 23 – “Complete draft of the proposed migration and implementation schedule.” Please describe how this is different than what is being requested in the draft of the proposed Project Plan, in 4.1 above.
State’s Response: 4.2 should be a piece of 4.1. 4.1 may need to have a schedule/timeline added.
37. QUESTION:
Section 5.10, Page 24 – It is stated in the Offeror’s Checklist, page 46, that additional Standard Contract Forms of the vendor should not be submitted, but we will be offering an enterprise license for our software. Can our standard Software License Agreement be submitted as an attachment to our proposal without risk of our proposal being thrown out?
State’s Response: Your Software License Agreement may be submitted, but any terms of the solicitation will overrule any conflicting terms in a vendor’s agreement. By submitting a response to the solicitation, you agree to all terms and conditions contained within this solicitation.
38. QUESTION:
Ownership of Data & Materials, Page 38 – As part of our proposal, we will be providing a enterprise license to use our software, materials and documentation. We cannot agree to a transfer of ownership for this Intellectual Property. Can this provision be removed or modified to account for this? We agree that all State data will continue to be owned by the State.
State’s Response: This clause only refers to data, material, and documentation prepared for the State pursuant to this contract, and does not indicate ownership of your software, materials, or documents will transfer to the State.
39. QUESTION:
Section IX. ATTACHMENTS TO SOLICITATION, Important Tax Notice – Would a corporation from another state be considered a nonresident or is this only for individuals? And would the 5% fee or the 2% fee be used for the software license payment?
State’s Response: Corporations from other states are considered nonresidents.
40. QUESTION:
Service Provider Security Assessment Questionnaire, Page 47 – We have reviewed the Security and Privacy Provisions beginning on page 47 of this solicitation. We do not have any questions on the items identified. However, this section is called a “Questionnaire”, but we do not see any questions being asked. If we agree with all items listed, can we just make a statement that we agree to this document in our response or is some additional level of documentation required in the response?
State’s Response: The name of this attachment has been corrected. See “Changes to Solicitation” listed above.
41. QUESTION:
If an employee of vendor is traveling out of country but needs to support the project in some way, can work be performed in this instance if a secure VPN is being used?
State’s Response: See “OFFSHORE CONTRACTING PROHIBITED (FEB 2015)” in Section VII.B.
