About this file

This Amendment 1 document to an Invitation for Bid issued by the State of South Carolina Adjutant General's Office solicits HVAC maintenance services through the Procurement Services Division. The solicitation encompasses preventative maintenance (PM) and repair services for HVAC equipment across multiple facilities including armories, training centers, and field maintenance shops throughout South Carolina. Bidders must submit offers online at http://www.procurement.sc.gov by July 14, 2022 at 11:00 AM, with questions due by June 15, 2022 at 4:00 PM. No pre-bid conference or site visit is required. Award notification is scheduled for July 21, 2022. The contract term is one year with four one-year renewal options, providing a maximum contract life of five years, with an estimated start date of August 2, 2022 and end date of August 1, 2027.

The amendment addresses 37 questions submitted by potential bidders and clarifies various scope requirements, including PM frequencies (quarterly, semi-annual, and annual schedules for different equipment types), contractor responsibilities for equipment access using lifts, annual belt changes for HVAC equipment and exhaust fans, and DDC controls maintenance at specified locations. Bidders are required to provide hourly labor rates for repair work, with all repair requests issued as separate purchase orders regardless of cost threshold. Contractor responsibilities include providing equipment access via lifts, possessing valid identification for restricted military facilities (McCrady Training Center and McEntire JNG Base), and coordinating directly with individual site points of contact. The previous contract holder and its award value information can be accessed through the provided South Carolina contract database link. Pricing must include PM requirements only in the initial bid, with repairs handled separately as they occur.
