About this file
This document is Amendment 1 to a fixed price bid solicitation issued by the State of South Carolina's Department of Social Services, through the State Fiscal Accountability Authority's Division of Procurement Services, seeking qualified instructors for training. The solicitation seeks instructors to support Staff Development and Training (SD&T) across seven program areas: Essential Soft Skills, Leadership, Adult Services, Child Welfare Services, Economic Services, Instructional Design, and Foster, Adoptive, and Kinship Care. Offerors must submit bids online through SCEIS by December 4, 2024 at 11:00 AM, with questions due by October 30, 2024 at 5:00 PM. A non-mandatory pre-bid conference is scheduled for October 29, 2024 at 11:00 AM via Microsoft Teams. Award will be posted on December 17, 2024. Offerors must hold their offers open for a minimum of 90 calendar days after the opening date.
The amendment addresses six questions from potential offerors, clarifying that contractors will not receive access to Federal Tax Information (FTI) or Social Security Administration data; that offerors are not required to reside in South Carolina; that reference letters should be addressed "To Whom It May Concern"; that electronic signatures are acceptable on Page Two; that offerors may submit insurance summaries from their insurance companies rather than a state-provided form; and that bids may be submitted at any time prior to the December 4, 2024 deadline. Offerors must submit one online copy with cover pages and, if necessary, one redacted copy. A signed copy of the solicitation form acknowledging receipt of amendments must accompany all offers.
