Questions & Answers: PREVENTIVE TREATMENT (TPT) IN INDONESIA ADDENDUM

03 under TB LOCAL ORGANIZATIONS NETWORK (LON), ANNUAL PROGRAM

STATEMENT APS No.: 7200AA19APS00001

Question 1: We plan to submit the proposal with local implementing partners in Indonesia, do we have to already mention the name of our partners in the proposal?

USAID response: Yes, the Applicant should provide information about their proposed partners to the clearest extent possible, in accordance with “Section V. Concept Paper Template and

Submission.” If the Concept Paper cannot firmly identify any or all potential partners at this stage, it is possible to make this determination at a later phase of the process.

Question 2: Are we allowed to partner with implementing partners who have previously received award from USAID, specifically for TB programs?

USAID response: Yes. See Section C 1. Eligible Applicants. Local non-governmental entities are eligible to submit a Concept Paper in response to an Addendum to the APS. USAID welcomes concept papers/applications from organizations which have not previously received financial assistance from USAID as well as from local nongovernment organizations which have received USAID funding, in accordance with Addendum 03 and APS.

Question 3: Are we allowed to be included in more than one proposal as resource partners for different implementing partners?

USAID response: Yes. Local entities participating in a consortium may elect to participate in another consortium under a different Concept Paper submission.

Question 4: The addendum indicates that the chosen organization has to work with an independent monitoring and evaluation organization. Is the cost of that research covered by

USAID under a different budget or it has to be estimated in the proposed budget?

USAID response: There will be impact evaluation (IE) completed by a third party contracted by

USAID. All costs related to the IE will be covered by a contracted organization for the IE. The applicant will need to estimate the level of effort to support the IE as part of their regular MEL work.

Question 5: Are the eight (8) provinces mentioned in the Call for Concept Papers already predetermined, or is it still open for new provinces proposed by the applicants? Should all the locations be intervened during the maximum five (5) years of implementation?

USAID response: The applicant needs to propose a strategy on how to make effective use of the budget when selecting the intervention areas (provinces and districts) with the biggest impact.

The proposed strategy should consider the balance between focus implementation in specific geographic areas with the nation-wide support to MoH for expansion. The area of intervention should be prioritized to USAID’s eight (8) priority provinces.

Question 6: If it should focus on the eight (8) provinces, does the municipality/district have to intersect with the other existing USAID TB-related program?

USAID response: There are no requirements to have overlap with other USAID activities (TB related program), however as stated in the IR 1.1. in the APS addendum, attention should be given to the existing largest activities on active case findings and contact investigations.

Question 7: Should the local partners/consortium members have DUNS or be registered in

SAM?

USAID response: Per Addendum 03 page 12, DUNS and SAM registration are required for

Applicant / Prime Recipient before USAID can make an award. There is currently no requirement for sub-recipients or consortium members to register in SAM, however, USAID sub-recipients or consortium members are required to obtain a Unique Entity Identifier or DUNS number in order to receive a subaward. USAID looks to expand its partner base, we would recommend all organizations wanting to work with USAID to have an active SAM registration, for any potential future prime awards with USAID.

Question 8: Are there any limitations on how many sub-partners can one Prime Recipient have?

USAID response: There is no limitation on the number of partners under prime recipient.

Question 9: Is any international organization eligible to be a sub-partner if it is not a legally recognized organization entity in Indonesia? Could it be eligible for only providing technical assistance?

USAID response: Yes. Prime recipients or applicants are not restricted from partnering with international organizations as sub-recipients, however, all Prime Recipients or Applicants must meet the eligibility criteria detailed in Section II of Addendum 03.

Question 10: If the consortium consists of several local partners/organizations, is each of these organizations eligible for administration cost?

USAID response: Yes. Consortium members and sub-partners can be eligible for administration costs.

Question 11: Will this call require cost-sharing/matching?

USAID response: Per the umbrella APS no. 7200AA19APS00001 (page 24), there is no cost share requirement for awards issued under this APS.

Question 12: At the end of the concept paper selection phase, how many shortlisted concept notes/applicants does USAID expect?

USAID response: The number of shortlisted concept paper/applicant that receive a “PASS” status will be based on the quality of submitted concept paper.

Question 13: How many stages are there in the selection process going forward, will there be a co-creation phase before the full application submission if an applicant is provisionally selected?

USAID response: Please see section D of the umbrella TB LON APS, which details the award process under this APS and Addendum. Applicants that submit concept papers that receive a

“Pass” status from the Selection Committee will be invited to co-creation, and co-creation occurs before they are requested to submit a full application.

Question 14: Our foundation is one of the members of Principal Recipient for Community

Consortium Penabulu-STPI, however, the foundation's management team is separate from the

Consortium's management team. We would like to ask, is the foundation still eligible to participate in LON? We want to confirm if the foundation's participation is not a conflict of interest because we're also a member of the consortium and giving oversight to the GF TB community program.

USAID response: Yes. Any legally registered, local non-governmental organization is eligible to submit a concept.

Question 15: Are there any child protection policies of USAID that we need to take into consideration in creating this concept paper?

USAID response: USAID will evaluate concept papers per the evaluation criteria stated in

Addendum 03 and APS.

Question 16: We currently receive funding from another activity that is also financed by

USAID. We want to confirm if we can receive USAID funding through LON if we are currently implementing another activity financed by USAID.

USAID response: Yes. Please see the response to Question 2.

Question 17: We find the Call for Concept Paper mentions eight (8) selected provinces. Does the applicant need to select a priority district also in each province?

USAID response: The eight (8) provinces in the APS are the USAID focus provinces. The geographic priority selection should be given to those provinces. The applicant may propose selected districts on the concept paper, however it will be subject to the discussion on the co-creation process.

Question 18: The MOH has stated the target audiences for TPT in the technical guideline

(Petunjuk Teknis Penanganan Infeksi Laten Tuberkulosis). Does this Call for Concept Papers have preferences to prioritize certain target audiences only?

USAID response: The target audience for TPT should refer to the national policy.
