Questions and Responses for “Philippines Round”
(for reference see Section G, Annex 01 of the LON APS)
Question 1: My organization is not yet legally registered. May I know if we can partner with an existing organization that has an existing LON proposal?
Response: Eligibility for recipients of LON awards is restricted to local non-governmental organizations, as defined in Section C of the APS. Prime recipients are not restricted from partnering with other organizations as sub-recipients. Both prime recipients and sub-recipients must be legally registered with the Securities and Exchange Commission (SEC) and System for Award Management (SAM) before award can be made.
Question 2: My coalition is not yet legally registered, but we hope to be included in the proposals being made for this grant. May I know if it is mandatory to be legally registered, before we can be mobilized by the proposing organizations for LON APS?
Response: USAID welcomes Concept Papers from local non-governmental organizations which have not received USAID funding or have not yet been legally registered. Any local non-governmental organization will be required to register and meet the eligibility requirements in Section C of the APS before being eligible for an award.
