1.0 Executive Summary

At your request, CALINC conducted a pre-demolition asbestos survey to determine the asbestos content of suspect materials, which may be impacted by the scheduled demolition activities at the above referenced facility. This survey complies with the all-local Air Quality Management District (AQMD) Rule 9.9 for demolition/renovation activities and is limited to the accessible areas within the residence. All sampling was completed on May 22, 2016.

Based on our assessment and the analytical results, CALINC has concluded that the materials sampled within the Happy Camp Forest Service Barracks Building #11-1305 are considered to be positive ACM and/or ACCM asbestos containing (greater than 0.1% asbestos as ACCM or greater than 1% as ACM). The PLM results for the positive samples are as followed:

Drywall & Joint Compound – Joint Compound (2% Chrysotile) o Drywall & Joint Compound Composite (<1% Chrysotile)

Tan Ceiling Texture (2% Chrysotile) 9x9 Vinyl Floor Tile & Mastic (6% Chrysotile – Vinyl Floor Tile) o Black Mastic (10% Chrysotile) Tan Mottled Vinyl Sheet Floor – Linoleum (30% Chrysotile)

2.0 Methodologies

Samples collected for asbestos content were submitted to EMSL Analytical in San Leandro, CA and analyzed by Polarized Light Microscopy (PLM) using EPA Method 600/R-93/116 in accordance with 40 CFR 763, Subpart F, Appendix A (AHERA).

2.1 Visual Inspection

The visual inspection consisted of a review of the client’s selected suspect asbestos containing materials (ACM) and/or asbestos containing construction materials (ACCM) within referenced property above. Any visible signs of damage such as holes, delamination, visibly-wet material and debris tracking were documented. A sketch was drafted to help determine a sampling scheme and note affected areas with the same homogeneous materials. Materials that were determined to be suspect ACM and/or ACCM and may be disturbed were quantified in square foot (SF) or linear feet (LF), given a classification of good, damaged or significantly damaged and assessed for friability.

Materials are quantified into approximated affected square footage and/or linear footage.

CALINC cannot determine the exact amount of material that is to be affected due to a number of factors such as the success of dry-out, extent of smoke damage etc. Since CALINC cannot determine the exact amount of material that may be affected, we recommend that the remedial contractor verify the exact amounts.

5 | P a g e Proprietary Note:

This report contains CONFIDENTIAL INFORMATION and cannot be duplicated or copied under any circumstances without the express permission of CALINC Training, LLC. The purpose of the report is to allow the CLIENT(s) listed above to evaluate the potential environmental liabilities at the subject property. Any unauthorized reuse of CALINC Training, LLC.’s reports or data will be at the unauthorized user’s sole risk and liability.

The condition of asbestos containing materials is classified according to its friability, the current state of condition and its potential for disturbance. The current state of condition is broken up into three categories:

Significantly Damaged: Over 10% evenly distributed damage or over 25% of the localized damage.

Damaged: Less than 10% evenly distributed damage or less than 25% of the localized damage.

Good: No visible damage or very little damage.

The EPA classifies materials as friable or non-friable forms of ACM. A friable material is any material that can be crumbled, pulverized or reduced to powder by hand pressure. Non-friable materials cannot be crumbled, pulverized or reduced to powder by hand pressure. As logic dictates, friable asbestos containing materials have a much higher probability of releasing asbestos containing particulate dust into the air especially when disturbed during renovation and/or demolition activities. Any ACM or ACCM can become friable if enabled and will fall under various local, state and federal regulations.

The EPA breaks non-friable materials into two categories, Category I non-friable materials including asbestos packing’s, gaskets, resilient floor covering and asphalt roofing products.

Category II non-friable is any non-friable ACM that is not included in Category I non-friable.

Category II non-friable ACMs (cement siding, transite board shingles etc.) subjected to intense weather conditions such as thunderstorms, high winds or prolonged exposure to high heat and humidity may become "weathered" to a point where they become friable.

Regulated Asbestos-Containing Material" (RACM) is (a) friable asbestos material, (b) Category I non-friable ACM that has become friable, (c) Category I non-friable ACM that will be or has been subjected to sanding, grinding, cutting or abrading, or (d) Category II non-friable ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of demolition or renovation operations.

2.3 Laboratory Analysis

Samples are submitted to a laboratory accredited by the National Institute of Standards and Technology's National Voluntary Accreditation Program (NIST/NVLAP) and participating in the AIHA Proficiency in Analytical Testing (PAT) Program and the AIHA/National Institute for Occupational Safety and Health (NIOSH) PAT Program.

The samples are analyzed using the PLM (Polarized Light Microscopy) method EPA 600/R-93/116 (EPA Contracts 68024550, 68D10009, RTI No. 91U-5960-181, June 1993) Method for the Determination of Asbestos in Bulk Building Materials (Suspect ACM and/or ACCM). The samples

will be kept for records for 30 days. Once the period has expired they will be discarded in compliance with any EPA requirements.

Results are then delivered to CALINC for evaluation and quality control. Results are identified and reported into the coinciding sample. If any sample in a homogeneous material group is found to be positive, that entire material group is considered to be positive, regardless of a negative reading on another sample within the same group. Composite samples are used for disposal purposes only.

The U.S. Environmental Protection Agency defines asbestos containing materials (ACM) under NESHAP regulations as materials containing >1% as analyzed using PLM. NESHAP regulations indicate the need to reanalyze samples showing asbestos content <1%, using PLM 1,000 or 400 point count method. Asbestos Containing Construction Materials (ACCM) with asbestos readings of >0.1% but <1% are regulated by Cal/OSHA in 8 CCR 1529 asbestos removal practices. If any homogeneous material is found to contain asbestos as defined by the EPA and OHSA and will be disturbed, abatement procedures will be required by a DOSH registered licensed asbestos abatement contractor.

3.0 Asbestos

3.1 Asbestos Sampling Protocol

A minimum sample amount per material is collected based on building material type and category (as defined by the EPA), square footage and similarity (homogeneous in color, texture and installation dates). In accordance with EPA protocol, a material is considered to contain asbestos if results of any of the homogenous material samples indicate that asbestos is present. A material shall be considered non-asbestos containing only if all samples collected of that material indicate that no asbestos is detected.

Materials containing greater than one percent (>1%) asbestos as determined by Polarized Light Microscopy methodology are considered to be an asbestos-containing materials (ACM) according to the Environmental Protection Agency (EPA). These materials are subject to regulatory provisions under 40 CFR 61.

Materials containing greater than one tenth of one percent (>0.1%) asbestos as determined by Polarized Light Microscopy methodology are considered to be an asbestos-containing construction materials (ACCM) according to California Occupational Safety and Health Administration (Cal-OSHA). These materials are subject to regulatory provisions under CCR Title 8, Section 1529.

CALINC collected a total of sixteen (16) bulk samples for asbestos content. In accordance with EPA bulk sampling method protocols, the laboratory must separate all layers within a single sample resulting in additional separate samples for analysis.

3.2 Conclusions/Recommendations

Asbestos Containing Materials are identified:

A California state licensed Asbestos Abatement Contractor will be required to perform all work that will disturb any asbestos-containing materials (ACMs) and/or asbestos-containing construction materials (ACCMs) as a result of planned or other renovations to the subject property. Abatement activities must be performed by asbestos-trained personnel using proper personal protective equipment and engineering controls. The abatement contractor must comply with all applicable local, state and federal regulations governing the removal and/or disturbance of ACMs/ACCMs.

Sixteen (16) bulk samples were submitted to EMSL Analytical in San Leandro, CA and analyzed by Polarized Light Microscopy (PLM) using EPA Method 600/R-93/116 in accordance with 40 CFR 763, Subpart F, Appendix A (AHERA).

The U.S. Environmental Protection Agency defines asbestos containing materials (ACM) under NESHAP regulations as materials containing >1% as analyzed using PLM. Asbestos Containing Construction Materials (ACCM) with asbestos readings of >0.1% but <1% are regulated by Cal/OSHA in 8 CCR 1529 asbestos removal practices. NESHAP regulations indicate the need to reanalyze samples showing asbestos content <10%, using PLM 1,000 or 400 point count method.

Composite samples are used for disposal purposes only.

CALINC recommends that if the positive ACM material is to be disturbed, a DOSH registered asbestos abatement contractor be hired to perform the abatement.

3.3 Disposal

Any materials containing greater than 1% asbestos are subject to regulations under EPA (NESHAP) governing the storage, transportation and disposal of hazardous waste. If any materials contain less than 1% asbestos (and no lead-based paint is present), these materials may be properly

bagged and disposed of as construction debris. If no asbestos is present (and no lead-based paint is present), the material may be disposed of as construction debris.

NESHAP has allowed for the composite sampling of drywall and joint compound for disposal purposes only. If the drywall and joint compound composite sample results indicate a content of less than 1% asbestos, the drywall and joint compound may be properly bagged and disposed of as construction debris, regardless of the asbestos content of the joint compound itself. If the drywall and joint compound composite sample results indicate a content of greater than 1% asbestos, then this material is subject to the EPA (NESHAP) regulations governing the storage, transportation and disposal of hazardous waste.

4.0 Limitations/Warranties

CALINC is committed to providing quality consulting services. However, asbestos survey and/or lead inspection work is not an exact science. The possibility of field and general conditions, beyond CALINC’s control, that affect our work or that present a concern for the safety of our employees, our consultants, tenant occupants and the public at the site, and insurance constraints, requires that we qualify the services we provide with the following limitations:

• Although reasonable effort was made to sample all accessible suspect materials which will be impacted during the repairs/restoration activities of the damaged areas, additional suspect materials could be located between walls, in voids, or in other concealed areas.

Caution should be exercised regarding these areas. In the event that additional materials are found which have not been sampled, CALINC recommends that work stops until those materials can be sampled for asbestos and/or lead content

• In addition, sampling and laboratory analysis constraints typically hinder the investigation.

CALINC does not warrant, guarantee or profess to have the ability to locate or identify all asbestos-containing materials in a facility.

• Confined spaces, and areas determined by CALINC personnel as unsafe to access, are excluded from the scope of work.

• CALINC is not, and has no responsibility as, a generator, operator, treater, storer, transporter or disposer of hazardous materials or waste found or identified as a result of CALINC’s work.

• CALINC does not guarantee or warrant that the facility or workplace is safe; nor does CALINCs involvement in this property relieve the Client, building owner/operator or tenant of any continuing responsibility of providing a safe facility or living space.

• This report was based on those conditions observed on the day the field evaluation was accomplished. In the event that changes in the nature of the property have occurred, or additional relevant information about the property is subsequently discovered, the
