SECTION C – DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
SECTION 01010 - SUMMARY OF WORK
PART 1 GENERAL
1.01 SCOPE: Furnish all labor, equipment and materials required to renovate or repair facility as described in the contract documents. The work includes, but is not limited to, removing existing shingles, roof sheathing/decking and roof framing as delineated on contract drawings, removing existing ceiling joists, drywall and insulation in the two southeast bedrooms at the front of the building and any others that show damage, remove any loose or unstable bricks from existing chimney in attic space, disconnect and remove existing wiring that is impacted by roof and ceiling removal, remove drywall on exterior south walls of bedrooms and any other areas showing damage from tree impact, including closet wall in southeast bedroom, removing existing gutters and soffit boards from east wing of building, and removing any damaged siding. Additionally the work includes but is not limited to running new electrical circuits and installing fixtures to replace ones removed, replacing the damaged ceiling and wall drywall with new drywall, installing new ceiling joists, roof framing, sheathing/decking and metal shingles, installing new attic and wall insulation in areas with replaced drywall, installing new gutters and soffit, and patching hole in front porch roof.
Drywall removed on any wall to accommodate proposed improvements or utility work shall be removed completely and replaced, at a minimum, to the nearest corner transition point (floor to ceiling, wall corner to wall corner. All drywall on walls and ceilings shall be tape, textured and painted to match existing. All work shall be done in accordance with the contract documents and applicable state and local adopted building, electrical and plumbing codes. All material removed from building becomes property of the contractor and shall be disposed of properly outside of the National Forest.
Note: Asbestos testing revealed that the drywall texturing compound contained 5% asbestos.
Removal and disposal of the drywall will be performed in accordance with Section 02080 ASBESTOS ABATEMENT. No other testing of materials was conducted. Plans show that this structure was originally constructed in the 1930s with renovations in the 1940s and 1950s. The work specified in this scope of work will be performed in the area added in the latest renovation. It shall be noted that most homes built before 1978 contain some lead-based paint. All precautions shall be taken to protect the workers, occupants and environment from any potentially harmful effects of any and all construction materials. It is the contractors’ responsibility to be aware of any potentially harmful materials and conduct their work accordingly, mitigating any harmful effects through proper removal and disposal methods in accordance with all applicable local, state and federal regulations.

1.02 CODES AND STANDARDS: All work shall be done in accordance with the 2010 California Building Code, 2010 California Plumbing Code, 2010 California Electrical Code, 2010 California Mechanical Code, 2010 California Fire Code, 2010 California Energy Code, and 2010 Architectural Barriers Act (ABA) as specified elsewhere herein.
1.03 GOVERNMENT FURNISHED: Power and water are on the site for use by the Contractor.
Restrooms for construction workers shall be provided by the Contractor. Contractor shall be responsible for locating and protecting above and below ground utilities in the project areas.
1.04 WORK COORDINATION: The Contractor shall coordinate the work, scheduling and traffic control with the Contracting Officer. Pavement, buildings, landscaping and other improvements shall be protected by the contractor. The contractor shall be responsible for repairing any damage to improvements. All demolished materials generated by the work shall be removed from government land and disposed of by the contractor.
1.05 LOCATION: The project is located at the US Forest Service’s Lower Station Compound, Preston peak Barracks owned by the Klamath National Forest. The barracks is located at 64312 Second Avenue Happy Camp, California 96039. Refer to project map on the plans
1.06 MEASUREMENT AND PAYMENT: Measurement will be by the completed job and payment will be on a Lump Sum Unit Basis as provided for in Section B. Such payment will be considered full compensation for providing all materials, labor, equipment, tools and incidentals to reconstruct the north residence.

PART 2 PRODUCTS
2.01 MATERIALS: AS SHOWN ON THE DRAWINGS and as specified elsewhere herein.
PART 3 EXECUTION
3.01 AS SHOWN ON THE DRAWINGS and specified elsewhere herein.
3.02 – Roof Structure
• Remove damaged roof assembly as outline on drawings, protecting any existing ductwork or utilities.
• Remove damaged ceiling joists and associated ceiling drywall.
• Remove wiring and fixtures in attic space and on ceiling areas to be removed.

• Install new roof framing and ceiling joists to match existing and as shown in contract drawings.
New roof sheathing shall match existing pattern, dimensions and spacing of existing 1” nominal planks.
• Submit proposed framing plan to contracting officer for approval prior to performing framing work. Care shall be taken to match existing roof plane with new construction. Note: the existing structure is declared historic and all work on it shall be in accordance with 36 CFR, part 68.
• Patch nail holes in existing metal shakes not slated for removal.
• Install new R-30 batt insulation.
• Install new electrical circuits and fixtures to replace ones removed during demolition. Circuits shall not be spliced and shall run back to panel box.
• Install new metal shake roofing to match existing. Metal Shakes shall be TimberCreek Shake, 26 gauge galvanized steel with “Maple” ThermoBond finish. Manufactured by Classic Products.
• Roofing underlayment shall be 30# felt.
• Install new roof sheathing to match existing.
3.03– Exterior Siding
• Remove existing damaged siding, soffit, exposed insulation, and fascia. Dispose of all elements properly off of Forest Service property. Furnish and install new R-13 bat insulation where existing siding is removed and install new siding and building paper (or house wrap). Siding shall match existing. May require milling. Color and pattern to closely match existing siding. Siding to meet salient features described in section 094626 and building paper to meet specifications of section 07190.
• Existing soffit boards shall be removed and replaced with new boards matching existing and as per contract drawings. Soffits and siding shall be painted to match existing in accordance with section 09900.
• Existing gutters and downspouts shall be removed from south, east and north portion of building and replaced with gutter and downspout system of continuous extruded galvanized steel. Color to match existing. Install gutter support blocking at maximum spacing of 32” O.C. to position and secure gutter to soffit and rafters.
3.05 – Bedrooms
• Remove & dispose of existing drywall in ceiling and walls that show signs of cracking and damage. Furnish and install new ceiling and walls as needed. New ceiling to be 5/8” tape and textured drywall. Ceiling to be painted after texturing. Paint surfaces with two coats of acrylic latex paint. Contracting officer to approve paint prior to application. Ceilings shall be eggshell.
Walls to be satin. Follow manufacturer’s application instructions. Spray applications shall be back-rolled. Paint wall and ceiling surfaces with two coats of acrylic latex paint. Contracting officer to approve paint prior to application. Drywall removed on any wall shall be removed completely and replaced, at a minimum, to the nearest corner transition point (floor to ceiling, wall corner to wall corner.

• Furnish and install new 90V-130V LED light fixture(s) and associated to replace fixture(s) removed with ceiling. Light fixture to be approved by the contracting officer. Light fixture shall be energy star compliant. Furnish and install a combination smoke alarm and carbon monoxide (CO) detector in each room. Smoke alarm/CO Detector shall wired in series and have a 10-year lithium battery backup.
• Install new baseboard to match existing on walls where drywall was removed.
Statement of Work/Specifications AGAR 452.211-72 (Feb 1988)
The contractor shall furnish the necessary personnel, material, equipment, services and facilities (except as otherwise specified), to perform the Statement of Work/Specifications referenced in Section J.

SECTION 02080 – ASBESTOS ABATEMENT
2.1 Applicable Codes and Standards
All work is to be performed in accordance with local, State and Federal laws and regulations and guidelines published by the Environmental Protection Agency (EPA) and the Occupational Safety and Health Administration (OSHA).
2.2 Abatement Methods
The following work practices and engineering controls shall not be used for work related to asbestos or for work which disturbs ACM or PACM, regardless of measured levels of asbestos exposure or the results of initial exposure assessments: high-speed abrasive disc saws that are not equipped with point of cut ventilator or enclosures with HEPA filtered exhaust air, compressed air used to remove asbestos, or materials containing asbestos, unless the compressed air is used in conjunction with an enclosed ventilation system designed to capture the dust cloud created by the compressed air, dry sweeping, shoveling or other dry clean-up of dust and debris containing ACM and PACM, employee rotation as a means of reducing employee exposure to asbestos.
2.3 Worker Protection
The Contractor shall be duly licensed in the State of California in Accordance with the provisions of Chapter 9 of Division 3 of the Business and Professions Code, as amended. Prior to commencing work, the contractor shall provide evidence of certification as an asbestos abatement contractor by the California Contractor's State License Board. Prior to commencing work, Contractor shall provide copy of, or evidence of, registration with the Chief of the Division of Occupational Safety and Health, State of California (Cal/OSHA) as a Contractor involved in the construction, repair, renovation, maintenance, demolition or salvage activities in which any materials containing more than 0.1% asbestos are handled. The Contractor shall comply with all Federal and State Occupational Safety and Health Administration regulations to insure the safety of his employees and government personnel on the site.
The Contractor shall provide or require the use of protective clothing, such as coveralls or similar whole-body clothing, head coverings, gloves, and foot coverings for any employee exposed to airborne concentrations of asbestos that exceed the TWA and/or excursion limit prescribed in subsection (c) of this section, or for which a required negative exposure assessment is not produced, and for any employee performing Class I operations which involve the removal of over 25 linear or 10 square feet of TSI or surfacing ACM and PACM. The Contractor shall prohibit the removal of asbestos from protective clothing and equipment by blowing, shaking, or brushing.
The Contractor shall establish a decontamination area that is adjacent and connected to the regulated area for the decontamination of such employees. The decontamination area shall consist of an equipment room, shower area, and clean room in series. The Contractor shall ensure that employees enter and exit the regulated area through the decontamination area.

The Contractor shall ensure that employees do not smoke in work areas where they are occupationally exposed to asbestos because of activities in that work area.
The Contractor shall keep an accurate record of all measurements taken to monitor employee exposure to asbestos. The Contractor shall establish and maintain an accurate record for each employee subject to medical surveillance. The Contractor shall be responsible for medical surveillance and record keeping.
3.4 Control of Emissions
The work area will be completely isolated from the rest of the building so as to prevent asbestos containing dust or debris from passing beyond the isolated area.
Contractor shall construct a critical barrier, which will ensure that the abatement area is isolated and contained, by building impermeable barriers at all exits or openings, including doorways, ducts, mechanical shafts, elevator shafts, drains, etc. so that all possible entrance or exit routes are barricaded and sealed.
3.5 Submittals
Prior to commencing work the Contractor shall submit a written work plan for the intact removal and disposal of the texturing compound and associated drywall. The Plan shall follow the requirements outlined in 29 CFR 1910 and 1926 for Class II asbestos work. The plan shall address the following:
1. Material and equipment to be used.
2. Method of work isolation.
3. Method for worker decontamination system.
4. Method for asbestos removal.
5. Method and frequency for monitoring presence of asbestos material.
6. Cleanup procedure and final inspection for asbestos materials.
7. Method for loading, hauling and disposal of asbestos materials.
8 Written Hazard Communication Plan and MSDS for products brought on-site by the Contractor.
9. Written Respiratory Protection Plan
10. Sign Plan
Project Work Schedule, Project Work Plan, Health and Safety Plan, proof of insurance, current certification, licensing and applicable medical documentation of all personnel performing work under this contract, the name of the waste transporter, the waste disposal means and destination location shall be included in the work plan.
Upon approval of the plan by the Contracting Officer, no alternative method or procedures shall be used unless approved Contracting Officer.
All post-abatement submittals shall be submitted in a similar fashion within ten (10) working days of completion of the abatement project. Post-abatement submittals shall include: Waste Manifest; Abatement

Contractor Daily Logs; copies of strip-charts from PDM - noting date of collection, work area location and supervisor's initials; OSHA Monitoring results; and, applicable project -specific data.
3.6 Notification
Prior to commencing work, Contractor shall provide written proof of submittal of notifications to the following agencies regarding activities at this temporary work site. Notifications shall made within the time frame specified by each Agency.
1. Cal/OSHA (P.O. Box 630, San Francisco, CA)
2. South Coast Air Quality Management District
3. Environmental Protection Agency
4. California Department of Health Services
5. California Air Resources Board
3.7 Use of Government Facilities
The Forest Service will make available to the Contractor, at no expense, the use of the existing water, sanitary and electrical utilities at the sites. Any delay in the Contractor’s operation resulting from the interruption of these utilities, for any reason, shall not result in an expense to the Government. The Contractor is responsible for investigating site utilities, if available, for use compatibility. No telephone service will be provided by the Government.
All driveways and parking areas and access roads shall be kept open to all traffic and maintained by the Contractor in such a condition that traffic will be adequately accommodated. The Contractor’s operations shall at no time interfere with emergency vehicle traffic.
Contractor shall be responsible for providing for the safety of their employees and for adequate barriers to protect Forest Service employees from any construction hazards that may exist at the job site.
Parking and storage areas for the Contractor's use is available. Upon request by the Contractor, areas for such use will be designated by the Contracting Officer. Security for the Contractor's equipment and supplies shall be the sole responsibility of the Contractor.
3.8 Control of Site Access
The Contractor shall post a sign readable at 20 feet at the location where abatement is occurring.
The warning sign shall contain the following information:
DANGER
ASBESTOS
CANCER AND LUNG DISEASE HAZARD
AUTHORIZED PERSONNEL ONLY
RESPIRATORS AND PROTECTIVE CLOTIIING
ARE REQUIRED IN THIS AREA

3.9 Cleanup and Disposal
Where vacuuming methods are selected, HEPA filtered vacuuming equipment must be used. The equipment shall be used and emptied in a manner that minimizes the reentry of asbestos into the workplace.
The Contracting Officer will provide the contractor with an EPA waste generator number.
The Contractor shall initiate and ensure completion of a Uniform Hazardous Waste Manifest (UHWM) for each shipment. The generator's copy shall be given to the Contracting Officer on completion of the work.
The Contractor shall provide proof of required licenses and permits for transportation, storage and/or disposal of asbestos waste in an approved site.
Asbestos waste, scrap, debris, bags, air filters, containers, equipment, and contaminated clothing consigned for disposal shall be collected and disposed of in sealed, labeled, impermeable bags or other closed, labeled, impermeable containers.
Labels shall contain the following information:
DANGER
CONTAINS ASBESTOS FIBERS
AVOID CREATING DUST
CANCER AND LUNG DISEASE HAZARD
BREATHING AIRBORNE ASBESTOS FIBERS
IS HAZARDOUS TO YOUR HEALTH
The waste must be disposed of at a landfill approved for accepting asbestos waste. All waste shall be doubled -bagged in asbestos disposal bags, affixed with applicable labels. All waste bags shall be sealed with duct tape, the neck of the bag bent over itself, and an additional three (3) wraps of duct tape applied Bagged asbestos containing waste, which is ready for disposal, shall not be stored in the open outside of the work area. These bags will be taken directly to a closed truck or dumpster. No bagged asbestos containing waste is to be left within the building or premises without the approval of the Contracting Officer. The Contractor shall not allow unauthorized persons access to the materials. All bagged waste shall be transported out of the buildings in closed containers.
Waste disposal bags must be transported in closed containers that are packed in a manner that will prevent tipping, spilling, or breaking during transport.
3.10 Monitoring and Clearance
Ambient air samples shall be collected in and around the work areas, in addition to air clearance sampling.
All monitoring and clearance sampling shall be performed under the supervision of and certified by a Certified Industrial Hygienist. Air clearance samples shall be collected using aggressive sampling techniques.
If perimeter air monitoring and analysis for total airborne fiber concentrations during abatement exceed
0.010 f/cc outside the immediate work area, and it can be determined that the Contractor was the cause of the elevated airborne fiber levels, the Contractor shall immediately stop all work, isolate the immediate
Amendment 001 Page 9 of 9 area(s) with critical barriers consisting of two (2) layers of 6 mil polyethylene sheeting, and perform project decontamination.
The air clearance criteria for this project shall be: 0.010 fibers per cubic centimeter (0.010), as analyzed by Phase Contrast Microscopy (PCM), for each clearance air sample.
Once the work areas have achieved air clearance, the Contractor shall remove containment barriers.
