SECTION 01060 - REGULATORY REQUIREMENTS

PART 1 - GENERAL

1.01 SCOPE: This section describes the codes and standards which apply to the work in this contract.

Additional codes and standards may apply as specified elsewhere in the specifications.

1.02 CODES AND STANDARDS

A. The following codes and standards shall apply to the work in this contract:

B. Unless otherwise specified in this contract, reference to a specific standard or specification shall mean the latest edition or amendment in effect on the date of the invitation to bid.

1.03 DEFINITIONS: Administrative Authority as used in the Uniform Mechanical Code, the Uniform Plumbing Code, the National Electrical Code, the International Building Code and Uniform Fire Code will be the Contracting Officer.

1.04 MEASUREMENT AND PAYMENT: No separate measurement or payment will be made for the work of this section.

END OF SECTION

SECTION 01340 - SUBMITTALS

PART I GENERAL

1.01 SCOPE: This work consists of furnishing samples, shop drawings, pertinent data, catalog cut sheets and the submittal of technical information, including requests for substitutions. It describes the review time for submittals, shop drawings, and substitutions.

1.02 MEASUREMENT AND PAYMENT: No separate measurement or payment will be made for the work specified in this section.

PART 2 PRODUCTS

Not Applicable

PART 3 EXECUTION

3.01 SUBMITTALS

A. Samples: Provide samples, unless otherwise specified or directed by the Contracting Officer, identical to the article proposed and of sufficient size to demonstrate design, color, texture and finish. Samples for the following shall be provided:

1. Shingles

2. Gutters

3. Base molding

4. Electrical fixtures

5. Textured walls and painted surfaces

6. Others as required elsewhere herein

B. Shop Drawings: Provide three sets of blueline or blackline prints, including one reproducible, as required elsewhere herein. Make drawings accurately and to a scale large enough to show all pertinent aspects of the item and its connection to the work. Shop drawing, specifications and construction drawings shall be submitted as specified and shall show any revision date.

C. Catalog Data: Provide catalog cuts, data, pertinent information and other items specified or as directed by the Contracting Officer. Clearly indicate by circling or highlighting each Item.

3.02 APPROVALS: Approval of satisfactory samples, substitutions and shop drawings will be made within 14 calendar days of the receipt of the submittal. Upon approval two copies of the approved shop drawings, samples and other items will be returned to the contractor. The Contracting Officer will retain the reproducible.

3.03 RESUBMITTAL: When a resubmittal is required, one print so indicating will be returned to the Contractor. After revisions of the original, three new copies including one reproducible shall be submitted for approval.

3.04 TIMING: Make submittals far enough in advance of the scheduled dates of installation to provide time for reviews, for securing necessary approvals, for possible revisions and resubmittals and for placing orders and securing delivery.

3.05 No portion of the work requiring a shop drawing, sample, or catalog data shall be started nor shall any materials be fabricated or installed prior to the approval of such Item.

SECTION 01640 - PRODUCT HANDLING

PART 1 GENERAL

1.01 DESCRIPTION: Work includes protecting products scheduled for use in the work by means including, but not necessarily limited to, those described in this section.

1.02 QUALITY ASSURANCE: Include within the Contractor's quality assurance program such procedures as are required to assure full protection of work and materials.

1.03 TESTING LABORATORY RECOMMENDATIONS: Except as otherwise approved by the Contracting Officer, determine and comply with testing Laboratory's recommendations on product handling, storage and protection.

1.04 PACKAGING:

A. Delivery of products to the job site:

1. Maintain packaged materials with seal unbroken and labels Intact until time of use.

2. Promptly remove damaged material and unsuitable items from the job site, and promptly replace with material meeting the specified requirements, at no additional cost to the Government.

B. The Contracting Officer will reject as non-complying such material and products that do not bear identification satisfactory to the Contracting Officer as to grade, quality, and other pertinent information.

1.05 PROTECTION:

A. Protect finished surfaces over which equipment and materials are handled.

B. Maintain finished surfaces suitably protected until accepted by the Government.

1.06 REPAIRS AND REPLACEMENTS:

A. In event of damage, promptly make replacements or repairs to the item as directed and approved by the Contracting Officer and at no additional cost to the Government.

B. Additional time required to secure replacements and to make repairs will not be considered by the Contracting Officer to justify an extension of the contract time.

1.07 MEASUREMENT AND PAYMENT: No separate measurement or payment will be made for work specified in this section.

PART 2 PRODUCTS - NOT APPLICABLE

PART 3 EXECUTION - NOT APPLICABLE

SECTION 01711 - CLEAN UP AND DISPOSAL

PART I GENERAL

1.01 SCOPE: This work consists of the cleanup required in areas affected by the construction, the final cleanup of the project, and the disposal of refuse and excess material resulting from construction operations.

1.02 MEASUREMENT AND PAYMENT: No separate measurement or payment will be made for the work specified in this section.

PART 2 PRODUCTS

2.01 PRODUCTS: All cleaning materials and equipment used shall be selected and used with care to avoid scratching, marring, defacing, staining or discoloring the surfaces cleaned.

PART 3 EXECUTION

3.01 EXCESS MATERIALS AND REFUSE: All refuse and unused materials generated by the Contractor's operations including wood, asphalt, concrete, vegetative materials and the like shall be removed from the project site and disposed of off Government land in accordance with local regulations.

3.02 CLEAN–UP DURING CONSTRUCTION: The Contractor as required to prevent accidents to personnel and protect all work in-place shall perform clean-up. Construction clean-up shall consist of the removal of all dirt, trash, scrap, debris, and excess materials from any floor space or walking surface that may cause the tripping or sliding of workers, ladders, equipment and the like.

3.03 FINAL CLEAN-UP: Immediately prior to the Contractor's request for final inspection of the project, a thorough final cleanup of the entire project site shall be performed.

3.04 QUALITY OF CLEAN-UP: In addition to the normal "broom clean" requirements, the exposed surfaces of the following materials shall be cleaned as listed below:

A. Glass: Remove excess putty, stickers and paint and then wash, and polish.

B. Painted Surfaces: Remove marks, stains, fingerprints, and dirt.

C. Roof: Remove all dust, dirt, and debris. Clean all gutters.

D. Hardware: Clean and polish.

E. Site: Remove all trash, debris, and surplus excavated material. No items shall be left or discarded elsewhere on the site. Items that will be discarded shall be removed from Government property and disposed of in accordance with all applicable state and local regulations. Leave premises "broom clean”.

F. Toilet Fixtures and Accessories: Remove protective covering, spots, dirt, paint, labels, and adhesives. Wash clean and clear.

G. General: Remove paper labels from glass fixtures and equipment only after respective items have been inspected, verified and approved to assure that each complies with requirements of the Specifications and Drawings. Labels and plates that are permanently attached to equipment shall not be removed. Remove paint and clean all permanent labels so that they are legible.

3.05 SALVAGEABLE ITEMS: Salvageable items not intended for use in this contract and not specifically designated to remain on the property of the Government shall become the property of the Contractor.

SECTION 02080 – ASBESTOS ABATEMENT

2.1 Applicable Codes and Standards

All work is to be performed in accordance with local, State and Federal laws and regulations and guidelines published by the Environmental Protection Agency (EPA) and the Occupational Safety and Health Administration (OSHA).

2.2 Abatement Methods

The following work practices and engineering controls shall not be used for work related to asbestos or for work which disturbs ACM or PACM, regardless of measured levels of asbestos exposure or the results of initial exposure assessments: high-speed abrasive disc saws that are not equipped with point of cut ventilator or enclosures with HEPA filtered exhaust air, compressed air used to remove asbestos, or materials containing asbestos, unless the compressed air is used in conjunction with an enclosed ventilation system designed to capture the dust cloud created by the compressed air, dry sweeping, shoveling or other dry clean-up of dust and debris containing ACM and PACM, employee rotation as a means of reducing employee exposure to asbestos.

2.3 Worker Protection

The Contractor shall be duly licensed in the State of California in Accordance with the provisions of Chapter 9 of Division 3 of the Business and Professions Code, as amended. Prior to commencing work, the contractor shall provide evidence of certification as an asbestos abatement contractor by the California Contractor's State License Board. Prior to commencing work, Contractor shall provide copy of, or evidence of, registration with the Chief of the Division of Occupational Safety and Health, State of California (Cal/OSHA) as a Contractor involved in the construction, repair, renovation, maintenance, demolition or salvage activities in which any materials containing more than 0.1% asbestos are handled. The Contractor shall comply with all Federal and State Occupational Safety and Health Administration regulations to insure the safety of his employees and government personnel on the site.

The Contractor shall provide or require the use of protective clothing, such as coveralls or similar whole-body clothing, head coverings, gloves, and foot coverings for any employee exposed to airborne concentrations of asbestos that exceed the TWA and/or excursion limit prescribed in subsection (c) of this section, or for which a required negative exposure assessment is not produced, and for any employee performing Class I operations which involve the removal of over 25 linear or 10 square feet of TSI or surfacing ACM and PACM. The Contractor shall prohibit the removal of asbestos from protective clothing and equipment by blowing, shaking, or brushing.

The Contractor shall establish a decontamination area that is adjacent and connected to the regulated area for the decontamination of such employees. The decontamination area shall consist of an equipment room, shower area, and clean room in series. The Contractor shall ensure that employees enter and exit the regulated area through the decontamination area.

The Contractor shall ensure that employees do not smoke in work areas where they are occupationally exposed to asbestos because of activities in that work area.

The Contractor shall keep an accurate record of all measurements taken to monitor employee exposure to asbestos. The Contractor shall establish and maintain an accurate record for each employee subject to medical surveillance. The Contractor shall be responsible for medical surveillance and record keeping.

3.4 Control of Emissions

The work area will be completely isolated from the rest of the building so as to prevent asbestos containing dust or debris from passing beyond the isolated area.

Contractor shall construct a critical barrier, which will ensure that the abatement area is isolated and contained, by building impermeable barriers at all exits or openings, including doorways, ducts, mechanical shafts, elevator shafts, drains, etc. so that all possible entrance or exit routes are barricaded and sealed.

3.5 Submittals

Prior to commencing work the Contractor shall submit a written work plan for the intact removal and disposal of the texturing compound and associated drywall. The Plan shall follow the requirements outlined in 29 CFR 1910 and 1926 for Class II asbestos work. The plan shall address the following:

1. Material and equipment to be used.

2. Method of work isolation.

3. Method for worker decontamination system.

4. Method for asbestos removal.

5. Method and frequency for monitoring presence of asbestos material.

6. Cleanup procedure and final inspection for asbestos materials.

7. Method for loading, hauling and disposal of asbestos materials.

8 Written Hazard Communication Plan and MSDS for products brought on-site by the Contractor.

9. Written Respiratory Protection Plan

10. Sign Plan

Project Work Schedule, Project Work Plan, Health and Safety Plan, proof of insurance, current certification, licensing and applicable medical documentation of all personnel performing work under this contract, the name of the waste transporter, the waste disposal means and destination location shall be included in the work plan.

Upon approval of the plan by the Contracting Officer, no alternative method or procedures shall be used unless approved Contracting Officer.

All post-abatement submittals shall be submitted in a similar fashion within ten (10) working days of completion of the abatement project. Post-abatement submittals shall include: Waste Manifest; Abatement

Contractor Daily Logs; copies of strip-charts from PDM - noting date of collection, work area location and supervisor's initials; OSHA Monitoring results; and, applicable project -specific data.

3.6 Notification

Prior to commencing work, Contractor shall provide written proof of submittal of notifications to the following agencies regarding activities at this temporary work site. Notifications shall made within the time frame specified by each Agency.

1. Cal/OSHA (P.O. Box 630, San Francisco, CA)

2. South Coast Air Quality Management District

3. Environmental protection Agency

4. California Department of Health Services

5. California Air Resources Board

3.7 Use of Government Facilities

The Forest Service will make available to the Contractor, at no expense, the use of the existing water, sanitary and electrical utilities at the sites. Any delay in the Contractor’s operation resulting from the interruption of these utilities, for any reason, shall not result in an expense to the Government. The Contractor is responsible for investigating site utilities, if available, for use compatibility. No telephone service will be provided by the Government.

All driveways and parking areas and access roads shall be kept open to all traffic and maintained by the Contractor in such a condition that traffic will be adequately accommodated. The Contractor’s operations shall at no time interfere with emergency vehicle traffic.

Contractor shall be responsible for providing for the safety of their employees and for adequate barriers to protect Forest Service employees from any construction hazards that may exist at the job site.

Parking and storage areas for the Contractor's use is available. Upon request by the Contractor, areas for such use will be designated by the Contracting Officer. Security for the Contractor's equipment and supplies shall be the sole responsibility of the Contractor.

3.8 Control of Site Access

The Contractor shall post a sign readable at 20 feet at the location where abatement is occurring.

The warning sign shall contain the following information:

DANGER

ASBESTOS

CANCER AND LUNG DISEASE HAZARD

AUTHORIZED PERSONNEL ONLY

RESPIRATORS AND PROTECTIVE CLOTIIING

ARE REQUIRED IN THIS AREA

3.9 Cleanup and Disposal

Where vacuuming methods are selected, HEPA filtered vacuuming equipment must be used. The equipment shall be used and emptied in a manner that minimizes the reentry of asbestos into the workplace.

The Contracting Officer will provide the contractor with an EPA waste generator number.

The Contractor shall initiate and ensure completion of a Uniform Hazardous Waste Manifest (UHWM) for each shipment. The generator's copy shall be given to the Contracting Officer on completion of the work.

The Contractor shall provide proof of required licenses and permits for transportation, storage and/or disposal of asbestos waste in an approved site.

Asbestos waste, scrap, debris, bags, air filters, containers, equipment, and contaminated clothing consigned for disposal shall be collected and disposed of in sealed, labeled, impermeable bags or other closed, labeled, impermeable containers.

Labels shall contain the following information:

DANGER

CONTAINS ASBESTOS FIBERS

AVOID CREATING DUST

CANCER AND LUNG DISEASE HAZARD

BREATHING AIRBORNE ASBESTOS FIBERS

IS HAZARDOUS TO YOUR HEALTH

The waste must be disposed of at a landfill approved for accepting asbestos waste. All waste shall be doubled -bagged in asbestos disposal bags, affixed with applicable labels. All waste bags shall be sealed with duct tape, the neck of the bag bent over itself, and an additional three (3) wraps of duct tape applied Bagged asbestos containing waste, which is ready for disposal, shall not be stored in the open outside of the work area. These bags will be taken directly to a closed truck or dumpster. No bagged asbestos containing waste is to be left within the building or premises without the approval of the Contracting Officer. The Contractor shall not allow unauthorized persons access to the materials. All bagged waste shall be transported out of the buildings in closed containers.

Waste disposal bags must be transported in closed containers that are packed in a manner that will prevent tipping, spilling, or breaking during transport.

3.10 Monitoring and Clearance

Ambient air samples shall be collected in and around the work areas, in addition to air clearance sampling.

All monitoring and clearance sampling shall be performed under the supervision of and certified by a Certified Industrial Hygienist. Air clearance samples shall be collected using aggressive sampling techniques.

If perimeter air monitoring and analysis for total airborne fiber concentrations during abatement exceed

0.010 f/cc outside the immediate work area, and it can be determined that the Contractor was the cause of the elevated airborne fiber levels, the Contractor shall immediately stop all work, isolate the immediate area(s) with critical barriers consisting of two (2) layers of 6 mil polyethylene sheeting, and perform project decontamination.

The air clearance criteria for this project shall be: 0.010 fibers per cubic centimeter (0.010), as analyzed by Phase Contrast Microscopy (PCM), for each clearance air sample.

Once the work areas have achieved air clearance, the Contractor shall remove containment barriers.

SECTION 06100 - ROUGH CARPENTRY

PART 1 GENERAL

1.01 SCOPE: The work of this Section consists of furnishing and installing all rough carpentry such as;

sills, posts, supports, beams, stud walls, decking, connectors, sheathing, siding and the like, AS SHOWN ON THE DRAWINGS and as specified herein or elsewhere in these special project specifications.

1.02 SUBMITTALS

A. Product data. Unless otherwise indicated, submit the following for each type of product provided under work of this Section:

1. Recycled Content:

a. Engineered Wood Products:

1) Indicate recycled content; indicate percentage of consumer and post-consumer recycled content per unit of product.

2) Indicate relative dollar value of recycled content product to total dollar value of product included in project.

3) If recycled content product is part of an assembly, indicate the percentage of recycled content product in the assembly by weight.

4) If recycled content product is part of an assembly, indicate relative dollar value of recycled content product to total dollar value of assembly.

b. Salvaged Lumber: Provide documentation certifying products are from salvaged lumber sources.

c. Recovered Lumber: Provide documentation certifying products are from recovered lumber sources.

2. Local/Regional Materials:

a. Sourcing location(s): Indicate location of extraction, harvesting, and recovery; indicate distance between extraction, harvesting, and recovery and the project site.

b. Manufacturing location(s): Indicate location of manufacturing facility; indicate distance between manufacturing facility and the project site.

c. Product Value: Indicate dollar value of product containing local/regional materials;

include materials cost only.

d. Product Component(s) Value: Where product components are sourced or manufactured in separate locations, provide location information for each component. Indicate the percentage by weight of each component per unit of product.

3. VOC data:

a. Adhesives:

1) Submit manufacturer’s product data for adhesives. Indicate VOC limits of the product.

Submit MSDS highlighting VOC limits.

2) Submit Green Seal Certification to GS-36 and description of the basis for certification.

3) Submit manufacturer’s certification that products comply with SCAQMD Rule 1168 in areas where exposure to freeze/thaw conditions and direct exposure to moisture will not occur. In areas where freeze/thaw conditions do exist or direct exposure to moisture can occur, submit manufacturer’s certification that products comply with Bay Area AQMD Reg. 8, Rule 51 for containers larger than 16 oz and with California Air Resources Board (CARB) for containers 16 oz or less.

b. Engineered Wood Products: Provide documentation that composite wood and agrifiber products contain no added urea-formaldehyde resins.

1) ANSI A208.1 – 1999, Particleboard

2) ANSI A208.2 – 2002, Medium Density Fiberboard (MDF) for Interior Applications

B. Letter of Certification(s) for Sustainable Forestry. Provide certification of lumber provided by one of the following:

1. Forest Stewardship Council (FSC): Provide letter of certification signed by lumber supplier.

Indicate compliance with FSC "Principles for Natural Forest Management" and identify certifying organization.

a. Submit FSC certification numbers; identify each certified product on a line-item basis.

b. Submit copies of invoices bearing the FSC certification numbers.

2. Sustainable Forestry Board: Provide letter of certification signed by lumber supplier.

Indicate compliance with the Sustainable Forestry Board’s "Sustainable Forestry Initiative" (SFI) and identify certifying organization.

a. Submit SFI certification numbers; identify each certified product on a line-item basis.

C. Submit copies of invoices bearing the SFI certification numbers.

1.03 QUALITY ASSURANCE

A. Sustainably Harvested Wood: Certification Organizations shall be accredited by the Forest Stewardship Council or Sustainable Forestry Board.

B. Recycled Content Materials: Where recycled lumber materials are used for structural applications, include lumber certification and quality grading.

C. Engineered Wood Products:

1. Determine formaldehyde concentrations in air from wood products under test conditions of temperature and relative humidity in accordance with ASTM D6007 or E1333.

2. Determine Volatile Organic Compounds VOC), excluding formaldehyde, emitted from manufactured wood-based panels in accordance with ASTM D6330.

1.02 CODES AND STANDARDS: The Contractor shall comply with the following codes, provisions and recommendations:

A. California Building Code (2010 edition).

B. American Institute of Timber Construction (AITC), "Timber Construction Manual."

C. American Plywood Association (APA), "U.S. Product Standard PS 1-07 Construction and Industrial

Plywood" and "Plywood Specifications and GradeGuide."

D. American Wood Preservers Association (AWPA), "Standard UC2."

E. Western Wood Products Association (WWPA), "Western Woods Use Book."

F. West Coast Lumber Inspection Bureau (WCLIB), "Standard Grading and Dressing Rules No. 16."

G. Redwood Inspection Service, "Standard Specification for Grades of California Redwood Lumber."

1.03 PRODUCT HANDLING: Comply with pertinent provisions of Section 01640.

Deliver the materials to the job site and store, in a safe area, out of the way of traffic, and shored up off the ground surface. Identify framing lumber as to grades, and store each grade separately from other grades. Protect metals with adequate waterproof outer wrapping.

1.04 MEASUREMENT AND PAYMENT: No separate measurement and payment will be made for the work specified in this Section.

PART 2 PRODUCTS

2.01 LUMBER

A. All wood products shall be of the type and grade required for the end use of the product. In the case of several types and grades, the higher quality shall be used where not specifically defined on the drawings or in the specifications.

1. Resource Management:

a. Virgin Lumber: Provide sustainably harvested; certified or labeled in accordance with FSC or SFI guidelines.

b. Salvaged Lumber: Lumber from deconstruction or demolition of existing buildings or structures. Unless otherwise noted, salvaged lumber shall be delivered clean, denailed, and free of paint and finish materials, and other contamination.

c. Recovered Lumber: Previously harvested lumber pulled from riverbeds or otherwise abandoned. Unless otherwise noted, recovered lumber shall be delivered clean and free of contamination.

2.02 ENGINEERED WOOD PRODUCTS:

A. Toxicity/IEQ: Products shall contain no added urea-formaldehyde.

2.03 SHEATHING:

A. Plywood, APA: Provide exterior grade plywood with phenol resins for interior and exterior applications.

B. OSB: Provide Phenolic-glued, low-formaldehyde board.

C. Fiberboard:

1.Recycled Content:

Structural: Minimum 80% recycled content.

Non-Structural: Minimum 100 % post consumer recycled content.

2.04 GRADE STAMPS:

A. Framing Lumber: Identify all framing lumber by the grade stamp of the WCLIB, or other recognized grading agency.

B. Plywood: Identify plywood as to species, grade, and glue type by the stamp of the American Plywood Association.

C. Other: Identify all other materials of this section by the stamp of the appropriate agency or by such other means as approved by the Contracting Officer.

2.05 MATERIALS: All specified and miscellaneous lumber shall meet or exceed the following or shall be AS SHOWN IN THE DRAWINGS or as described elsewhere in these project specifications:

2.06 ROUGH HARDWARE: All items of rough hardware, connections, bolts and the like, required to complete the work shall be furnished by the Contractor. Bolts, nuts, and washers for weather exposed connectors and the like shall be galvanized meeting the requirements of ASTM Designation A307.

Hardware for attaching blocking shall also be galvanized.

A. Nails shall be common wire. Galvanized nails shall be used for all exposed framing.

B. Bolts and Lag Bolts for connectors shall be galvanized standard mild steel, hexagonal head, coarse thread machine bolts with matching nuts and cut washers as shown on the drawings.

C. Structural connectors shall be AS SHOWN ON THE DRAWINGS or as required by applicable codes, and shall be Simpson Strong-Tie or approved equal. Connectors in contact with pressure treated wood shall be stainless steel or “ZMAX” or “HDG”.

D. Anchor bolts shall be black steel of the size and type AS SHOWN ON THE DRAWINGS or as required by applicable codes.

E. Recycled Content: Fabricated from 30 percent recycled steel.

PART 3 EXECUTION

3.01 LAYING OUT WORK: Before commencing work, check all lines and levels indicated, and such other work as been completed. Discrepancies shall be reported to the Contracting Officer before further work is done.

3.02 CONSTRUCTION AND WORKMANSHIP:

A. General: Install all wood framing, making proper provision for work of other trades. Do all cutting of wood required to accommodate other trades.

B. Plates: Plates for partitions and walls shall be single at the bottom and double at the top unless otherwise detailed. Top plates shall be continuous when 20 feet or less.

C. Columns: Furnish and set all columns of the size, centers and locations AS ON THE DRAWINGS or as required by applicable codes. Plates shall be attached to the concrete footings by anchor bolts AS SHOWN ON THE DRAWINGS or as required by applicable codes.

D. Joists and Beams: Joists and beams shall be set with the crowning edge up.

1. Where openings occur, headers and supporting joists shall be doubled and headers and tail joists shall be hung on metal hangers.

2. Solid blocking shall be at ends and over supports and AS SHOWN ON THE DRAWINGS or as required by applicable codes.

E. Studing: Furnish and set all studding of the size, center, and locations indicated on the drawings. Provide openings for mechanical equipment, ducts, etc. at shear walls as approved by the Contracting Officer. Openings shall be solid blocked and secure to studs with joist hangers.

Exterior studs shall be 2x6 at 16" o.c. Interior permanent nonbearing partitions shall be 2x4 at 16" o.c. or AS SHOWN ON THE DRAWINGS or approved by the Contracting Officer.

F. Permanent non-bearing walls shall be attached to the trusses AS SHOWN on the Drawings. If not shown attached on the drawings all corners shall be braced with a piece of 1/2 inch plywood diagonally cut to form a 4 ft. x 4 ft. right triangle or by other means as approved by the Contracting Officer.

G. Produce joints which are tight, true, and well nailed with members assembled in accordance with the drawings and with pertinent codes and regulations.

H. Selection of lumber pieces:

1. Carefully select the members.

2. Select individual pieces so that knots and obvious defects will not interfere with placing bolts or proper nailing, and will allow making or proper connections.

3. Cut out and discard defects which render a piece unable to serve its intended function.

4. Lumber may be rejected by the Contracting Officer, whether or not it meets grade or has been installed, for excessive warp, twist, bow, crook, mildew, fungus, or mold as well as for improper cutting and fitting.

I. Do not shim any framing component.

3.03 GENERAL FRAMING:

A. General:

1. In addition to framing operations normal to the fabrication and erection AS SHOWN ON THE DRAWINGS, install wood blocking and backing required for the work of other trades such as toilet partitions and accessories.

2. Do not notch, cut, or bore members for pipes, ducts, or conduits, or for other reasons except AS SHOWN ON THE DRAWINGS or as required by applicable codes, or as specifically approved in advance by the Contracting Officer.

B. Bearings:

1. Make bearing full unless otherwise indicated on the Drawings.

2. Finish bearing surfaces on which structural members are to rest so as to give sure and even support.

3. Where framing members slope, cut or notch the ends as required to give uniform bearing surface.

3.04 INSTALLATION OF PLYWOOD/OSB SHEATHING:

A. Placement:

1. Place roof, exterior wall, underlayment, and subfloor (if applicable) plywood (or OSB) with face grain perpendicular to supports and continuous over at least two supports or AS SHOWN ON THE DRAWINGS or as required by applicable codes and consistent with industry standards.

2. Center joints accurately over supports or AS SHOWN ON THE DRAWINGS or as required by applicable codes.

B. Protection: Protect plywood from moisture by use of waterproof coverings until the plywood in turn has been covered with the next succeeding component or finish.

3.05 FASTENING:

A. Nailing:

1. Use only common wire nails or spikes of the size AS SHOWN ON THE DRAWINGS and/or CBC TABLE 2304.9.1.

2. For nailing conditions not covered provide penetration into the piece receiving the point of not less than one-half the length of the nail or spike, provided, however, that 16d nails may be used to connect two pieces of two inch (nominal) thickness.

3. Nail without splitting wood.

4. Prebore as required.

5. Remove split members and replace with members complying with the specified requirements.

B. Bolting:

1. Drill holes 1/16 inch larger in diameter than the bolts being used.

2. Drill straight and true from one side only.

3. Do not bear bolt threads on wood, but use washers under head and nut where both bear on wood, and use washers under all nuts.

C. Screws: For lag screws and wood screws, prebore holes same diameter as root of threads, enlarging holes to shank diameter for length of shank.

3.06 SITE ENVIRONMENTAL PROCEDURES:

A. As specified in Divisions 1 and below:

B. Indoor Air Quality:

1. Temporary ventilation: Provide temporary ventilation during work of this Section

a. During and immediately after installation of treated wood, engineered wood products, and laminated wood products at interior spaces, provide temporary ventilation.

C. Waste Management: As specified in Section 01351 – Construction Waste Management and as follows:

1. Select lumber sizes to minimize waste; reuse scrap lumber to the greatest extent possible. Clearly separate scrap lumber for use on site as accessory components, including: shims, bracing, and blocking.

2. Do not leave any wood, shavings, sawdust, etc. on the ground or buried in fill. Prevent saw dust and wood shavings from entering the storm drainage system.

3. Do not burn scrap lumber that has been pressure treated.

a. Do not send lumber treated with pentachlorophenol, CCA, or ACA to co-generation facilities or “waste-to-energy” facilities.

SECTION 06200 - FINISH CARPENTRY

PART 1 GENERAL

1.01 SCOPE: The work of this Section consists of providing (unless noted otherwise herein) and installing all finish carpentry and related work. Finish carpentry shall include but not be limited to the following:

A. Closet and storage shelving.

B. Molding and trim.

C. Window sills.

1.02 SUBMITTALS:

A. Product data. Unless otherwise indicated, submit the following for each type of product provided under work of this Section:

1. Recycled Content:

a. Engineered Wood Products:

1) Indicate recycled content; indicate percentage of pre-consumer and post-consumer recycled content per unit of product.

2) Indicate relative dollar value of recycled content product to total dollar value of product included in project.

3) If recycled content product is part of an assembly, indicate the percentage of recycled content product in the assembly by weight.

4) If recycled content product is part of an assembly, indicate relative dollar value of recycled content product to total dollar value of assembly.

b. Salvaged Lumber: Provide documentation certifying products are from salvaged lumber sources

c. Recovered Lumber: Provide documentation certifying products are from recovered lumber sources

2. Local/Regional Materials:

a. Sourcing location(s): Indicate location of extraction, harvesting, and recovery;

indicate distance between extraction, harvesting, and recovery and the project site.

b. Manufacturing location(s): Indicate location of manufacturing facility; indicate distance between manufacturing facility and the project site.

c. Product Value: Indicate dollar value of product containing local/regional materials; include materials cost only.

d. Product Component(s) Value: Where product components are sourced or manufactured in separate locations, provide location information for each component. Indicate the percentage by weight of each component per unit of product.

3. VOC data:

a. Adhesives:

1) Submit manufacturer’s product data for adhesives. Indicate VOC limits of the product. Submit MSDS highlighting VOC limits.

2) Submit Green Seal Certification to GS-36 and description of the basis for certification.

3) Submit manufacturer’s certification that products comply with SCAQMD Rule 1168 in areas where exposure to freeze/thaw conditions and direct exposure to moisture will not occur. In areas where freeze/thaw conditions do exist or direct exposure to moisture can occur, submit manufacturer’s certification that products comply with Bay Area AQMD Reg. 8, Rule 51 for containers larger than 16 oz and with California Air Resources Board (CARB) for containers 16 oz or less.

b. Engineered Wood Products: Provide documentation that composite wood and agrifiber products contain no added urea- formaldehyde resins.

1) ANSI A208.1 – 1999, Particleboard

2) ANSI A208.2 – 2002, Medium Density Fiberboard (MDF) for Interior Applications

B. Submit environmental data in accordance with Table 1 of ASTM E2129 for products provided under work of this Section.

C. Letter of Certification(s) for Sustainable Forestry. Provide certification of lumber provided by one of the following:

1. Forest Stewardship Council (FSC): Provide letter of certification signed by lumber supplier. Indicate compliance with FSC "Principles for Natural Forest Management" and identify certifying organization.

a. Submit FSC certification numbers; identify each certified product on a line-item basis.

b. Submit copies of invoices bearing the FSC certification numbers.

2. Sustainable Forestry Board: Provide letter of certification signed by lumber supplier.

Indicate compliance with the Sustainable Forestry Board’s "Sustainable Forestry Initiative" (SFI) and identify certifying organization.

a. Submit SFI certification numbers; identify each certified product on a line-item basis.

b. Submit copies of invoices bearing the SFI certification numbers.

1.03 QUALITY ASSURANCE:

A. Sustainably Harvested Wood: Certification Organizations shall be accredited by the Forest Stewardship Council or Sustainable Forestry Board.

B. Recycled Content Materials: Where recycled lumber materials are used for structural applications, include lumber certification and quality grading.

C. Engineered Wood Products:

1. Determine formaldehyde concentrations in air from wood products under test conditions of temperature and relative humidity in accordance with ASTM D6007 or E1333.

2. Determine Volatile Organic Compounds VOC), excluding formaldehyde, emitted from manufactured wood-based panels in accordance with ASTM D6330.

1.04 CODES AND STANDARDS: Contractor shall comply with the provisions and recommendations of the latest editions of the following codes and standards:

A. Architectural Woodwork Institute (AWI) "Quality Standards" of the Architectural Woodwork Industry.

B. National Electrical Manufacturers Association (NEMA) Publication LD-1-1964 for Type 1, Class 1 Plastic Laminate.

C. Woodwork Institute of California (WIC), "Manual of Woodwork,: latest edition.

D. Western Wood Products Association (WWPA), "Western Lumber Grading Rules 81."

E. West Coast Lumber Inspection Bureau (WCLB), "1984 Standard Grading Rules #16."

F. American Plywood Association (APA).

1.05 MEASUREMENT AND PAYMENT: No separate measurement and payment will be made for the work specified in this Section.

PART 2 PRODUCTS

2.01 WOODWORK:

A. General: Unless specified otherwise herein, all finish wood materials shall conform to the AWI "Custom" grade requirements for millwork materials.

B. Interior Millwork and Trim: Millwork shall conform to profiles, details and configurations of the drawings and include any necessary specialty items and accessories for a complete installation.

Wood shall be of the species and cut specified or AS SHOWN ON THE DRAWINGS.

C. Shelving:

1. Shelves 11-1/2 inches wide or less: Salvaged Douglas-fir-Hemlock, B and Better grade; or salvaged ponderosa pine, B and Better grade.

2. Shelves wider than 11-1/2 inch: 3/4 inch thick, A-D, group 1, exterior plywood with 3/8 inch x 3/4 inch Douglas-fir or pine bands on visible edges.

D. Clothes rod: Douglas-fir, 1-3/8 inch diameter, with nylon sockets each end and Stanley 7045 steel bracket at center of all rods 48 inches long or longer.

E. Wood door jambs (if shown): Butt jointed Idaho white pine supplied in widths required by wall construction with applied round edge stops.

F. Window sills: Recycled wood provided by the Government.

2.02 Maximum Allowable Moisture Content for all millwork shall be (12) Percent.

PART 3 EXECUTION

3.01 INSTALLATION:

A. Installation of finish carpentry and millwork shall conform to the applicable requirements of the AWI "Quality Standards."

B. Use only hot-dipped galvanized or aluminum nails and fasteners for installation of any exposed exterior finish material. For securing all exterior members, face nail with common nails driven flush. Other fasteners shall be installed appropriate for the use intended and shall be hop-dipped galvanized.

C. Secure all interior finish with finishing nails or screws as required unless otherwise indicated.

Set nails and screws for putty stopping.

D. Hammer or tool marks or marred surfaces and edges will be rejected unless approved otherwise by the Contracting Officer.

E. All splices exposed in finish members shall be accurately and neatly scarf jointed. Install members in longest lengths possible.

F. All work shall be installed to details shown and shall be plumb, level, true to line and securely fastened. Nails and screws shall be neatly set and all wood raised in the driving of nails or placement of screws shall be removed. Exterior corner joints shall be mitered unless otherwise SHOWN ON THE DRAWINGS. Interior corner joints may be coped. Where moulded members adjoin other moulding or plain sections, the moulded members shall be carefully and accurately scribed. All exposed edges shall be eased.

G. Prepare all woodwork installed by cleaning and sanding as required to receive finishes specified in Section (09900). Remove all grade stamps and handling marks from pieces to receive transparent finishes prior to painting. Saw-textured, resawn or rough-sawn surfaces shall not be sanded or smoothed (marks shall be bleached for removal). Do not allow framework intended to be finished work and to later receive transparent finishes to stand unprotected from the elements before being finished. Do not use penetrating fasteners or nails for shoring and other temporary attachment work on members or surfaces that are intended to remain exposed. Do not leave equipment, materials or attachments in place which may result in staining or marring the surface of these members.

3.02 SITE ENVIRONMENTAL PROCEDURES:

A. As specified in Divisions 1 and below:

SECTION 06400 - ARCHITECTURAL WOODWORK

PART 1 GENERAL

1.01 SCOPE: Provide and install all architectural woodwork AS SHOWN ON THE DRAWINGS, as specified herein, and as needed for a complete installation. This work shall include but not be limited to cabinets and work counter desks.

1.02 QUALITY ASSURANCE: All work shall be done in accordance with the following:

A. Woodwork Institute of California (WIC), "Manual of Millwork," latest edition.

B. Architectural Woodwork Institute (AWI), "Quality Standards Illustrated," Fourth Edition.

C. WIC certification and stamps will not be required.

1.03 SUBMITTALS:

A. Comply with pertinent provisions of Section 01340.

B. Product Data: The Contractor shall submit the following:

1. Materials list of items proposed to be provided under this Section;

2. Shop Drawings in sufficient detail to show fabrication, installation, anchorage, and interface of the work of this Section with the work of adjacent trades.

3. Samples of the proposed materials.

1.04 PRODUCT HANDLING: Comply with pertinent provisions of Section 01640.

1.05 MEASUREMENT AND PAYMENT: No separate measurement or payment will be made for the work specified in this Section.

PART 2 PRODUCTS

2.01 GENERAL:

A. Fabricate architectural woodwork to "Custom Grade" standards of the WIC or as herein specified.

B. Finishing: Site finish or mill finish architectural woodwork in accordance with pertinent provisions of Section 06240.

2.02 CABINETS:

A. Fabricate cabinets in flush overlay design with door and drawer fronts in WIC type 14, to "Deluxe Grade" standards of the Woodwork Institute of California, Section 25-A.

B. Install at the mill finish hardware.

C. Material shall be APA plywood A-B INT, any group.

D. Cover cabinets with laminated plastic as specified in Section 06240. Laminate on 'B' side.

2.03 COUNTERTOPS:

A. Types and sizes:

1. Shop fabricate countertops and splashes to the types and dimensions Shown on the Drawings.

2. Provide four inch high coved splash and no-drip leading edge on kitchen countertop.

B. Cover tops and splashes with laminated plastic, in colors and patterns selected by the Contracting Officer from standard colors and patterns of the approved manufacturer.

2.04 Maximum allowable moisture content for all millwork shall be 12 percent.

2.05 OTHER MATERIALS: Provide other materials, not specifically described but required for a complete and proper installation, as selected by the Contractor subject to the approval of the Contracting Officer.

PART 3 EXECUTION

3.01 SURFACE CONDITIONS: Examine the areas and conditions under which work of this Section will be performed. Correct conditions detrimental to timely and proper completion of the work. Do not proceed until unsatisfactory conditions are corrected.

3.02 FIELD MEASUREMENTS: Take necessary measurements in the field to assure proper dimensions for the work of this Section.

3.03 FABRICATION: Fabricate the work of this Section in strict accordance with the approved Shop Drawings and the referenced standards.

3.04 INSTALLATION: Install the work of this Section in strict accordance with the approved Shop Drawings and the referenced standards, anchoring all items firmly into position.

3.05 COMPLIANCE:

A. The Government reserves the right to request and pay for an inspection by a representative of the Woodwork Institute of California to determine that the work of this Section has been performed in accordance with the specified standards.

B. In the event such inspection determines that the work of this Section does not comply with the specified requirements, immediately remove the non- complying items and immediately replace them with items complying with the specified requirements, all at no additional cost to the Government, and reimburse the Government for the cost of the inspections.

SECTION 07190 - BUILDING PAPER

PART 1 - GENERAL

1.01 SCOPE:

A. Provide building paper underlayment and flashing, with related concealed metal flashings and accessories as required for complete watertight installation.

B. Provide self-adhering polymer modified bituminous sheet flashing system with low VOC primer and accessories as required for complete watertight seal at window penetrations, door penetrations, and other penetrations through building paper and at the roof.

1.02 SUBMITTALS:

A. Submit Product Data for type of building paper product and accessories specified in accordance with Section 01340.

B. Submit shop drawings for metal flashings, as related to underlayment in accordance with Section 01340.

1. Clearly indicate general construction, configurations, jointing methods and locations, fastening methods and locations and installation details.

1.03 PRODUCT HANDLING:

A. Comply with pertinent provisions of Section 01640.

B. Provide for correcting failure of building paper to resist penetration of water.

C. Repair building paper and pay for or replace damaged materials or surfaces.

D. Warranty Period: Two years.

1.04 MEASUREMENT AND PAYMENT: No separate measurement or payment will be made for the work specified in this Section.

PART 2 - PRODUCTS

2.01 MATERIALS

A. Building Paper:

1. Siding Underlay: Gorilla Wrap as manufactured by John Manville or approved equal with the following salient features:

a) Air penetration greater than 2500 sec/100cc.

b) Water penetration greater than 400 cm.

c) Moisture vapor transmission between 10 to 25 perms.

d) Trapezoidal tear 25 lbs (ASTM D-1117)

e) Ultra-light exposure resistance greater than 120 days.

f) Recycle content 20 percent or greater.
