Definitions

(a) Task Order: A project-specific authorization to accomplish work.

(b) Task Order Project Description: The government’s complete description of work to be accomplished via a Task Order. The description will include a copy of all specifications applicable to a project as well as any necessary engineering plans or standard details.

(c) Task Order Request for Proposal: The government’s notification to the Contractor of an upcoming project. The Request for Proposal contains the Project Description, and the requested time-lines and dates for accomplishment of the work.

(d) Task Order Price Proposal: The Contractors fixed price proposal for an individual Task Order based upon the Project Description and other information contained within the Request for Proposal. The Price Proposal will include a quantified list of all line items of work that are necessary for completion of the project. The Price Proposal must include all applicable Task Order Coefficients and must be mutually accepted by the Government prior to Task Order authorization.

(e) Task Order Coefficient: The coefficient is the proposed price multiplier within the Task Order It establishes a cost adjustment to the Schedule of Items which together with the contractors unit price, must account for all costs including the contractor’s overhead and profit. Coefficients should be expressed in decimal format (1.0 = 100%) The primary coefficient within this contract is the Location Coefficient.

(f) Location Coefficient: This coefficient is intended to allow the Contractor to more competitively propose unit price adjustment by accounting for the variation of construction cost within each of the communities across the region. For this contract, location coefficients are to be provided on each Forest Ranger District as shown in the Schedule of Items. Contractors should note that location factors for cities within the region may be greater or less than 100% and should propose accordingly.

(g) Option-Year Coefficient: This coefficient will be used only if or when the Government exercises the option year clause within the contract. Rather than re-evaluate all of the unit prices, a single option year coefficient will be applied in applicable option years. No coefficient is proposed in the first or base year of the contract. Coefficient(s) for option periods serve as an economic price adjustment to the Contractors direct and indirect costs. The option-year coefficient is to be applied in addition to the location coefficient. Example: Schedule of Item Subtotal x Location Coefficient x Option Year Coefficient = Total Task Order Price

(h) Task Order Quality Control Plan: A written plan that addresses all aspects of quality control on an individual Job Order. The QA/QC plan must include contact information for the contractor’s QA/QC inspector, a list of all applicable inspection and testing, and procedures for documenting any corrective action.

(i) Task Order Work Schedule: The Government will recommend a timeline for completion of each Job Order. The Contractor must submit a Task Order Work Schedule as a component of each Task Order Proposal. As with the Price Proposal, the Work Schedule must be mutually agreed upon prior to authorization of a Job Order.

(j) The Schedule of Items (SOI): This is a pre-established source of Unit Costs which are to be incorporated within each contract. The Schedule of Items identifies each Pre-Priced item of work that offerors shall provide unit costs for. The SOI to be used for this contract is based on the contractor’s individual unit costs as described within the SOI and as proposed by the offeror. SOI cost is adjusted by coefficients to derive a total cost for each Task Order.

(k) Pre-priced work: This includes all work which may be described with a line item or combination of line items within the SOI .

(l) Non-pre-priced work: A unique item not easily defined within the SOI for which the pre-priced cost data will not be used in Task Order pricing.

(m) Multiple Award Task Order Contract (MATOC): A type of Indefinite Delivery Indefinite Quantity (IDIQ) contract that is awarded to multiple contractors. Individual tasks, or Task Orders, may be competed among the multiple award contractors per the requirements of FAR 16.505(b).

n) CONTRACTING OFFICER means a person with the authority to enter into, administer and/or terminate contracts and make related determinations and findings. The Contracting Officer signs all contractual documents, approves and signs all modifications to contracts, processes and approves payment requests, reviews and makes final decisions on contractual discrepancies, and administers the contract.

The Contracting Officer is the only authorized individual to make changes to a contract.

(o) CONTRACTING OFFICER'S REPRESENTATIVE. The Contracting Officer will designate a representative, hereinafter referred to as the Contracting Officer's Representative (COR) or, alternatively, as the Engineer, who will provide on-the-ground administration for the Government. The COR will be designated in writing and a copy of the designation will be furnished to the Contractor before or at the pre-work conference. The Contractor is cautioned to read the COR designation because certain authority under the contract is reserved solely for the Contracting Officer. The term "Contracting Officer" as used throughout the contract shall be interpreted to include the Contracting Officer's designated representative(s) acting within the limits of their delegation of authority.
