SAMPLE TASK FOR TECHNICAL EVALUATION
SAMPLE TASK ORDER: Project Example – As part of the evaluation, the offeror shall complete the example Task Orders as noted below. The offeror will address the criteria cited herein and develop sample Task Order proposals that demonstrate the offeror’s understanding and comprehension of Task Order construction tasks as well as the ability to effectively use the pre-priced Schedule and non-pre priced items. The offeror shall submit one Firm-Fixed Price Task Order and one Time-and-Equipment Task Order which are responsive to the respective hypothetical work requirements shown below. Each proposal shall use a stipulated location coefficient of 1.05% and not the actual coefficients being offered.
(a) Firm Fixed Price Task Order: Requirement to reconstruct 1/4 miles of road including culvert replacement and geogrid reinforced soil slope repair as shown on the sample task drawings. The road is double lane 24 ft wide. Reconstruct as indicated: 300 lf hot mix asphalt pavement 3 in thick over 8 in of crushed aggregate base commercial source. Remove and replace 48 in culvert, install trench drain and geogrid reinforced soil slope (RSS) as shown on plans. Assume 50% of excavated materials are unsuitable and will be spoiled adjacent to the project site, the remaining 50% of excavated materials may be stockpiled and used as culvert backfill and subbase. RSS and trench drain granular fill material shall be from a government pit 3 miles from project site. The exisiting asphalt surface shall be milled, stockpiled, and re-used as subbase material. 250 lf of guardrail shall be removed and replaced. Following paving, a single chip seal Asphalt Surface Treatment shall be applied on 0.25 miles at the project site.
The project also includes separate road decommissioning and minor road realignment not shown on the plans. Realignment includes the construction of one 4 ft by 50 ft MSE retaining wall, and placement of government source aggregate from the pit 3 miles from road. The 4 in aggregate surfacing length is approximately 1.5 miles. 2.5 miles of adjacent unauthorized roads shall be decommissioned including 18 inch decompaction and minor recontouring. All costs shall be determined using the Schedule of Items. All minor construction details are at the offeror’s discretion. The Sample Task Order proposal shall include erosion control, dewatering, and traffic control plans. The proposal shall also include a detailed quality control plan that covers all required inspections, laboratory and filed testing, and materials submittals. Finally, the proposal shall include a detailed construction timeline indicating the minimum and anticipated maximum number of days required to complete reconstruction.
(b) Time and Equipment Task Order: Requirement to provide excavation for culvert replacement and trench drain components of task evaluated in (a) as shown on sheets C1 & C3.
Assume the 48” culvert replacement is urgent and must be completed within two weeks.
Replace culvert and install trench drain as shown on plans; ignore RSS construction and also neglect repaving. Estimate this task using the Time, Material, and Equipment method. Provide an accurate estimate including all necessary labor, equipment and materials to complete the task.
