B-6 Coefficients
The Coefficients are listed in THE SCHEDULE OF ITEMS and are proposed by the offeror. Due to the wide geographic distribution of potential task orders and the possible variability in cost based on location of the work, THE SCHEDULE is divided into two Geographic Zones. An offeror shall propose Location Coefficients for each Ranger District within one or both Geographic Zones.
The proposed Coefficient for each Ranger District shall cover all work within the Administrative Area/Boundary of that District.
Information regarding National Forest Boundary maps may be found at http://www.fs.fed.us/maps/forest-maps.shtml.
The coefficients are proposed as a multiple (in decimal format) increase or decrease to the line item Unit Price proposed by the offeror on the schedule. For example, a coefficient of 1.2 would result in an additional 20 percent to the listed unit price; 0.9 would result in a 10 percent decrease of the listed prices, and 1.00 would leave the unit price as your proposed unit price. The offeror shall limit the Coefficients to three decimal places. The offeror shall propose an Option Year Coefficient for each option year. The offeror’s Coefficients shall be all inclusive and shall include, but not limited to, the following costs:
1. Overhead
2. Profit and risk
3. Task Order preparation
4. Social security contributions
5. General insurances
6. Workman’s compensations insurance
7. State unemployment insurance
8. Federal unemployment insurance
9. Mobilization and demobilization costs
10. Site cleanup
11. Labor adjustments between the RS Means given labor rates and the Davis/Bacon Labor Rates included in the contract
12. Supervision
13. Quality control
14. Transportation of contractor’s personnel to, from, and within the job site
15. Shipping of all materials to the jobsite
16. Lodging and per-diem
17. Adjustment factors to account for small jobs
18. Incidental tools and equipment
19. Submittals (unless noted otherwise)
20. Any markups for materials and all contingencies
B-7 Pricing Structure for Task Orders
STANDARD WORK (PRE-PRICED)
(a) Pricing for this contract will be based upon unit prices for Standard Items of Work as proposed by the offeror within the Schedule of Items of the original solicitation. Task Orders shall be developed using the Schedule of Items and Coefficients. The Schedule may be updated over time through contract modification to include additional standardized items of work, but the offeror’s costs for line items initially listed herein shall not be revised throughout the duration of the contract.
Task Orders will be comprised of entirely construction line items of work or service line items of work. Individual task orders will not mix service and construction work.
(b) Standard Schedule of Items calculation: The coefficients (in decimal format) listed in The Schedule will be multiplied by the unit price listed in the schedule to obtain the adjusted price for each line item. For example, a coefficient of 1.2 would result in an additional 20 percent to the listed unit price; 0.9 would decrease of the listed price by 10 percent, and 1.00 would leave the unit price unchanged.
The total cost for all items of work within a Task Order will be calculated as follows:
Line item price from the Schedule of Items x quantity of item (per Method & Unit of Measure on the Schedule) = Sum of line items x Location Coefficient x Option-Year Coefficient (if applicable) Total Price for Task Order
Firm-Fixed Price Task Order Example: The following sample calculations. All coefficients and dollar figures are fictitious.
Asphalt Concrete Pavement Overlay – cost per ton $100.00 Total tons per Task Order= 35 tons ($100 X 35) $3,500
Location Coefficient –District @ 115% (1.15) Option Year Coefficient – Option Year 1 @ 102% (1.02) (1.15 X 1.02) 1.173
TOTAL TASK ORDER PRICE $4,105.50
NON-STANDARD WORK (NON PRE-PRICED)
(a) Non-pre-priced work is categorized as follows:
(i) Road construction activity that is not specifically included in the Schedule of Items, but is within the basic intent and general scope of the contract.
(ii) The current edition, at time of task order pricing, of RS Means Heavy Construction Cost Data, or other industry standard cost estimating tools shall be used in developing proposed costs for non-standard work. The current edition of the Rental Rate Blue Book shall be utilized for equipment cost. The government shall use prices from these industry publications as well as Forest Service construction cost data in validating the cost of non-standard work items. Location coefficients shall be applied to non pre-priced work items; option year coefficients shall not be applied unless costs are shown to have been obtained from Rental Rate Blue Book, or other industry standard published in the first year of this contract.
(b) Non-pre-priced work will be negotiated by the Contracting Officer and may be added to Task Orders when necessary at any time during the contract term.
Non-Pre-Priced Task Order Example: The cost for a specific constructed feature is not included in the schedule. For example a gravity-block retaining wall. The installed cost for the wall is $75.00 per square foot face for a 100 SF wall. The cost of this item may be calculated per unit price to be multiplied by quantity for total price of item. Location Coefficients is 1.15
Retaining Wall $75.00 per SF $75.00 Coefficient (1.15) x 1.15 Item unit price $86.25 per SF x Quantity (100 SF) x100 Total Item Price $8625.00
Non-pre-priced items may be included in addition to standard items on a Task Order; however where components of work can be defined using the Standard Items, those existing line items shall be used. Non-pre priced components of work shall not be redundant to standard items of work in a Task Order.
Computing Hours and Equipment Task Order Example: Cost for labor and equipment from Rental Rate Blue Book is $5,571.30.
Location Coefficient is 1.15. All work is accomplished in an unrestricted area during standard work days/hours. All coefficients and dollar figures are fictitious. Calculation shown below:
Labor $28.7 @ 16 Hrs $460.00 Equipment Operator (crane) $38.8 @ 16 Hrs $620.80 Hyd. Excavator 3.5 CY $2,166.00 D@ 2 Days $4,332.00 Trench Box $79.25 D@ 2 Days $158.50 Total Cost (Labor, Material and Equipment) $5,571.30 Location Coefficient = 1.15 $5,571.30 x 1.15
TOTAL TASK ORDER PRICE $6,407.00
B-8 Minimum and Maximum Contract Amounts
452.216-73 Minimum and Maximum Contract Amounts. (FEB 1988)
During the period specified in FAR clause 52.216-18, ORDERING, the Government shall place orders totaling a minimum of $5,000.00, but not in excess of $25,000,000.00.
(End of Clause)
Maximum Contract Amount: The maximum total amount available for ordering purposes is $5,000,000.00 for the basic year and $5,000,000.00 for each option year, for a total of $25,000,000.00 for the aggregate amount for all awards. However, if the maximum contract Value Per Year for a particular option year is not reached, the unused portion of that ceiling may be rolled over to the next option year, but the Total Cumulative Value for that year may not be exceeded.
During the life of the contracts, the approximate maximum amount available (i.e., contract price ceiling) for placement under orders is a cumulative amount with each option exercised, as exemplified below:
Contract Year: Value Per Year: Total Cumulative Value Per Year:
Base Year: $ 5,000,000 $5,000,000 Option Year 1: $ 5,000,000 $10,000,000 Option Year 2: $ 5,000,000 $15,000,000 Option Year 3: $ 5,000,000 $20,000,000 Option Year 4: $ 5,000,000 $25,000,000
Total: $25,000,000 $25,000,000
B-9 Adjustment for Fuel Cost and Bituminous Material costs
This price adjustment provision is intended to minimize risk to the Contractor due to potential volatile price fluctuations for fuel and bituminous materials that might occur throughout the duration of the Contract. The Contractor may invoke this provision by written notification to the Contracting Officer prior to the effective date of the Option Year renewal. In cases where the fuel rates have decreased, the Contracting Officer may invoke this provision by written notification to the Contractor prior to exercising of an option year.
This adjustment will only be applied if the monthly mean average of the first quarter crude oil price varies from the base award contract year’s mean average of the first quarter crude oil price by at least 20% at the first option year, plus 8% for each additional option year. Adjustments will not be made to Task orders awarded prior to Option Renewal. Adjustments will apply only to that option year. When adjustments are in effect, task order calculation sheets shall be adjusted to sum the defined Bituminous Tasks separately from other tasks for application of the adjustment factors. The adjustment factors may also be applied to the Rental Rate Blue Book if the book is used from the base year.
Definition of Terms for calculating adjustments is as follows:
U.S. Office of Energy Information Administration - www.eia.gov. (For quick reference:
