Questions & Answers

1. Reference Section L.2.5., page 69/75 – Must offerors show past performance from their subcontractors? If the offeror can provide relevant projects from their own resume, must they show past performance from their subcontractors?

Answer: Providing Past Performance from subcontractors is at the discretion of the Prime Contractor. The Government’s only concern is that the contractor provides sufficient information in order to illustrate their capability for performance of the requirements in this solicitation.

2. Reference Section L.2.5., page 69/75 – The solicitation states “This section applies to the Prime Contractor and its first tier subcontractors”. Does this apply only to specific first tier subcontractors or do you want 5 projects from every first tier subcontractor regardless of scope?

Answer: Providing Past Performance from subcontractors is at the discretion of the Prime Contractor. The Government’s only concern is that the contractor provides sufficient information in order to illustrate their capability for performance of the requirements in this solicitation.

3. Reference Section L.2.5., page 70/75 – The solicitation states “All relevant past performance shall be submitted.” This could be 50+, 100+ projects. The solicitation also says this is limited to the 5 largest contracts. Please clarify?

Answer: Again, the Government’s only concern is that the contractor provides sufficient information in order to illustrate their capability for performance of the requirements in this solicitation. The limitation to the 5 largest contracts was a cap so that contractors did not overload the evaluators with outdated, or irrelevant information, and NOT provide 50+, or 100+ project references.

4. Reference Section L.2.5.1., page 70/75 – The solicitation asks for a narrative describing relevant past performance that the prime contractor and first tier subcontractor(s) has in performing work that is relevant to this solicitation. Would this be a general experience and past performance narrative OR a narrative for every relevant project from the prime and first tier subcontractors?

Answer: The Government’s only concern is that the contractor provides sufficient information in order to illustrate their capability for performance of the requirements in this solicitation.

5. Reference Section L.2.5.3., page 70/75 – The solicitation requires offerors submit information regarding the five largest contracts for the prime and first tier subs. Do you want the five largest OR the five largest relevant contracts: The five largest may or may not be relevant to the work under this solicitation they will also likely be far in excess of thee dollar value of this solicitation?

Answer: The Government’s only concern is that the contractor provides sufficient information in order to illustrate their capability for performance of the requirements in this solicitation. A new business that did not have 5, or even 2 past projects to illustrate would not be penalized.

6. Reference Section L.2.5.4, page 70/75 – The solicitation states “Unless otherwise identified in section L.2.4.(3),…” There is no paragraph L.2.4.(3) in this solicitation. Section L.2.4 provides information for the Business Proposal, not Past performance. Please provide the correct reference?

Answer: The correct reference is L.2.5.(3) instead of L.2.4.(3). This will be corrected in an amendment.

7. Reference Section L.2.5.4, page 70/75 – The solicitation requires offerors submit information regarding the three largest contracts for the prime and first tier subs. Do you want the five largest OR the three largest contracts? Isn’t this the same information required in L.2.5.3?

Answer: Reference L.2.5.3 does not distinguish types of contracts/agreements. Reference L.2.5.4 specifically identifies federal and/or state Government.

8. Reference Section L.2.5.6, page 70/75 – The solicitation requires offerors submit a completed past performance questionnaire for each of the contracts/programs required in L.2.4.2. Section L.2.4 provides information for the Business Proposal, not Past performance.

Please provide the correct reference?

Answer: The correct reference is L.2.5 instead of L.2.4. This will be corrected in an amendment.

9. Reference Section L.2.5.6, page 70/75 – The solicitation requires offerors provide a completed PPQ for each project. Can offerors submit completed CCASS/CPARS for PPQ-0 forms in lieu of asking clients to complete another past performance questionnaire?

Answer: Yes

10. Reference Section L.2.1.4.3, page 66/75 – The table showing submittal volume contents includes the requirement for a Small Business Subcontracting Plan (if applicable). The FAR (19.702(a)(1)) that subcontracting plans are not required for contracts valued less than $650,000. This project is expected to be less than $500,000. Is this the criteria for determining applicability to this solicitation? If so, a subcontracting plan would not be required/submitted?

Answer: Key words – “if applicable”. If your proposal does not exceed the FAR limits, a Small Business Subcontracting Plan would not be required.

11. Reference Section L.2.1.4.3, page 66/75 – The table showing submittal volume contents includes the requirement for a Small Business Subcontracting Plan (if applicable). The FAR (19.702(a)(2)(b)) that subcontracting plans are not required from small business. If the offeror is a small business, is a subcontracting plan still required for the proposal response?

Answer: Key word – “if applicable”. If your proposal does not exceed the FAR limits, a Small Business Subcontracting Plan would not be required.
