SUMMARY OF CHANGES
Replace the entire Solicitation. SF 1442 pages 1-3 and Solicitation continuation pages 4-25 with the attached revised SF 1442 and rev1 solicitation. In the revised solicitation changes have been made to several sections of the solicitation.
Section G - G.3 #7 invoices must be e-mailed.
Section L - Revised section. Review carefully.
Section M – M.1 A Bonding Capability – Bid Guarantee was added to evaluation factors.
The following are changes to the Drawings Notes.
1. Reference Drawing Sub- Sheet C3, Sheet 17 of 18. Under Notes, Add:
#14. Install one 4’ high x 6’ wide sign meeting the requirements of notes 1 thru 13, that Reads:
RD 391 CLOSED TO ALL TRAFFIC
MAY 1, 2013 THRU JUNE 15, 2013
FOR BRIDGE CONSTRUCTION
Sign shall be installed as shown below in a location approved by the CO on the north side of the bridge.
This sign shall be in place for 2 weeks prior to the initial closure period.
This sign shall not be paid for separately, but shall be included in Pay Item 63501.
2. Reference Drawing Sub- Sheet C2, Sheet 4 of 18. Change note on the drawing that reads: “(3) TREES TO BE REMOVED BY OTHERS,” to “REMOVE (3) TREES.”
3. Change Specification Section 155, Subsection 155.03 to read as follows:
155.03 The below schedule represents an approximate timeline for the project, but is subject to revision upon mutual agreement between the Contractor and the Contracting Officer. Such changes may be reflected in the Contractor’s construction schedule, to be submitted as per Specification 155.
In order to avoid disruption of public access, the existing bridge shall not be removed, nor public access across the bridge denied, until 01 May 2014.

Pre-Bid Meeting Notes/Questions and Answers
A pre-bid meeting for the North Lake Creek Bridge was held on July 17, 2013, at 10:30 AM at the project site. The meeting was conducted by Mark Varhus, of the U.S. Forest Service. Those in attendance were as follows:

Mark Varhus opened the meeting with the following comments:
1. There is no alternate access from the south side of the bridge.
1. Reference Specification Section 155 for Construction Schedule.
1. Rd 391 at the bridge site is a public road that runs through private property. Construction activities are to be limited to the existing roadway area.
1. Bidders are strongly encouraged to review the Bidding Instructions in Section L, page 23.
1. This project was advertised in October 2012, but was never awarded. With the exception of the Construction Schedule in Specification Section 155, the Drawings and Specifications have not been changed.
The following questions were asked at the Pre-Bid Meeting:
When can contractor start demolition work?
Answer: See Specification Section 155 – Schedules for Construction Contracts.
Can the La Plata Trailhead parking lot next to Colorado State Hwy 82 be used for a staging area?
Answer: Yes
Reference Standard Form 1442. Is a bid guarantee required?
Answer: Yes. Reference Standard Form 1442 Section 13b.
Reference Section 1442. Are offers to be “Publicly Opened.”
Answer: No. This is an RFP.
Reference Section 1442. How will the 275 contract days be administered?
Answer: Contract time will begin when the Notice to Proceed is issued. See FAR Clause 52.211.
What is the expectation of debris falling into the creek?
Answer: The contractor shall try to prevent demolition debris from entering the creek. If debris does fall into the creek, the contractor will be expected to remove the debris from the creek.
Is there an alternate access from the south side of the bridge?
Answer: No. Once the existing bridge is removed, there is no access to the south side of the bridge.
There are signs on Colorado State Hwy 82 prohibiting vehicles greater than 35 feet in length. Will a CDOT permit be required to transport the precast bridge beams to the project site?
Answer: Prospective bidders are encouraged to contact CDOT concerning any special permits required for vehicles longer than 35 ft.
Will the same soils report be applicable to the project that was referenced in the first advertisement of this project?
Answer: The same soils report is applicable. The soils report will be posted to FBO with Amendment 000001.
Can snow pack be expected in May at the project location?
Answer: Snow conditions at this site for May 2014 are difficult to predict. The site is a short distance from Colorado State Hwy 82. It will be expected that the contractor plow this site open if necessary to comply with the construction schedule. The initial phases of this project will involve pouring concrete footings on bedrock and removal of the existing bridge. The contractor will be expected to remove snow as necessary to accomplish this work.
How much of the old abutments will be required to be removed?
Answer: Old abutments are to be removed to bedrock. Rebar, if any, will be required to be cut flush with the top of the existing rock.
Do snowmobilers and x-country skiers use Rd. 391 in the winter time?
Answer: Yes.
When was Independence Pass opened in 2013?
Answer: Contact CDOT for answer.
