NOTES FROM THE PRE-BID MEETING FOR SOLICITATION AG-64R4-S-14-0010

ROAD RECONDITIONING ITEM 1 - FOREST ROAD 3213 – WOLF MOUNTAIN

Question:

What is the gradation of Class II Riprap?

Answer:

The gradation of Class II riprap is defined in Table 705-1 of the Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, FP-03 (included by reference). The relevant portion of this table is shown below:

Question:

What is the gradation of the roadway aggregate?

Answer:

The gradation of the roadway aggregate was omitted from the plans and schedule. The gradation for the roadway aggregate should be a 1” base material with the gradation shown below:

Sieve Size
Percent Passing
2”
100 (1)
1”
80-100(6)
3/4”
64-94 (6)
3/8”
40-69 (6)
No. 4
31-54 (6)
No. 200
4-7 (3)

Question:

Can you provide additional information regarding the installation of mats?

Answer:

The mat sections should be placed across the centerline of the road instead of placed in a shingled layer along the centerline. This will allow the installation equipment to remain on the road and will not disturb areas outside the roadway. Any other installation methods should be approved by the COTR.

At the installation site, the trees and brush will be pushed back on the downstream side only and the backslope grade will be cut at a 1:1 slope.

Question:

Is work limited to those drainage structures shown in the plans?

Answer:

All culvert inlets and outlets as well as all outlet ditches will be cleaned whether identified or not.

Question:

How should the natural drainages be dealt with?

Answer:

At the natural drains between mile posts 0.45 and 0.47, the drainages should be opened up to allow the water to flow in its natural state. Excavated material should be placed in between to build up the road. Clear debris and material downstream approximately 30’. Useable material should be placed in the road.

Question:

How will the drainage dip located at mile post 0.49 be dealt with?

Answer:

At mile post 0.49, build drainage dip according to plans about 50’ upslope from drainage to divert water across road.

Question:

Can you provide detail regarding the depth and width of the aggregate placement?

Answer:

Aggregate depth will be greater than 2” and the width will vary.

Question:

The plans specify an open cell block. Can alternates articulated concrete mats be utilized? (M.Godi) Answer:

Bidders wishing to use alternative concrete mats should include two sets of bids, one for the specified open cell block and a second bid for the alternate articulated concrete mat. Bidders must also provide product specifications for any alternate products with the bid.

NOTE: AN ALTERNATE BID ITEM HAS BEEN ADDED TO THE REVISED SCHEDULE OF ITEMS. BIDDERS SHOULD BID ON THE ALTERNATE THEY INTEND TO PROVIDE.

Who is responsible for the survey/staking of the low water crossing? (J.Hughes) Answer:

The contractor is responsible for survey/staking of the low water crossing. The Forest Service will approve the staking. Survey and staking for this project will only need to ensure designed dimensions, alignments and elevations are achieved.

Question:

Is the entire roadway to be bladed and outlets cleaned out? (J.Hughes) Answer:

The project shows road reconditioning for 11 stations (1,100 feet) on Forest Road 372 (Item 2). This accounts for the vicinity of the low water crossing and the section of road after the low water crossing that was previously damaged. There are no outlets in this section of the project.

Question:

What are the extents of the project and will any work be done on the turn-around at the Gasconade River? (J. Hughes)

The extents of the project area ultimately include the entire Forest Road 372 (item 2). Actual work on the road is more specific, including the start of Forest Road 372 (Item 2) traffic control signage place the the intersection with Sonora Ln, the low water crossing at mile post 0.4 to the end of the blading and aggregate placement, approximately at mile post 0.6. Any damage or rutting caused by operations at any point along the road will need to be restored to its original condition.

Will excavate materials for the articulated mat placement need to be removed or used on the project? (J.Hughes) Answer:

Materials excavated for the articulated mat installation shall be used to restore the eroded approach on the far side of the intermittent crossing. The purpose of this articulated mat crossing on Forest Road 372 (item 2) is to harden the approaches and prevent the intermittent stream from becoming trapped in the roadway which has occurred on numerous occasions. The design curves are intended to maintain the stream flow within the original drainage while permitting passenger vehicles pulling a short trailer to pass without dragging over the curve.

Question:

In the staging area adjacent to the low water crossing, will we have to clean up any damage or rutting? (J.Hughes)

The contractor will be responsible for restoring any damage caused through their operation to any areas within the project. The staging area would also need to be restored back to its original condition if operations impact it. At a minimum, any rutting would need to be smoothed out and seeded.
