SECTION 01100

SUMMARY OF WORK

ART 1 - GENERAL

1.01 PROJECT IDENTIFICATION

Project Name and Location: Grey Towers National Historic Site Wastewater System Replacement. Located at Grey Towers National Historic Site, Old Owego Turnpike, Milford, PA 18337.

1.02 SUMMARY OF WORK

0. Project Summary Description: The project includes, but is not limited to, the following major items of Work:

Replace existing sewer lines and install new sewer lines using trenchless methods to avoid disturbing historic structures and elements. Existing clay tile sewer lines will be replaced by pipe bursting, new sewer lines will be installed by horizontal directional drilling. Portions of new sewer lines may be installed by conventional trenching where practical. Install new precast concrete manholes and sewer line cleanouts.

Install new septic tanks. Replace existing dosing tank and pump with a new larger dosing tank and pump.

Enlarge the existing sand mound disposal area. Add new supply line, distribution laterals, and cleanout/flushing ports.

Construct a stabilized access way with stone retaining wall.

Restore all disturbed areas. Abandon portions of the old wastewater system in place.

1.03

SCHEDULE OF GOVERNMENT-FURNISHED PROPERTY

A.Government furnished property to be installed by the Contractor:
1.Bluestone slabs for access way retaining wall. See Section 04400.

1.04 MISCELLANEOUS PROVISIONS

A. The Contractor shall comply with the requirements of all permits obtained by the Government. The Contractor is responsible to pay for all inspection fees related to permits or requirements of other governing agencies, utilities, etc.

1.05 ENVIRONMENTAL PROTECTION MEASURES

A. To minimize adverse effects to soil and water, sedimentation and erosion control practices will be used to minimize off site soil movement. All disturbed areas will be mulched and seeded. See specification section 01500 for temporary environmental controls.

Technical Specifications

SECTION 01200

MEASUREMENT AND PAYMENT

PART 1 GENERAL

1.01 SUMMARY

A. This Section includes:

1. Measurement and payment criteria applicable to the work performed under a Lump Sum payment method.

2. Defect assessment and non-payment for rejected work.

Measurement and payment for contract work will be made only for and under those pay items included in the SCHEDULE OF ITEMS. All other work, labor, materials, equipment, and incidentals necessary to successfully complete the project will be considered as included in the payment for items shown. This section defines the method of measurements and basis of payment for work items listed in the Schedule of Items.

The quantity to be paid for is the quantity designated in the SCHEDULE OF ITEMS. No payment will be made for work performed in excess of that staked, ordered, or otherwise authorized.

1.02 AUTHORITY

A. The Contracting Officer’s Representative (COR) will take all measurements and compute quantities accordingly.

1.03.1 MEASUREMENT OF QUANTITIES

A. Linear Measurement: Measured by the linear dimension, at the item centerline or mean chord. Measurement will be made to the nearest given linear unit.

B. Each: Measured by the number of individual items of work completed.

C. Lump Sum Quantities (LSQ): These quantities denote one complete unit of work as required by or described in the Contract, including all necessary materials, equipment, and labor to complete the job. They will not be measured.

D. Actual Quantities (AQ): These quantities denote completed units of work, as described in the Contract, including all necessary materials, equipment, and labor, to complete the job. They will be measured in the field.

E. Designed Quantities (DQ) - These quantities denote the final number of units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data include the preliminary survey information, design assumptions, calculations, drawings, and the presentation in the contract. Changes in the number of units SHOWN in the SCHEDULE OF ITEMS may be authorized under any of the following conditions:

1.As a result of changes in the work authorized by the Contracting Officer.
2.As a result of the Contracting Officer determining that errors exist in the original design data used to determine designed quantities that cause a pay item to change by 15 percent or more.
3.As a result of the Contractor submitting to the Contracting Officer a written request showing evidence of errors in the original design data used to determine design quantities that cause a pay item total to change by 15 percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.

1.04 PAYMENT

A.Payment Includes: Full compensation for all required labor, products, tools, equipment, plant, transportation, services, and incidentals; erection, application, or installation of an item of the Work; overhead and profit.
1."Incidentals" are to be considered as an additional obligation to the other work required for the item(s). Incidental work is not payable directly, but is to be considered included in the contract price for the item(s) of work specified.
2.All work not specifically identified as a separate bid item in Subsection 1.07 below is "Incidental".

C. The accepted quantities will be paid for at the contract unit price for each item as shown in the Schedule of Items.

D. Payment will not be made for any of the following:

1. Products or construction placed beyond the lines and levels of the required work.

2. Products or construction determined as unacceptable before or after placement.

3. Products wasted or disposed of in a manner that is not acceptable.

4. Products remaining on hand after completion of the Work.

5. Loading, hauling, and disposing of rejected products.

1.05 - MOBILIZATION

A. Description of work: This work shall consist of preparatory work and operations necessary for the movement of personnel, equipment, supplies, and incidentals to the project site, and for all other work and operations that must be performed or that cause costs to be incurred prior to beginning work on various items on the project site. The cost of premiums paid for performance and payment bonds are considered incidental to this item and will not be paid for separately. The maximum price bid for mobilization may not exceed 10% of the total contract bid price.

B. Measurement: Lump Sum (LSQ)

C.Payment: Mobilization will be paid for at the current contract price for the item shown in the SCHEDULE OF ITEMS. Progress payments will be made as follows:
1.When 5% or more of the original contract amount is earned from other pay items, 50% of the amount for mobilization will be paid.
2.When 10% or more of the original contract amount is earned from other pay items, 100% of the original contract amount will be paid.

SECTION 01300

SUBMITTALS

1.01 GENERAL

A. After checking and verifying all field measurements, the Contractor shall submit to the Engineer for approval, a minimum of three copies of all Shop Drawings and product data, or one sample, which shall have been checked by and stamped with the approval of the Contractor. The data shown on the shop drawings and product data shall be complete with respect to dimensions, design criteria, and material of construction, to enable the Engineer to review the information as required.

B. At the time of each submission, the Contractor shall call the Engineer's attention to any deviations that the shop drawings or data may have from the requirements of the Contract Documents.

C. The Engineer will check and approve with reasonable promptness all Shop Drawings, data, and samples, but his checking and approval shall be only for conformance with the design concept of the Project and for compliance with the information given in the Contract Drawings and Specifications. The approval of an item as such will not indicate approval of the assembly in which the item functions. The Contractor will make any corrections required by the Engineer and will return the required number of corrected copies of the Shop Drawings, data, or samples until approved.

D. No work requiring a shop drawing or sample submission shall be commenced until the submission has been approved by the Engineer.

1.02 REQUIREMENTS

A. As a minimum, shop drawings and product data shall be submitted for all prefabricated items such as control panels, metal lid/hatch, septic tank risers, and all similar items not shown in complete detail on the Drawings.

B. Product data shall be submitted for all manufactured items such as pipe, pumping equipment, valves, fittings, chambers, manholes, frames and covers, mechanical process equipment, control and instrumentation equipment, and architectural items.

C. The contractor must submit shop drawings and product data for the mounting, setting, and anchoring of all equipment to be permanently mounted or set. The contractor must provide shop drawings of all the bases (steel, concrete, etc.) and all of the anchor bolts and/or brackets to mount all of the equipment in accordance with each respective equipment manufacturer's instructions and recommendations. All modifications that may be required are the responsibility of the contractor and additional compensation to the contractor will not be made.

D. Shop drawings and product data submittals for mechanical equipment containing electrical control systems or subsystems shall contain complete and detailed schematic drawings of all electronic and/or electrical circuits. All components shall be described as to electrical characteristics and items of a special nature shall be described by manufacturer's part number.

E. Samples of equipment or materials shall be submitted to the Engineer when required by the provisions of other sections of the Specifications.

F. For imported aggregate, backfill, or soil, submit source, name, and gradation of imported materials suppliers to COR

G. Operation and maintenance manual information shall be submitted for all equipment and materials as set forth in other sections of the Specifications.

H. Submit a plan of work demonstrating how sewage service to the compound will be kept operational during construction. See section 01350 – Site Conditions.

1.03 AS-BUILT DRAWINGS

A. The contractor shall maintain a set of the full-sized contract drawings depicting as-built conditions. These drawings shall be maintained in a current condition and shall be available for review.

2. Depths of various elements of foundations in relation to finished floor datum.

3. Horizontal and vertical locations of underground utilities and appurtenances, referenced to permanent surface improvements.

4. Location of internal utilities and appurtenances concealed in construction, referenced to visible and accessible features of the structure.

5. Field changes of dimension and detail, changes made by field order or change order, and details not on original contract drawings.

B. Upon completion of the contract work, as-built drawings shall be submitted to the Engineer.

SECTION 01350

SITE CONDITIONS

1.01 AREA USE AND OPERATIONS

A. Work Hours - Work shall be scheduled Monday through Friday, between the hours of 7:00 AM and 6:00 PM. No work is permitted on weekends or on Federal Holidays without written authorization of the COR.

B. Take precautions to protect Government employees and the public during the construction period. Keep gates closed and locked when workers are not present.

C. Maintain the existing wastewater disposal system in operation until the new system is ready to accept waste. Coordinate the shutdown of the old system and startup of the new system with the COR.

D. Provide a written plan for approval by the COR, on how wastewater service will be maintained during construction.

1.02 SITE UTILITIES

A. Electrical service is available at various locations on the site. The Contractor may efficiently use this electrical service for work related to this contract at no charge. Contractor shall provide electric generators or other temporary means where electric service is not readily available.

B. Potable water is available at various locations on the site. The Contractor shall have free efficient use of this water for work related to this contract.

1.03CONTRACTOR USE OF PREMISES
A.The Government will conduct a pre-construction survey with the Contractor to review and document the existing project conditions prior to construction.
B.Staging area – Portions of the site may be used, with approval of the COR, as staging areas for contractor equipment, material storage and temporary offices. The staging areas shall be cleaned and restored to original condition upon the completion of the project. Coordinate staging area locations with the Forest Service.
C.The Contractor shall limit use of the premises to the work in areas indicated.

0. Confine operations at the site to areas indicated. Do not disturb portions of the site beyond the areas in which Work is indicated.

2.Repair damage caused by construction operations.
3.Existing materials and equipment that are removed as part of the construction operations, and that are not reused or salvaged as Government property, shall become the property of the Contractor and shall be promptly removed from the site.

1.04 GOVERNMENT OCCUPANCY

A. The Government and the Public will be occupying the site during the construction. Cooperate with the Government's representatives during construction operations to minimize conflicts and facilitate Government usage. Perform the Work in a manner that does not interfere with the Government's operations. Maintain the existing wastewater disposal system in operation until the new system is ready to accept waste.

1.01 SECTION INCLUDES

1.02 QUALITY ASSURANCE

For products or workmanship specified by association, trade, or Federal Standards, comply with requirements of the standard, except when more rigid requirements are specified or are required by applicable codes.

Conform to reference standard by date of issue current on date of contact award.

Should specified reference standards conflict with Contract Documents, Contract Specification and Drawings govern. Notify Engineer as soon as possible of all conflicts.

SECTION 01450

QUALITY CONTROL

PART 1 GENERAL

1.01 SUMMARY

A. This section, FAR 52.246-1 and FAR 52.246-12 include requirements for quality control services to verify quality assurance requirements specified elsewhere in the Contract.

B. The quality control services include tests, inspections and related actions, including reports, performed by the Contractor, independent agencies or governing authorities. These testing and inspections services are required for customized fabrication and installation procedures, as indicated in the applicable sections of these specifications.

C. The Government reserves the right to conduct independent tests.

1.02 RESPONSIBILITIES

A. Contractor Responsibilities: The Contractor shall provide for tests, inspections and other quality control services where specified in the Contract and when required by authorities having jurisdiction. Costs for these services shall be included in the Contract price. The Contractor shall maintain complete inspection records and make them available to the government.

B. The Contractor shall coordinate with the COR and the County Health Department for any necessary Health Department notifications and inspections.

C. The Contractor shall notify the COR at least 24 hours prior to expected time for operations requiring inspection and testing services. All tests shall be conducted in the presence of the COR or their designated representative.

D. Retesting: The contractor is responsible for retesting, including repeated inspections and other services, where results of the initial tests, inspections or other quality control services indicate noncompliance with the requirements of the Contract.

E. Associated Services: The Contractor shall cooperate with others performing required tests, inspections and other quality control services, shall provide access to the work, and shall furnish incidental labor and facilities necessary to facilitate inspections and tests.

SECTION 01500

TEMPORARY ENVIRONMENTAL CONTROLS

PART 1 GENERAL

1.01 SECTION INCLUDES

Erosion and Sediment Control Pollution Control

1.03 WATER CONTROL

A. Grade site to drain. Maintain excavations free of water. Provide, operate, and maintain pumping equipment.

B. Protect site from ponding or running water. Provide water barriers as required to protect site from soil erosion.

1.05 EROSION AND SEDIMENT CONTROL

A. Plan and execute erosion and sediment control measures in accordance with the “Erosion and Sediment Control Best Management Practices Manual” by the Pennsylvania Department of Environmental Protection.

B. Plan and execute construction by methods to control surface drainage from cuts and fills, from borrow and waste disposal areas. Prevent erosion and sedimentation.

D. Provide temporary measures such as berms, dikes, and drains, to prevent water flow through disturbed areas.

E. Construct fill and waste areas by selective placement to avoid erosive surface silts or clays.

I. Periodically inspect earthwork to detect evidence of erosion and sedimentation; promptly apply corrective measures.

J. Temporary controls shall be dismantled and disposed of after the disturbed soil has been re-vegetated.

1.07 POLLUTION CONTROL

Provide methods, means, and facilities to prevent contamination of soil, water, and atmosphere from discharge of noxious, toxic substances, and pollutants produced by construction operations.

SECTION 01800

OPERATION AND MAINTENANCE MANUAL

1.01 GENERAL

A. Prepare an Operation and Maintenance Manual as specified in this section and other pertinent sections of the specifications. Compile product data and related information appropriate for the Owner's maintenance and operation of products furnished under this contract.

B. Provide 3 paper copies and one electronic copy as a single PDF format file on CD, of the completed operation and maintenance manual in final form at least 14 days before final inspection or acceptance.

1.02 MANUAL

A. Preparation of data shall be done by personnel trained and experienced in maintenance and operation of the described products. Prepare data in the form of an instructional manual for use by Owner's personnel.

B. Format: Manuals shall be provided in a commercial quality three-ring binder, with manufacturer's printed data or typewritten text, larger drawings folded and provided with reinforced binder holes. Provide indexed tabs for each major subsystem or component part.

C. Index: Provide a typewritten index of each product with the following information: Name, address, and telephone number of manufacturer, subcontractor or installer, maintenance contractor (if applicable), local source of supply for parts or replacement.

D. Operation and Maintenance Data: for each unit of equipment and system installed in this contract, provide:

1. Product Data: Manufacturer's sheets pertinent to the specific product, clearly identifying the specific product or part installed, applicable installation data, drawings, and copy of warranty.

2. Description of unit and component parts, function, normal operating characteristics, limiting conditions, performance curves, engineering data, tests.

4. Complete nomenclature and commercial number of all replaceable parts

5. Operating procedures, start-up, break-in, routine and normal operating instructions, regulation, control, stopping, shut-down, and emergency instructions, special operating instructions.

6. Maintenance Procedures, routine operations, guide to "trouble-shooting", disassembly, repair and reassembly, alignment, adjusting, and checking

7. Servicing and lubrication schedule, list of lubricants required

8. Manufacturer's printed operation and maintenance instructions, description of sequence of operation by control manufacturer, items recommended to be stocked as spare parts

9. As-installed control diagrams by control manufacturer

10. Other data as required under respective sections of the specifications.

1.04 INSTRUCTIONS OF OWNER'S PERSONNEL

A. Prior to final inspection and acceptance, fully instruct Owner's designated operation and maintenance personnel in the operation, adjustment, and maintenance of all products, equipment, and systems.

B. The completed operation and maintenance manual shall be used as the basis for this instruction. Review the contents of the manual in full detail and explain all aspects of operations and maintenance.

SECTION 02210

SELECTIVE DEMOLITION

PART 1 GENERAL

1.01 SECTION INCLUDES

This section includes demolition of designated structures and removal of materials. This includes removal and disposal of necessary piping, manhole, effluent dosing pump station, and associated equipment.

1.02 PROJECT RECORD DOCUMENTS

Accurately record actual locations of utilities, all subsurface obstructions encountered, and other features left underground.

1.03 REGULATORY REQUIREMENTS

A. Conform to applicable codes, State, and local regulations for demolition of structures, safety of adjacent structures, and dust control.

B. Notify affected utility companies before starting work and comply with their requirements.

C. Conform to applicable regulatory procedures when discovering hazardous or contaminated materials.

PART 2 PRODUCTS

2.01 FILL MATERIALS

A. Fill Material, as needed to fill holes left by demolished structures: Select Backfill as specified in Section 02300.

PART 3 EXECUTION

3.01 PREPARATION

A. Provide, erect, and maintain temporary barriers and security devices.

B. Protect existing landscaping materials, appurtenances, and structures which are not to be demolished.

C. Mark location of utilities.

3.02 DEMOLITION

A. Backfill areas excavated caused as a result of demolition, in accordance with Section 02300.

B. Rough grade and compact areas affected by demolition to maintain and blend in with existing site grades and contours.

C. Remove demolished materials from site and dispose of properly.

D. Contractor may not burn materials on site.

E. Restoration of any existing facilities damaged during demolition shall be made at the contractor's expense.

SECTION 02300

EARTHWORK

PART 1 - GENERAL

1.01SECTION REQUIREMENTS
A.This section specifies excavation and backfill for structures and utilities, including; excavation, trenching, placing of backfill material, and disposal of unsuitable material.
1.02EXISTING UNDERGROUND UTILITIES
A.The locations of existing underground utilities Shown on the Drawings are approximate. The Contractor shall repair at his own expense any damaged underground utilities Shown on the Drawings, or located by the Government, or those identified by the utility companies.
B.The Contractor shall contact the Pennsylvania One Call System 800-242-1776 for buried utility location identification. The Contractor shall locate and mark all Government owned buried pipelines and electric lines shown on the drawings or identified by the Government prior to excavation.
C.Repair at Government expense underground utilities not Shown on the Drawings or marked/located on the ground by the Utility’s or the Contractors locater, and damaged by the Contractor.

1.03 SUBMITTALS

A. Materials Source: Submit source and name of imported materials suppliers to COR for approval. Provide materials from same source throughout the work. Change of source requires Engineer approval.

PART 2 - PRODUCTS

2.01MATERIALS
A.Backfill, common fill: provide satisfactory soils, ASTM D 2487 soil classification groups GW, GP, GM, SW, SP, and SM, or a combination of these group symbols; free of rock or gravel larger than 4 inches in any dimension, debris, waste, frozen materials, excess moisture, vegetation, and other deleterious matter.
D.Topsoil: Onsite topsoil shall be stockpiled and re-used. The Contractor may supplement with approved topsoil material from an outside source.
E.Pipe Bedding and initial backfill: within 6” of pipes, shall be sand meeting the requirements of Penn-DOT specification Section 703.1 for Type A fine aggregate.
F.Crushed Aggregate Base or Surface Course Material, for backfilling trenches crossing roads and parking lots, and for access way construction, shall meet Penn-DOT specifications section 703.2 for type 2A coarse aggregate.
G.Geotextile: for support of aggregate under driving surface, shall meet PennDOT specifications Section 212 and 735 for Class 4 Type A geotextile.

PART 3 - EXECUTION

3.01EARTHWORK
A.Prior to beginning work, the Government shall validate and approve locations in which the Contractor proposes to install sewer system components.
B.Locate, identify, and protect utilities that remain, from damage.
C.Follow OSHA regulations for safety when trenching.
D.The Contractor shall salvage, stockpile and re-use topsoil.
E.Backfill: Place backfill in maximum 12-inch lifts and compact thoroughly (at least two passes per lift with a mechanical rammer type tamper) until visible deformation of the layer ceases.
F.Trenches Within Roadways or Under Structures: Bottom of excavation and bedding shall be hand-tamped. Balance of backfill shall be placed in 8 inch loose lifts and compacted with a minimum of 3 passes with a mechanical rammer type tamper until visible deformation of the layer ceases.
G.Maintain adequate moisture content in backfill and bedding material to ensure optimum densities of compacted material.
H.Include tracing wire in all open trenches containing plastic piping. Install warning tape identifying the buried utility in all trenches. Install warning tape directly above utilities, 8 to 16 inches below finished grade
I.Grading: Uniformly grade areas to a smooth surface, free from irregular surface changes. Comply with compaction requirements and grade to cross sections, lines, and elevations indicated.
J.Notify Engineer of poor or unexpected subsurface conditions and discontinue affected Work in area until notified to resume work. Remove unsuitable subsoil as directed by Engineer. Replace with satisfactory soil materials.
K.Place, compact, and shape bedding course to provide continuous support for pipes and conduits. Place and compact initial blanket material over the utility pipe or conduit. Place and compact final backfill to final subgrade.
L.All excess excavated materials shall be removed from the site and disposed of at a location approved by the Government. Construction debris, merchantable timber, concrete, metals and other manufactured components and garbage shall be removed from Government property and disposed of lawfully.
L.After the backfill has been completed, all disturbed areas shall be finished to a uniform grade, blending with the original contours and existing surface types.

1.04 SUBMITTALS

A. Submit under provisions of Section 01300.

B. Product Data: submit manufacturer’s literature including materials specifications, installation, instructions, and maintenance instructions for all pipe, pipe fittings, valves, transition couplings, warning tape, and accessories to be used on this project.

1.05 QUALITY ASSURANCE

A. Butt Fusion: Butt fusion shall be performed by a qualified firm or technician with documented experience or training in the manufacturer’s recommended procedures. The Contractor shall maintain records of trained personnel and shall certify that training was recent.

1.06 DELIVERY, STORAGE, AND HANDLING

A. Deliver, store, protect and handle products to avoid damage, shock, contamination, and excessive exposure to sunlight and weather.

1.07.1 PIPE BURSTING SPECIFICATIONS

A. Follow the specifications applicable to pipe bursting of service lines in the “Guideline Specification for the Replacement of Mainline Sewer Pipes By Pipe Bursting” published by the International Pipe Bursting Association (IPBA).

2.01 PIPE AND FITTINGS

A. Galvanized Steel Pipe ASTM A53, Schedule 40. Threaded and coupled or flanged fittings, ANSI B16.

B. Polyethylene Pipe (PE)

1. Pipe and fittings shall be manufactured from PE-4710 High Density Polyethylene.

2. Pipe shall have a minimum pressure rating of 200 psi, meeting the requirements of ASTM D-3035, Iron Pipe Size, Outside Diameter Controlled, DR-11.

3. Pipe 2” and smaller shall be supplied in minimum 300 foot coils. Pipe larger than 2” shall be supplied in 40’ straight lengths.

C. Fittings for Polyethylene Pipe

1. Injection molded or fabricated from polyethylene resin PE 3408 and meet the applicable requirements of: butt fittings must meet the requirements of ASTM-D-3261 while socket fittings will conform to ASTM-D-2683. All fittings shall have the same SDR rating as the system piping. Where PE fittings cannot be used such as at valves, connections to existing pipe, or connections to other materials, see specifications for Transitions, below.

2. Coupling Joints: Piping shall be installed using the longest pieces practical. Where coupling joints are required, use Butt Fusion Welding according to manufacturer's instructions.

D. Poly Vinyl Chloride (PVC) Pipe and Fitting Materials for pressure or non-pressure applications.

1. PVC pipe and fittings shall be Schedule 40 or Schedule 80, as shown on drawings. Pipe shall be ASTM 1785 specification and NSF-DWV certification.

2. Provide pipe size and strength classification as indicated on the contract drawings.

3. All fittings to have solvent cemented joints, in accordance with ASTM D2855.

E. Gravity Sewer Pipe and Fittings:

PVC pipe and fittings: ASTM D2729, 2” to 6”, or ASTM D3034, SDR-35, 4” to 15”, with rubber ring gasket joints.

2.03 TRANSITIONS

A. Connections to Dissimilar Pipes: Use manufactured couplings having a minimum pressure rating, or pressure class (as applicable) equal to the lower pressure rating or class of the pipes being joined.

B. PE Pipe shall be joined using fusion welded joints. Use mechanical couplings only when a fusion type joint is not possible.

C. Polyethylene pipe may be joined to valves, fittings, or to other materials by means of flanged connections (fused-on polyethylene flange adapters with back-up rings) by fused-on adapter fittings, or by mechanical couplings designed for joining polyethylene pipe. Insert type fittings shall not be used. Insert type fittings have a ribbed end that is inserted into the pipe and attached with stainless steel hose clamps.

D. Fittings shall be approved by the fitting manufacturer for joining of the sizes, dimension ratios, and types of pipe that are to be joined.

2.04 BEDDING MATERIALS

Pipe Bedding: Shall be as specified in Section 02300, Earthwork.

2.05 ACCESSORIES

A. Pipe gasket lubricant: as recommended by pipe manufacturers.

B. Pipe Thread Compound: F.S. TT-S-1732, lead free, anti-seize sealing compound.

C. Buried Pipe Marking Tape: detectable foil core, brightly colored plastic covering, Green color, 3" minimum width, imprinted with "Caution - Sewer Line" or similar in large letters. "Terra Tape - Sentry Line Detectable”, by Reef, Ind., Inc, Houston, TX, (800)-231-2417 or equal.

D. Tracer Wire:

Open Trench - Trace wire shall be #12 AWG Copper Clad Steel, High Strength with minimum 450 lb. break load, with minimum 30 mil HDPE insulation thickness.

Directional Drilling/Boring - Trace wire shall be #12 AWG Copper Clad Steel, Extra High Strength with minimum 1,150 lb. break load, with minimum 30 mil HDPE insulation thickness.

Trace wire – Pipe Bursting/Slip Lining - Trace wire shall be 7 x 7 Stranded Copper Clad Steel, Extreme Strength with 4,700 lb. break load, with minimum 50 ml HDPE insulation thickness.

3.01 EXAMINATION

Verify existing pump station connections, location, and size.

3.02 PREPARATION

A. Ream pipe ends and remove burrs.

B. Remove scale and dirt, on inside and outside, before assembly.

3.03 INSTALLATION – PVC AND HDPE PIPE

A. Polyethylene pipe shall be used for the main delivery line between the dosing pump station and the absorption field.

B. Install pipe and fittings in accordance with manufacturer’s instructions and recommendations.

C. Pipe to be buried shall be trenched, laid on bedding, covered with blanket material, and backfilled in accordance with Section 02300.

C. Remove any dirt or debris from inside pipe before connecting. Prevent water, soil, rocks, and foreign debris from entering the pipe.

D. Any time work is interrupted, temporarily plug pipe ends watertight.

E. Install all pipe beginning from the lowest point.

F. Install pipe to indicated depths and elevations as shown on typical cross sections and profile drawings.

F. Route pipe in straight lines as much as possible. Make bends using large radius curves so that ell fittings are not required. Curved radius shall be two times the manufacturer’s recommended minimum radius. HDPE pipe shall be weaved in the trench or on the ground surface to provide horizontal slack in the line for expansion and contraction.

G. Pipeline may deviate slightly from the location shown on the drawings to avoid disturbing landscaping.

H. Where sewer and water lines cross, sewer line shall pass a minimum of 12 inches below the waterline. Center a full length sewer pipe section so that the joints in the sewer line are as far as possible from the waterline.

I. Install pipe to allow for expansion and contraction without stressing pipe, joints or connections to fittings and valves.

J. Install insulated copper tracer wire directly alongside, at same elevation as buried pipe. At ends and all main line valves, bring tracer wire up to surface inside valve box and leave a three-foot extra length coiled inside top of box.

K. Install marking tape continuously, 12 to 16 inches below finish grade, coordinate with Section 02300.

3.04 JOINING POLYETHYLENE PIPE

A. Pipe shall be joined using fusion welded joints. Use mechanical couplings only when a fusion type joint is not possible, such as when connecting to other types of pipe materials or to valves.

B. Joints between sections of pipe and between pipes and polyethylene fittings shall be made by fusion procedures that are recommended by the pipe and fitting Manufacturer.

C. The CONTRACTOR shall ensure that persons making heat fusion joints have received training in the Manufacturer’s recommended procedure. The CONTRACTOR shall maintain records of trained personnel, and shall certify that training was received not more than 12 months before commencing construction.

D. Provide a copy of fusion joining training certification to the COR prior to work.

E. External and internal beads shall not be removed.

3.05 FUSION TESTING

A. Butt Fusion Testing: On every day butt fusions are to be made, the first fusion of the day shall be a trial fusion. The trial fusion shall be allowed to cool completely, then fusion test straps shall be cut out. The test strap shall be 12" (min) or 30 times the wall thickness in length with the fusion in the center, and 1" (min) or 1.5 times the wall thickness in width. Bend the test strap until the ends of the strap touch. If the fusion fails at the joint, a new trial fusion shall be made, cooled completely and tested. Butt fusion of pipe to be installed shall not commence until a trial fusion has passed the bent strap test.

3.11 PRESSURE TESTING OF PRESSURE SEWER LINES

A. Conduct all pressure testing in the presence of the CO. Coordinate testing schedule with CO at least 3 working days in advance of planned testing day.

B. The new system shall be pressure tested at 30 psi by means of a hydrostatic procedure with clean water. The contractor shall furnish all necessary apparatus for the test.

C. Testing shall be conducted on the entire system. The contractor will be responsible for determining the location of leaks.

D. Begin timing after initial pressurization, initial expansion and pressure has stabilized. Pressure test duration shall be 1 hour minimum.

E. The test section shall be completely filled with water and all trapped air should be allowed to escape. Provide a shutoff valve at the connection to the leach field to allow air bleed and system pressurization.

F. The test procedure consists of initial expansion and test phases.

1.For the initial expansion phase, makeup water is added as required to maintain 10 psi above the test pressure for 20 minutes.
2.For the test phase, the initial pressure is reduced to the final test pressure. If the pressure remains steady (within 5% of the target value) for an hour, no leakage is indicated.

G. If the system fails, the contractor shall determine the cause of failure and fix or correct the problem. The system shall then be retested.

SECTION 02520

SEPTIC TANKS, PUMP TANKS AND MANHOLES

1. GENERAL

SUMMARY

Section Includes:

TANK RISERS, LIDS & VENTS

Risers: 24-inch- minimum diameter opening, reinforced precast concrete. Provide risers for access near the inlet and the outlet of each septic tank. Provide butyl sealant to provide a permanent, waterproof connection with tank and frame/cover.

If more than one septic tank is required on Project, delete paragraph and subparagraphs below and schedule septic tanks on Drawings.

Manhole and Riser Lids: medium duty, cast iron (grey iron, malleable iron, or ductile iron) rim and cover. 24-inch ID by 7- to 9-inch riser with 4-inch- minimum width flange and 26-inch- diameter cover Pump Tank Hatch: Rigid welded aluminum construction, stainless steel hardware, hold-open arm with release handle, 300 psf load rating, approx 24” x 35” opening. EFFLUENT FILTER

See Editing Instruction No. 1 in the Evaluations for cautions about naming manufacturers. Retain one of first two paragraphs and list of manufacturers below. See Section 016000 "Product Requirements."

Subject to compliance with requirements, provide Orenco Biotube filters, Model FTS0444-36, by Orenco Systems Inc, www.orenco.com.

Description: Removable, septic-tank-outlet filter that restricts discharge solids, 4” diameter, 1/8” mesh filters, corrosion proof.

Provide extension handle to within 6” of grade for filter maintenance.

Outlet Size: NPS 4” schedule 40 pvc. Provide PVC extensions and adapters to connect to existing septic tank outlet as needed.

MANHOLES

Standard Precast Concrete Manholes:

Description: ASTM C 478, precast, reinforced concrete, of depth indicated, with provision for sealant joints.

Diameter: 48 inches minimum unless otherwise indicated.

Ballast: Increase thickness of precast concrete sections or add concrete to base section as required to prevent flotation.

Base Section: 6-inch minimum thickness for floor slab and 4-inch minimum thickness for walls and base riser section, and separate base slab or base section with integral floor.

Riser Sections: 4-inch minimum thickness, and lengths to provide depth indicated.

Top Section: Eccentric-cone type unless concentric-cone or flat-slab-top type is indicated, and top of cone of size that matches grade rings.

Joint Sealant: ASTM C 990, bitumen or butyl rubber.

Resilient Pipe Connectors: ASTM C 923, cast or fitted into manhole walls, for each pipe connection.

Steps: Individual FRP steps or ASTM A 615/A 615M, deformed, 1/2-inch steel reinforcing rods encased in ASTM D 4101, PP, wide enough to allow worker to place both feet on one step and designed to prevent lateral slippage off step. Cast or anchor steps into sidewalls at 12- to 16-inch intervals. Omit steps if total depth from floor of manhole to finished grade is less than 60 inches.

Retain one of two subparagraphs below if required to raise top of manhole to grade.

Adjusting Rings: Interlocking HDPE rings with level or sloped edge in thickness and diameter matching manhole frame and cover, and of height required to adjust manhole frame and cover to indicated elevation and slope. Include sealant recommended by ring manufacturer.

Grade Rings: Reinforced-concrete rings, 6- to 9-inch total thickness, to match diameter of manhole frame and cover, and height as required to adjust manhole frame and cover to indicated elevation and slope.

Manhole Frames and Covers:

Description: Ferrous; 24-inch ID by 7- to 9-inch riser with 4-inch- minimum width flange and 26-inch- diameter cover. Include indented top design with lettering cast into cover, using wording equivalent to "STORM SEWER."

Material: ASTM A 536, Grade 60-40-18 ductile or ASTM A 48/A 48M, Class 35 gray iron unless otherwise indicated.

EXECUTION

TANK INSTALLATION

A. Information to be provide later

TANK ACCESS RISER INSTALLATION

Excavate and expose sufficient width and length of concrete tank top to provide a clean area for riser installation.

Select riser section heights so that the top of the lid will be slightly above surrounding grade, 1” to 2”.

Clean concrete tank top to allow a permanent waterproof connection. Connect riser adapter ring to concrete tank top using butyl sealant tape and corrosion resistant fasteners. Connect riser sections to adapter and to each other with stainless steel screws, per manufacturer’s instructions.

Backfill with excavated soil, sloping surrounding soil so water drains away from lid. Grade surrounding soil to allowing for ease of mowing without damaging lid.

EFFLUENT FILTER INSTALLATION

Completely pump all contents from the septic tank before installing the effluent filter.

Thoroughly clean and prime the existing outlet pipe before gluing in new filter. Test the fit and add any needed extensions to the filter so the filter is centered and easily accessible under the access riser.

Attach filter lifting rod extension so that handle is easily reachable within the riser.

Refill septic tank with water.

SECTION 02530

EFFLUENT DOSING PUMP SYSTEM

PART 1: GENERAL

1.01 DESCRIPTION

A. Work under this section includes installation of a new sewage effluent pumping system consisting of one effluent pump with associated valves and fittings, a stainless steel slide rail lift-out system, pump control panel, float controls, and pump station access hatch.

B. Submit manufacturer’s literature, shop drawings, installation requirements, operation and maintenance information, and warranty information on each of the above items in the pumping system.

1.02 RELATED SECTIONS

PART 2: PRODUCTS

2.01 SEWAGE EFFLUENT PUMPS

A. Effluent sewage pump shall be Hydromatic Model S3W, 1.5 horsepower, 1750 rpm, 6” impeller , 3” discharge, 230 volts, 1 phase, 60 Hz, cast iron casing, ductile iron impeller, stainless steel shaft, stainless steel fasteners. Design Operating Point – 115 GPM at 19 ft. TDH.

B. Motor shall have a built in overload element attached to the motor winding to protect the motor against over current and overheating conditions. The overload element shall automatically reset when the motor cools.

C. The power cord shall be single length between the pump motor and the control box. Individual wires shall be potted into a connector with epoxy and the jacket on the power cord shall be sealed with a compression coupling at the motor.

2.02 LIFT-OUT RAIL SYSTEMS

A. The lift-out rail system shall be Meyers Model #SRA-300. Cast iron base and disconnect, galvanized steel guide plate. Rail support, rails, and lift-out chain shall be stainless steel. Provide ¾” Sch. 40 stainless steel pipe rails. Provide corrosion resistant fasteners.

2.03 DISCHARGE PIPE AND FITTINGS

A. Discharge piping shall be Sch. 40 PVC.

B. Provide a ball check valve and shutoff ball valve on the discharge line within the dosing tank. Provide a valve handle extension to within 6” of the underside of the hatch, to operate the shutoff ball valve.

2.04 DOSING PUMP TANK LID AND ACCESS HATCH
