CONTRACTOR QUESTIONS

1. Will the USFS cut the trees located within the work area (older Birch Trees), or will we need to include this in our proposal?

Reply : The Forest Service will cut down and remove any tree larger than 2” caliper that is approved for removal by the CO within 4 days after requested in writing by Contractor.

2. Will Permits from the State or Municipality be require for work on the existing Septic System components?

Reply : The Forest Service will not require the Contractor to obtain a permit for this work.

3. Per Spec Section 02300, 3.01 para. J calls for unsuitable soil to be replaced as directed by the COR; how is this situation to be bid? Will we include a unit price for unsuitable material replacement?

Reply : The bidders shall provide a unit prices for removal and disposal of unsuitable material should the CO deem removal is necessary. The Contractor shall provide a separate unit cost for suitable material delivered to site to replace the unsuitable material.

4. Per Drawing C-2 some areas of existing sewer line is resting on bedrock. If rock is encountered and requires removal; will we include a unit price per-ton for rock excavation?

Reply : The bidders shall provide a separate unit price for removal and disposal of bedrock in $/ton.

4. Per Spec Section 04400, 2.01, para. A, states: "Bluestone shall be Government Furnished", although para. B, states: Gravel for foundation and free-draining backfill shall be..", but is incomplete and does not state which party is to furnish this material. Please specify who is to furnish the Gravel.

Reply : The subgrade foundation for this bluestone wall shall be 20” deep of two x three drainage stone capped with 8” thick of 2A Mod. Stone, ¾” max directly under bluestone. This gravel shall extend 6” horizontally beyond bluestone wall. One approved local pit is Dingmans Ferry Stone, Dingmans Ferry, PA, 570-828-2617.

5. Specification Section 02520, 3.1, para A & 3.4, para A regarding Tank & Manhole Installation states: "Information to be provided later". Please provide the installation information as stated.

Reply :

1.0 MANHOLE INSTALLATION:

Install manhole and assemble as per manufacturer’s written or web-based specification and/or approved installation manual. In the case of multiple installation scenarios, the heavier duty installation shall be followed. Manholes shall be no higher than ½” greater than the finish grade surface allowing lawn mowing operations above and drainage away from opening unless otherwise approved. Provide this documentation to the CO 4 days prior to installation.

2.0 SEPTIC TANK INSTALLATION

Install precast concrete septic tanks according to ASTM C 891.

Install septic tanks level and on 6” of compacted in place sand. Install so all pipe inverts are at their required elevations.

All septic tank joints must be sealed with a butyl rubber compound that meets ASTM C990 where the joints come into contact. On septic tank joints where the two tank sections come into contact, they must also be sealed on the outside of the tank with a 12” wide butyl rubber membrane that physically connects the two sections together and provides a second layer of water tightness.

Make all septic tank connections and install the effluent filter in septic tank as shown on the drawings and as per manufacturer’s recommendations.

Fill septic tanks with water to the operating limits and measure depth from top of tank. Let stand for 1 hour. Recheck depth of water and fill to same level if water has dropped due to absorption. This should be a minor amount. Let tanks stand for 24 hours and recheck water level. If there is any leakage, repair leaks at Contractor’s expense. If no leaks, backfilling is allowed. After backfilling, the water in the tanks shall be pumped out.

Install risers if they were not precast to the tanks. Install lids with proper insulation as shown on the drawings. If screws or fasteners are used to attach manhole lids, provide COR with 2 extra fasteners per lid installed.

6. Will the Government set stakes for the preferred final location of all underground structures?

Reply : The Forest Service shall stake the final location of the all underground structures.
