SITE VISIT NOTES
AG-4660-S-08-0018
Road Construction IDIQ USDA--Forest Service—Savannah River
1. A site visit was conducted on July 1, 2008 at 2:00 p.m. in the conference room, Building 760-15G. The Government personnel present involved in the project were introduced to the vendors present. Plus, all attendees were asked to present themselves and tell what company they represented. A list of attendees will be provided with the minutes.
2. Proposals are currently due by 4:00 p.m. on July 14, 2008 unless changed by an amendment. This is an 8(a) competitive solicitation limited to the South East Region (South Carolina, North Carolina, Georgia, Alabama, Kentucky, Tennessee, Mississippi, and Florida). The business size standard is $31 million under NAICS code 237310.
3. Vendors need to be registered in CCR (www.ccr.gov) and complete on line contractor representations (ORCA) (www.bpn.gov).
4. A bid bond is required to meet the minimum guaranteed amount of $200,000 (Refer to FAR clause 52.228-1). Payment and Performance bonds will be required to cover the minimum guaranteed amount from whatever company is awarded the contract. (FAR 28.102-2(a)) If during contract performance the number of outstanding task orders exceeds this amount, additional bond security might be requested.
5. The contractor needs to complete Block 14 on the SF 1442 and provide the DUNS and Taxpayer Identification Number (TIN) where indicated on the form. For any amendments issued, the contractor needs to sign either the SF 30 or complete block 19 of the SF 1442 to acknowledge the amendment. The contractor needs to sign the SF 1442 in block 20.
6. There is a 90 day acceptance period. The Government plans on awarding the contract no later than 1 October 2008.
7. The contract that will be awarded is an IDIQ contract for a base period of approximately 1 year (1 October 2008 or date of award which ever is later through 30 Sep 2009) and 3 option years going through Sep 2012. The guaranteed minimum amount over the life of the contract is $200,000. The maximum over the life of the contract is $5 million.
8. The schedule of items starts on page 4 and goes through page 16. The contractor needs to complete all line items for all gas tiers and for all option years. For evaluation purposes, the extended price totals for the estimated quantities shown on the schedule of items for each contract line item for each fuel price tier for each option year will be added together to arrive at the contract total price. The contractor should complete the price evaluation sheet and return a copy on a CD. The prices shown on the schedule of items will take precedence if there is any difference between the prices on the evaluation spreadsheet and the schedule of items.
9. The task order process (paragraph G-6, page 22) was discussed. The Government will issue a unilateral task order based on contract pricing. The period of performance will be based on the timelines indicated in FAR Clause 52.211-10 (Page 19).
a. Minimum performance period: The contractors present felt a minimum performance period for each task order (3-5 days) should be indicated to permit scheduling and staging of materials. After the meeting the Government made a determination to have a minimum performance period of 5 work days per task order. This change will be addressed in an amendment.
b. Minimum order amount: Some of the contractors present felt the minimum order amount specified in FAR 52.216-19 ($1,000) was too low, especially taking into consideration mobilization costs, etc. The contractors suggested $25,000. As requested, the task order history for the current road construction IDIQ contract will be provided to the contractors with the notes from the site visit. After the meeting, based upon a review of the task order history, the Government determined the minimum will be increased to $5,000.00 by an amendment.
10. The Government will furnish borrow. The map to the borrow pit is included as attachment 8. The hours of operation are noted in the solicitation. Plus, water will also be available to the contractor.
11. The special contract requirements for working on the Savannah River Site were stressed. Savannah River Site is a restricted site of approximately 310 square miles. Security requirements are listed starting on page 23 of the solicitation. It was stressed that badges are required to gain access to the Site. This will take at least 5-6 hours to attend the necessary training and process the badges. Plus, delays could be encountered when entering the Site. Vehicles are subject to search. All deliveries must come through the Aiken barricade, even if there is a closer entry point to the work site. However, the contractor can exit from any exit point on Site. The contract insurance requirements on page 27 were pointed out and it was noted that the amounts exceed the minimum state requirements.
12. Safety is a priority on the Savannah River Site. The Site specific safety concerns included in Section H, Savannah River Special Contract Requirements were addressed (starting on page 29). The need for the contractor to submit a job hazard analysis, a safety plan, a hazard communications plan and a blood borne pathogen plan was noted. Any contractor working for the Forest Service must comply with the remote worker tracking procedures.
13. The contractor needs to make sure that all attachments are downloaded from the website. There are a total of 11 attachments. There are several attachments that are listed separately from the solicitation on the www.fbo.gov website.
14.. General information regarding the solicitation was pointed out to the contractors present. The contents of Section L-1 and M, were highlighted to those present. Relevant past performance is considered secondary road construction and earth work. The past performance questionnaire (PPQ) , Attachment 4, should be sent directly from the customer to contracting. The PPQ should not go through the contractor. The experience questionnaire (Attachment 3) can be completed to address past performance proposal requirements; however, any format can be submitted as long as the required information is provided. It was stressed that award can be made to other than the low offeror. Plus, the Government does not anticipate the need to enter into discussions, so the contractor needs to submit their best pricing.
15. The contractor needs to ensure the following documents are returned as part of their proposal:
The offeror needs to return:
-SF1442 (page 1-2) -Section B--Schedule of Items (page 4-16) -Section K--Representatives and Certifications (page 44-47) -Past Performance Proposal (Experience Questionnaire can be used.*(Attachment 3)) -Past Performance Questionnaire (Attachment #4--needs to completed and returned by the customer) -Complete CCR and ORCA-(Attachment #5) -Price Evaluation Spreadsheet (Attachment #9) -Bid Bond (SF 24) -Acknowledge any Amendments (SF 30 or SF 1442, 2nd page)
16. Ron Moseley, the Contracting Officer’s Representative, addressed the following technical questions/concerns:
a. Can you name any potential suppliers for materials needed for the contract?
Answer: The following suppliers are listed for information purposes—this information is not intended as an endorsement of any company listed.
Augusta Ready Mix 100 Apac Industrial Way Augusta, GA
(706) 733-9781
Davis Hauling Co Inc.
100 Apac Industrial Way
Augusta, GA
(706) 738-1414
Martin Marietta Aggregates 3019 Riverwatch Pkwy Augusta, GA
(706) 860-1762
b. Can a lay down area of approximately 1 acre be provided for the contractor’s use?
Answer: The Forest Service does not have an area for the contractor. The current contractor stages materials and equipment on the work site. No problems have been encountered. Dispatch needs to know the location of any items left over night on Site.
c. What needs to be done with the timber/vegetation debris left over after clearing?
Answer: The debris can be pushed to the side and left near the completed road site. It does not need to be removed from the site—with the exception of piping.
d. Who is responsible for ground detection radar(GDR) of utilities?
Answer: If GDR is required, the Government will take care of it.
e. This IDIQ contract is for the construction of new roads. For existing roads, maintenance is accomplished under another IDIQ contract.
f. Based on the task order history of the previous IDIQ contract, the estimated value of the contract is between $2 to $3 million. The $5 million is the maximum amount of any task orders that can be placed against the contract.
17. Interested contractors were taken to a road so they could see a typical composite road construction for the Site. The COR will mark the center line for the new roadway. The clay base is usually constructed with materials obtained from the Site borrow pit. The road was constructed of 6” clay base with 3” of GABC on top. Usually the Government calls out for single or double ditches. The motor grader is usually used for compaction. If a roller is needed, than a roller will be included in the work order.
18. The site visit was completed by 3: 45 p.m.
19. Any additional questions or concerns regarding the solicitation need to be submitted to Margie Yeaton at (803) 725-0239, FAX (803) 725-1807, or email myeaton@fs.fed.us.
