f. Cattle Panel and Gates – will this unit be owned and provided by government? Yes these will be provided by the government
g. Mobile Corrals – will this unit be owned and provided by government? Yes these will be provided by the government

k. Swine working chute – will this unit be owned and provided by government? Yes these will be provided by the government
l. 24’ Response trailer – will this unit be owned and provided by government? Yes these will be provided by the government
2. Additional CLIN 002 – Repair, Reconditioning and Reconfiguring or Equipment per SOW – will the government provide a set of assumptions to be used for the NTE value being requested? Will the government provide replacement costs for items a-l above in question 1. A worst case scenario for a NTE value would be the total replacement of equipment that has become damaged beyond repair. Actual cost may be hard to determine so estimated cost will be determined if the contractor is issued a SOW, for a quote and subsequently issued a delivery order by the contracting officer
3. Additional CLIN 003B – Shipping Charges – Can the government confirm that shipping method will be truck/trailer? Can government provide a maximum estimated haul distance and weight? The distance will vary as we never know exactly where the location until the time the response occurs. The actual cost will be determined at time due to fluctuation in fuel costs.
4. Additional CLIN 003C – Disposal Costs – The government has requested a NTE value per incident – Can the government provide a set of assumptions? Will the government consider changing the NTE value based on quantity of equipment disposed of rather than per incident? For example, disposing of one Kifco Avi-Foam Units will be different than disposing of multiple units. Actual cost may be hard to determine so estimated cost will be determined if the contractor is issued a SOW, for a quote and subsequently issued a delivery order by the contracting officer
5. Additional CLIN 006 – Emergency Response Services – The government is asking for a NTE value to cover an emergency 3d response event. There are numerous variables that will be unique to each event including size of event, location, mobilization costs, etc.. Will the government provide a set of assumptions to be used for the not to exceed amount? Please provide the labor rates requested in the solicitation, mobilization cost will be determined at the time of the outbreak based on location per each response the contractor will be issued a SOW, for a quote and subsequently issued a delivery order by the contracting officer.
6. Subcontracting plan – page 52 of 70, item c states the subcontracting plan will be submitted upon request. However on page 68 of 70 section B.4 item 6 states we are to submit a copy of enclosed subcontracting form. Please confirm that a subcontracting plan is required with the submittal. Please specify the exact title and page of the required Subcontracting Form requested. (The required form is listed below)
7. Subcontracting Plan Review and Clearance Sheet – is this form to be completed by Contractor and provided with the submittal? Does the Contractor complete this form in its entirety? offers who are considered other than small businesses must submit a subcontracting and clearance form.
8. Form 1449 – Unit price – Is the contractor to add ALL values from the price schedule for maintenance/Inspection of Equipment CLINS 001-006 for each base year and use that total for the unit rate on form 1449? Please confirm the Additional CLINS are to be included in the unit rates on form 1449. Per the solicitation the items required are rates in the event that outbreak for the
8 and 12 hour day and the cost to maintain the equipment on a quarterly basis.
9. P. 59 states that “The apparently successful offeror agrees to submit, for each item as required prior to award, a Material Safety Data Sheet, meeting the requirements of 29 CFR 1910.1200(g) and the latest version of Federal Standard No. 313, for all hazardous material identified in paragraph (b) of this clause.”
a. Is this to be submitted with the proposal? If so, where can I find the Material Safety Data Sheet? The gov’t will provide MSDS sheets on items we deem to be hazardous when they are being transported for storage , for items that you have that are hazardous you are required to submit the MSDS Sheets.
b. Where can I find a list of National Stock Numbers to identify the hazardous material? For equipment belonging to the NVS we would provide this information after contract award. Vendor will be responsible for following hazardous materials rules when transporting
10. P. 63 states that we need to submit “A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically)”
a. Where can this form be electronically completed? Certifications & Representations are filed online at www.sam.gov
11. P. 68 states that “The contractor’s proposals must include a technical and business proposal.” Yes that is required
a. Is the business proposal considered the Volume II Cost Proposal? Or is the business proposal to be detailed information about our Qualifications? Your business proposal is the equivalent to your cost proposal
12. P. 68 says that electronic proposals will be accepted. How are we to submit electronically? Please submit via email to the Contract Administrator identified in the solicitation. The Contract Administrator’s email is listed in the solicitation.
13. Is there a small business or 8(a) target goal for this solicitation/opportunity ? This solicitation is open to all businesses
14. Would the USDA/APHIS consider alternate methods for the 3D Response Services ? No alternate methods are approved by USDA
15. Is it ok for a small business 8(a) to team with a larger company on this opportunity ? A small business can team up with a large company
16. Are you publishing the questions you receive from other responders? Yes
An amendment to the solicitation will be posted the answers on FBO
17. What quantities are your office looking for and can we just supply the items that are needed to a lessor company to fulfill your needs for this item?
We recommend that you review the solicitation again and Statement of Work (SOW) as it lays out the requirements we are requesting.
19. How large a building (or footprint) do you envision for each regional storage facility? We cannot determine the size of the facility you will require. You can provide the size that you have.
20. How many sets of equipment do you envision at each regional location? The equipment locations varies based on animal population and densities. Meaning some locations could types of equipment and other may have only one or two types of equipment. For example: we may place 2 Kifco, 1 wedge trailer and foam at one location and other equipment at another based on the geographical areas.
