Attachment 01 – Road Surface Maintenance Description of Work:

These specifications are for maintaining road surfaces to the standard necessary to allow for the Federal and public’s appropriate usage. The maintenance requirements include roadside blading, grading roadside ditches, re-establishing and cleaning existing drainage structures, and minor repairs of the travel way surface. This work is to be accomplished with blading, scarification, watering, and compaction of the given road surface.

This work is not subject to the Davis-Bacon Act.

Definitions

Wherever in the specifications, or in other task orders, the following terms, or pronouns in place of them, are used, the intent and meaning shall be interpreted as follows:

1.

Base course – The layer or layers of material placed on a subbase or a subgrade to support a surface course.

2.

Berm – A curb or dike that controls roadway runoff water, or delineates traffic direction.

3.

Broad based dip – a shallow ditch placed across the roadbed to remove water from the roadbed surface that can be driven across by high clearance vehicles; usually placed diagonal to the centerline.

4.

Catch Basin – The area immediately adjacent to inlet invert of the culvert.

5.

Culvert – Any structure that provides a passageway, drain, or waterway under a road or embankment;

6.

Lead-off ditch –A ditch used to remove water from roadside ditches, the roadway, cattle guards, or drainage structures such as culverts and drainage dips.

7.

Drainage dip – A drainage structure that was previously constructed within the roadbed surface to form a uniform depression that allows routine passage of vehicles while diverting water from the traveled way.

8.

Drainage ditch – A ditch located parallel to and abutting the roadbed.

9.

Drainage structure – A term identifying manufactured devices placed to control water movements.

10.

Equipment – All machinery, operating supplies and tools necessary for the proper performance and acceptable completion of the work.

11.

Excess Material – Material from the roadway in excess to that needed for maintenance of roadway.

12.

Grade – The vertical alignment of the top surface of the road.

13.

Highway Vehicles- Vehicles such as, passenger cars and high clearance vehicles.

14.

High Clearance Vehicles- Vehicles such as, pickups, 4X4s, and log trucks.

15.

Materials – Any substances specified for use in the performance of the work.

16.

Roadbed – The portion of a road between the intersection of the subgrade and side slopes, excluding that portion of the ditch below the subgrade.

17.

Road Listing – A preliminary listing of road locations and any established work priorities.

18.

Shoulder – The portion of the roadway continuous to the traveled way for accommodation of stopped vehicles, emergency use, and lateral support of travel way structure.

19.

Slough or Slide – Material deposited on the roadway that may need to be repositioned or removed.

20.

Slump – A localized portion of the roadbed that has slipped, or otherwise become lower than the adjacent roadbed, and constitutes a hazard to traffic.

21.

Subgrade – Top surface of roadbed upon which the pavement structure, shoulders, and curbs are constructed.

22.

Traveled Way – The portion of the roadway designated for the movement of vehicles, exclusive of shoulders but including turnouts and curve widening.

Turnouts – A short auxiliary lane on a one-lane road provided for passage of meeting vehicles.

24.

Unsuitable Material –Material removed during maintenance, which must be disposed of in designated locations, includes material with substantial amounts of vegetation or other objectionable material.

25.

Waterbar – A deeper type cross ditch, which is not intended for standard passenger vehicles.

Requirements:

General:

1. Contractor shall provide all equipment, materials and labor necessary to complete road maintenance tasks in compliance with these terms, specifications, and provisions.

2. Warning signs shall be provided by the Contractor and shall be placed in accordance with Manual of Uniform Traffic Control Devises (MUTCD), current edition, standards while work is in progress. This shall include “Slow Moving Equipment” signs attached to all road surface equipment.

3. Contractor shall notify the COR three working days prior to the day of beginning work on a road in order to coordinate inspection activities during Federal business hours, unless otherwise approved in writing by the Contracting Officer’s Representative.

4. Berms, debris, and excess material resulting from road maintenance shall be removed prior to the completion of the day’s work activities.

5. Upon completion of the work:

a) The full traveled way width, including turnouts, private driveway entrances, pull-offs and intersections with open roads, shall have been thoroughly bladed, scarified as necessary, and compacted with smooth transitions between private driveways or existing off road and graded road. The road surface and ditches shall also be cleared of any fallen trees, limbs, brush, rocks, or excess material deposited through grading.

b) The surface of the road shall have been cut to a minimum of 2-inches and where necessary shall have been cut to a further depth in order to have removed any deeper irregularities such as potholes, ruts, and washboards. Surfacing material, less than 3 inches at largest measurement, shall have been thoroughly mixed into the road surface material and shall not have been segregated or subjected to side casting. Unless otherwise specified in the TO, oversized material generated by maintenance work shall be discarded on the down slope side of the road or when on level ground beyond the outside edge of the ditch.

c) No surface material shall remain along the edges of the road. All surface material along the edges of the road and any segregated material shall have been processed back into the road surface.

d) Displaced surfacing material shall have been recovered from the edges of the road and berms of material shall not exist along the edges of the road unless protruding stumps at shoulder level or outlets to culverts prohibit berm removal; in which case berms will not be found exceeding ten (10) feet in length along the roadway edges. The exception to berms being absent occurs on specifically designated roads where incorporated into design to prevent erosion of fill slopes.

e) Road surfacing material shall not have been contaminated with material from ditch cleaning operations, road subgrade or bank material.

f) The driving surface shall be uniform and shall be free of defects such as potholes greater than ¾-inch deep, filled potholes, ruts, and washboard corrugations.

g) No rocks shall protrude more than 1 inch above the adjacent surface. Materials not meeting this dimension and woody debris of any size shall have been removed and placed outside the roadbed so as not to obstruct drainage ways or structures.

h) The traveled way shall be uniform, consistent to grade, and crowned or cross-sloped, as indicated by the character of the existing surface, to a transverse slope of approximately four (4) percent.

i) Waterbars shall have been re-established and existing native rock or aggregate surfaced drainage dips shall have been shaped to divert surface runoff to existing outlet devices, ditches, and discharge locations.

j) Roadway backslopes shall not have been undercut.

k) Roadside ditches, when present, shall be free of rocks and debris and demonstrate positive drainage free of puddles or standing water greater than one foot deep. Unless otherwise specified in the TO, oversized material and woody debris which prohibits positive drainage shall be discarded on the down slope side of the road or when on level ground beyond the outside edge of the ditch.

l) Existing lead-in ditches and catch basins on culverts shall be clear of material capable of inhibiting water flow. The inlet and discharge end of culverts shall be clear of material to allow for effective dispersal of water.

Watering:

1. The Contractor shall apply water to the road surface only to the full extent necessary to prevent segregation of the surfacing material and to maximize the compaction potential of the surfacing material as required elsewhere herein. The water must be clean, free of oils, hazardous chemicals, or any known pollutant agents.

2. Contractor may elect to obtain water from government and non-government sources other than those designated (if any) in the Work Listing. Government water sources are subject to approval by the Government. Non-government sources would not require approval by the Government for use as a source.

3. Contractor is responsible to obtain the right to use the water from all sources.

4. Draft hoses used to extract water shall be tightly fitted with screens having openings no larger than 3/32 inch.

5. Water shall be extracted from streams in such a manner that a flow, adequate for fish survival, is maintained at and below the point of extraction without altering streambed or habitat material.

Compaction:

1. Compaction shall be performed buy using one or both of the compaction methods described here after. The compaction method shall be indicated in the Task Order.

2. Method A - Adequate compaction without the use of a vibratory or pneumatic roller is obtained by evenly splitting the tracks of contractor’s equipment across the entire width of roadway, including passing lanes or turnouts, on material containing moisture sufficient to allow substantial compaction. Compaction with this method shall be obtained when no more visible displacement in the surface is detected.

3. Method B – Adequate compaction with the use of a vibratory or pneumatic roller is obtained over the full width, including passing lanes, with a minimum of two complete full width pass on material containing moisture sufficient to allow substantial compaction. Compaction with this method shall result in a uniform, reasonably smooth surface after no more visible displacement in the surface is detected.

Measurement:

1. Measurement for Road Surface Maintenance will be by linear mile measured along the centerline of the roadway. The linear mile includes the full width of the road. Measurement will be measured to the nearest one-tenth mile.

Quality Assurance:

1. The Government intends to inspect the work to the standards found within the above listed statement of objectives.

2. The following table lists the quality levels that will be accepted to receive full payment and the corrective actions required if the standard is not met.
