Awards under this solicitation will be made through issuance of a Blanket Purchase Agreement Please see the following pages. The quantities represent estimated work for a projected five years with an annual $1M Ceiling

An offeror is only required to price those work activities for which they wish to perform during contract performance. As specified herein, utilization of Service Contract Act and Davis Bacon wage rates shall be used in response to this solicitation. However, ALL pay items must be priced within each work activity in order to be responsive to this RFQ.

DESCRIPTION OF SUPPLIES/SERVICES IDENTIFIED IN BLOCK 20

This description includes a list of the types and scope of work that the equipment found in Block 20 may be required to perform in any of the areas designated within this contract. The list is representative but not inclusive of all work that may be required by task order. Orders will most often be issued on a lump sum quantity basis or as identified within the “Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP03)” http://www.wfl.fha.dot.gov/design/specs/fp03.htm. This is NOT a Time and Materials Task Order contract but rather a Blanket Purchase Agreement. The hourly pricing requested will be utilized for price evaluation purposes in selecting a “Best Value” contractor. However, the Government shall terminate any successful contractor’s contract should their BPA Call’s lump sum pricing not be a reflective derivation of the pricing they propose herein.

a.

Road Surface Maintenance:

Road Maintenance work will consist of routine work necessary to maintain the Federal Road System in a functioning condition providing safe public access, protecting the transportation facility investment and adjacent environmental resources.

Work is generally confined within the limits of the existing traveled way and adjacent ditches, shoulders and cut/fill slopes. Further specifications are provided as Attachment 01.

Mobilization includes cost to mobilize the equipment necessary to complete the tasks listed in Attachment 01; for evaluation of award, cost for mobilization shall include a road grader, water truck, backhoe and a service truck to the point listed in the Schedule for each area.

b.

Roadside Brushing:

Roadside brushing consists of cutting all vegetative growth, including trees and other vegetation above the ground, along the roadsides of the Federal Road System in order to maintain the desired road width and provide for safe public access. Further specifications are provided as Attachment 02.

Mobilization includes cost to mobilize the equipment necessary to complete the tasks listed in Attachment 02; for evaluation of award, cost for mobilization shall include a brush cutter to the point listed in the Schedule for each area.

c.

Road Reconstruction & Decommissioning:

Road reconstruction work will involve roadway restoration of existing roads.

Possible Performance Activities: Clearing, excavation, restoration or placement of bituminous, aggregate and native surfaces, drainage installation, drainage maintenance and repair, bridge maintenance and repair, cut and fill slope stabilization, erosion control measures, traffic control, and sign installation.

Road decommissioning will involve closing and/or obliteration of existing roads.

Possible Performance Activities: Excavating and removal of drainage pipes (various sizes), ripping, re-contouring, placement of mineral/woody material, installation of surface drainage (including waterbars, drain dips, rock fords and cross-drains) and access blocking features.

d.

Asphalt Surface Treatments:

Asphalt surface treatments will involve traveled way and parking lot restoration of bituminous surfaces.

Possible Performance Activities: Placement of Bituminous Concrete Pavement (Not to exceed 1,000 tons), surface treatments include asphalt patches, slurry seal coat and tack or emulsion coat for application of chips for a chip seal surface, and necessary surface preparation needed prior to application of asphalt surface treatment.

e.

Asphalt Pavement Grinding:

This work will involve grinding the existing bituminuous surface in place, re-grading the roadway and shoulders, and compacting the aggregate surface.

Possible Performance Activities: Hauling, processing, blading, watering, and compaction.

f.

Road Construction:

Road construction will be limited to two miles or less. This work will involve all construction activities normally associated with new road construction. The exception to this is, limited drilling and shooting will be anticipated, side slopes will not consistently exceed 60 % and not more than 80% of excavated material shall be designated for end haul. Blasting plans shall be provided when necessitated by project requirements.

Possible Performance Activities: Signing (traffic control), Safety, Construction Staking, Clearing, Earthwork, Drainage (surface, sub-surface, drainage pipe), Aggregate Placement (base and surfacing, riprap, pit run), Hot-Mix Asphalt Placement, Watering, Erosion Control Measures, and rock crushing for aggregate.

g.

Minor Structures:

Miscellaneous construction work is that which requires the use of similar manpower and equipment normally associated with standard road construction/reconstruction and maintenance activities.

Possible Performance Activities: Clearing, excavation, trenching, placement/repair road/trail, repair of curb sections, fences, and guardrail, removal of existing structures, concrete placement (quantities not exceeding 10 cy, including forming and finishing), structural embankments and buttresses, gate installation and repair, cattleguard installation and repair, and stock pond cleaning and restoration.

h.

Stream Restoration and Rehab:

Stream restoration and rehabilitation consists of maintaining sustainable stream channel function for hydraulic flow and aquatic organism habitat.

Possible Performance Activities: Placing rip rap to stabilize banks or to prevent head cutting, construction of a variety of in-stream structures using both rocks and logs, reshaping stream banks, relocation of stream channel, and mechanical transplanting of riparian vegetation.

i.

Major Structures:

Construction of major structures will be limited to four structures or less. This work will involve all construction activities normally associated with road structure construction, including fish passage structures.

Possible Performance Activities: Fish Passage Structures including Pre-cast Box Culverts and Corrugated Metal and associated in-stream structures (Spans from 5 to 20 ft), clearing and grubbing, excavation and compaction, concrete placement, and installation of water diversions.

j.

Pit Development and Crushing:

Pit development and crushing consists of all construction activities normally associated with development of a new or existing material source (aggregate, pitrun, riprap, etc…) and the production of a specified aggregate material.

Possible Performance Activities: Clearing and grubbing, stripping of topsoil, removing overburden, drilling and blasting of material source, screening/sorting of material, rock crushing, stockpiling of materials, construction of access roads and conduction restoration activities.

k.

Hazard Tree Removal:

Hazard tree removal consists of all activities normally associated with the felling of designated hazard trees.

l.

Equipment and Labor Descriptions:

Equipment shall be in good operating condition, of modern design, with a competent, qualified operator. All equipment, except trucks, shall be equipped with rollover protection canopies.

Minimum equipment specifications for applicable work activity groupings are as follows:

1. Road Grader:

a. Engine rating of at least 155 hp (base power, all gears, gross).

b. Blade assembly dimensions at least 14 ft by 24 inch.

2. Dump Truck:

a. Engine rating at least 350 hp.

b. Dump box with at least 10 cubic yard struck capacity.

3. Belly Dump Truck:

a. Engine rating at least 300 hp.

b. Dump box with at least 20 cubic yard struck capacity.

4. Water Truck:

a. Engine rating at least 300 hp, with a minimum capacity of 3,000 gallons.

b. Watertight tank with adequate capacity to efficiently complete projects.

c. Equipped to provide positive, uniform control of specified water application rate.

d. Equipped with air gap or positive anti-siphon device between the water source and the vehicle.

e. Inside-cab operating controls

5. Medium Dozer:

a. Net engine power at least 90 hp to a maximum of 185 hp

b. Equipped with a six (6) way blade at least 8 feet in length and rear-mounted ripper with 3 or more teeth with a ripping depth of 12 inches or more.

6. Large Dozer:

a. Net engine power at least 185 hp

b. Equipped with rear-mounted ripper with 3 or more teeth with a ripping depth of 12 inches or more.

7. Small Excavator:

a. Weight class at least 18,000 lbs.

b. Net engine power at least 55 to 125 hp

c. Bucket with at least 0.25 cubic yard struck capacity

8. Excavator:

a. Weight class at least 41,000 lbs.

b. Net engine power at least 120 to 240 hp.

c. Bucket with at least 1.1 cubic yard struck capacity

9. Mechanical Brush Cutter:

a. Able to cut up to 20 feet from edge of road.

b. Able to operate from existing road surface without damaging road surface.
