PBS Engineering and Environmental Inc. (PBS) has performed a Limited Asbestos and Lead Paint Survey of the Ponderosa Hall Building located at 1740 SE Ochoco Way in Redmond, Oregon. The survey was conducted in general accordance with Oregon Administrative Rule (OAR) 340-248-0270 and the PBS proposal, dated March 7, 2017. Based on the information gathered during the site inspection and laboratory analysis results, this report contains the following information:

• A summary of asbestos-containing building materials (ACM) identified during the inspection, including a material description and the approximate location of each identified ACM;

• A summary of lead paint sampling, including sample descriptions, locations, and analytical results;

• Sample inventories listing the sample number, approximate location, material description, and laboratory results for each sample;

• Laboratory analysis reports and chain of custody documentation (Appendix A); and

• Inspector Certification (Appendix B)

SURVEY SCOPE

PBS performed limited asbestos bulk sampling of suspect ACM at the above referenced structure. The survey included all common areas, mechanical spaces, and a representative number of the dormitory rooms. The Trunk Storage Area and Dormitory Rooms 6, 7, 11, and 13 were not included in this inspection. Additionally, due to the continued occupancy of the structure, no limited demolition was performed to inspect areas concealed below floors or within wall cavities. If additional suspect ACM are discovered during future renovation or demolition activities that are not identified in this report, testing should be performed prior to impact.

PBS also collected select paint chip samples from representative accessible major interior and exterior painted building components. No attempt was made to determine the paint history of the components sampled.

This report is not intended as a bid document or an asbestos abatement design document. The purpose of this report is risk hazard communication.

ASBESTOS MATERIALS

The following materials tested positive, or, based on the experience of PBS field personnel, were not tested and should be considered asbestos-containing. Materials with mixed results are considered positive. Materials not sampled may contain asbestos and should be tested to verify asbestos content prior to impact through demolition, renovation, etc.

(+) Tested Positive, (M) Mixed Results, (P) Presumed Positive, (T) Previously Tested Positive, SF – Square Feet, LF – Linear Feet.

Result Material (Type) Location Approximate

Quantity

(M) Gypsum Wallboard/Joint Compound Throughout Inspected Area Not Quantified

General Notes:

Joint compound associated with gypsum wallboard sampled from four locations throughout the Ponderosa Hall Building yielded mixed analytical results. Sample 001 collected from Dormitory Room #12 tested negative; however, Samples 002, 010, and 011, collected from Dormitory Room #5, the East Entry Area, and the North Corridor all tested positive for asbestos by PLM visual estimate. The gypsum wallboard consistently tested negative for asbestos. Based on these sample results, PBS recommends that the gypsum wallboard/joint compound wall and ceiling systems be treated as an asbestos-containing material, which may be rendered friable during demolition or renovation.

Note: The U.S. Forest Service may want to consider additional analysis using a gravimetric/composite 400 point count method for the positive-testing joint compound/negative testing gypsum wallboard samples described above. It is possible that additional analysis of this material may indicate a composite asbestos content which is below one percent. Composite analysis is only allowed for gypsum wallboard and joint compound system applications.

MATERIALS THAT TESTED NEGATIVE FOR ASBESTOS

The following materials tested negative based on ASHARA sampling minimums and testing by an NVLAP participating laboratory. Although no asbestos was detected, it is possible that further sampling could indicate asbestos content.

Please refer to the asbestos Bulk Sample Inventory for additional sample details. Asbestos bulk samples obtained from The Ponderosa Building were collected by an EPA AHERA accredited inspector and analyzed using Polarized Light Microscopy (PLM) with dispersion staining. Samples were submitted under Chain of Custody to NVL Labs in Seattle, WA (NVLAP # 102063-0) for analysis. The laboratory analysis report is presented in Appendix A of this report.

LEAD PAINT

Nine (9) paint chip samples were collected from representative interior and exterior painted building components and analyzed for lead content by Atomic Absorption Method. Samples were submitted under chain of custody to NVL Laboratories, Inc. Seattle, WA (AIHA # 101861) for analysis.

Paint testing for this survey was limited in scope. The information contained in this report and the testing results are not to be construed as an exhaustive investigation of lead-containing paint on all building surfaces. The lead concentrations detected in the collected paint samples range from 66 parts per million (ppm) to 670 ppm. All paint on painted surfaces not identified in this report should be presumed to contain lead. Please refer to the attached Lead Sample Inventory for representative building components and corresponding results.

REGULATORY ISSUES

Asbestos Regulations In 1995, Oregon OSHA adopted 29 Code of Federal Regulations (CFR) Part 1926.1101 governing asbestos under OAR 437-003-1926.1101. The regulation has made significant changes in work procedures and how asbestos materials are managed. OSHA believes that the single biggest risk of asbestos exposure is to workers who unknowingly or improperly disturb ACM. Hazard communication, training, personal protection, work practices, exposure monitoring, and recordkeeping are all major components of the regulation.

DEQ’s OAR 340, Division 248 also covers asbestos abatement requirements, removal notifications, licensing, and certifications for contractors.

For more information regarding the removal of asbestos-containing materials, please refer to the following:

1. Oregon Occupational Safety and Health Administration, OAR 437-003-1926.1101

2. Department of Environmental Quality, OAR-340, Division 248

Lead Paint Regulations The Consumer Product Safety Commission limit for lead in consumer paint products is 0.009 percent or 90 parts per million (ppm) or greater. The Department of Housing and Urban Development (HUD) and the EPA define lead-based paint as that which contains 0.5 percent or 5,000 ppm. Under OSHA, any lead concentration in paint that may become airborne during construction operations triggers requirements in the OSHA Lead in Construction Standard 29 CFR 1926.62 to protect employees impacting the paint.

In 1993, Oregon OSHA adopted the federal OSHA Lead Standard for the Construction Industry Title 29 CFR 1926.62 under Oregon Administrative Rule 437 Division 3 1926.62. This standard outlines worker exposure limits, personal protection requirements, and employer responsibility for exposure assessment, training, housekeeping, and recordkeeping. OSHA’s lead standard applies to all work where employees may be exposed to lead in construction, alteration, or repair activities. This includes demolition or renovation of structures where lead-containing materials are present.

Disposal According to Oregon DEQ’s Hazardous Waste/Toxics Reduction Policy Clarification, disposal of building demolition waste coated with lead-based paint generally will not require a hazardous waste determination (i.e., toxicity characteristic leaching procedures [TCLP] testing) if demolition debris is disposed of at a DEQ-permitted solid waste landfill that meets the current design standards for municipal solid waste disposal facilities of 40 CFR Part 258.

Refer to the DEQ hazardous waste reduction policy and follow all requirements under the Oregon DEQ, Management of Building Demolition Waste, 97-002A for proper disposal of lead-based painted demolition waste.

Dear Mr. Fischer, Enclosed please find test results for the 12 sample(s) submitted to our laboratory for analysis on 3/17/2017.

Examination of these samples was conducted for the presence of identifiable asbestos fibers using polarized light microscopy (PLM) with dispersion staining in accordance with both EPA 600/M4-82-020, Interim Method for the Determination of Asbestos in Bulk Insulation Samples and EPA 600/R-93/116 Method for the Determination of Asbestos in Bulk Building Materials.

For samples containing more than one separable layer of materials, the report will include findings for each layer (labeled Layer 1 and Layer 2, etc. for each individual layer). The asbestos concentration in the sample is determined by calibrated visual estimation.

For those samples with asbestos concentrations between 1 and 10 percent based on visual estimation, the EPA recommends a procedure known as point counting (NESHAPS, 40 CFR Part 61). Point counting is a statistically more accurate means of quantification for samples with low concentrations of asbestos.

The detection limit for the calibrated visual estimation is <1%, 400 point counts is 0.25% and 1000 point counts is 0.1%

Samples are archived for two weeks following analysis. Samples that are not retrieved by the client are discarded after two weeks.

Thank you for using our laboratory services. Please do not hesitate to call if there is anything further we can assist you with.

Sincerely, Enc.: Sample Results
