(End of Clause)

Schedule of Items

Replace the schedule of items on page 3 with the amended schedule of items. Addition of option #000050-6 Cold Roof and option #000050-7 Telecommunication All Work, The definition of what is included in the base option and what is included in the option item is defined below.

1. Telecommunications base bid for this building is modified to allow for a Telecommunications option. This is based on wireless service to be used.

a. Building wiring currently required Cat 6 wired dual ports wired throughout the building with wall rack mounted patch panels and terminations.

i. Remove cat 6 ports, patch panels and terminations from the contract, including the other tools and equipment referred to in section 271200.

Questions and Answers

Q: What inspections and building permits are required?

A: Since this is a federal project local or State jurisdiction permits and inspections are not required. The Forest Service will perform a rough-in inspection at the location the building is constructed and will perform a second final inspection at the location the building is constructed once the building is ready to be transported to the North Fork Administrative Site. The contractor may choose to procure additional permits and have additional inspections but it is not required.

Q: The contract solicitation indicates that the building be designed to the 2015 International Building Code, is this required or can a later edition of the code be used?

A: The Forest Service requires that the most recent edition of the International Code Council (ICC) codes and the National Electric Code be used. The 2015 International Building Code and the other codes listed in Section 000050, paragraph 1.3 shall be used in the design of the building.

Q: When are the Davis-Bacon wage rates applicable?

A: Davis-Bacon wage rates are applicable when the work occurs at the North Fork Administrative Site. Davis-Bacon wage rates are not applicable at the location that the modular building is manufactured as long as the building is not constructed on the North Fork Administrative Site or other Federal land.

Q: What needs to be submitted as far as the technical proposal?

A: The questionnaire in Section M, pages 53 and 54 of the solicitation, shall be submitted at a minimum. If the contractor wishes to add to the questionnaire they may do so and submit additional information as part of an alternate proposal outlined in section L.5, pages 47 and 48 of the solicitation. If an alternate proposal is submitted the questionnaire must also be submitted.

Q: Typically when does the North Fork Administrative site have snow for the winter?

A: Typically snow sticks on the site from second week of November to the first week of May.

Information from Chocolate Gulch Snotel site is at the website http://www.wcc.nrcs.usda.gov/nwcc/site?sitenum=895

Q: The Government has 14 days to review submittals as indicated in Specification Section 013300. Is this calendar days or business days?

A: Days listed in the contract for contractor submittal requirements and Government review requirements are calendar days unless indicated otherwise in the solicitation.

Q: What geotechnical information is available on site?

A: Geotechnical information will be included in this amendment as part of an additional FAR clause. The two recent drainfield test holes occurred about 300 feet north of the power pole NW of the proposed building and almost directly east of the proposed building just on the east side of the North Fork road. It is estimated that the water depth to be approximately 9-10 feet. The presumptive load-bearing values shall be for a Unified Soil Classification (USC) of GC.

Q: What is the design frost depth for the site?

A: The design frost depth for the site shall be 36 inches.

Q: What is the intent for the foundation is it to be concrete or a building that will have skirting?

A: The intent is for the building to have a permanent concrete foundation with a crawlspace. The amendment will delete references to skirting.

Q: Was Idaho Power contacted about the transformer and if it has the capability to service the new building?

A: Idaho Power was contacted and it is felt that the existing transformer has the capability to power the new building. Idaho Power will not run the transformer sizing calculations until a service request is made. Contractor shall bid the project as if a new transformer is not required.

http://www.wcc.nrcs.usda.gov/nwcc/site?sitenum=895

The Forest Service will pay Idaho Power if a new transformer is required. The Forest Service will pay Idaho Power directly for any engineering fees, new service fees, or Idaho Power construction costs.

Q: What needs to occur in the electrical and telephone termination boxes for the electrical and telephone?

A: The terminations need to be protected from the weather. This can be as simple as a wire nut.

Q: With the water, sewer, and propane connections will they be in place prior to the building being constructed or will a future contractor connect 10 feet away from the buildings after the building is in place?

A: We do not know at this time. The contractor shall bid this project that they will be responsible to make the connections to existing utilities. It is possible that the utility lines may be in place prior to the building or even that some construction may occur simultaneously between the contractors who will be installing the utilities and the contractor who will install the building.

Coordination will need to occur so that things occur as smoothly as possible between various contractors.

Q: What is the pitch of the roof?

A: The pitch of the roof is designed to match the existing warehouse roof pitch and shall be a 5:12 pitch.

Q: How will the building be adjusted if the option items are awarded that make the office building larger in size?

A: On sheet 3 of the drawings there is a cut-line for additional square footage and the additional square footage shall be added to the right side of the cut-line. On sheet 3 of the drawings the building will be pushed to the bottom of the page to ensure adequate separation between the transformer and the new building.

Q: How should the option items be bid and the design costs associated with these items?

A: The design cost associated with the air condition should be incorporated into the base bid item as the design of the base item needs to incorporate the possibility of air conditioning in the future.

The design of the additional office space and the concrete pads, ramps, stairs, sidewalks, and steel railings and handrails shall all have the design costs incorporated into the option items as they are all independent of what may occur with the base item.

Q: Can an engineer do the building design?

A: Yes, an engineer or an architect may do the design for the building. Specification section 000050 Modular Office, part 2, paragraph 2.1.E.1.j states, “The drawings shall be stamped by an Engineer or Architect, licensed in the state of Idaho.”

Q: Is there a minimum building width associated with the building?

A: Yes, the minimum building width shall be 28 feet.

Q: In the large open area that is for the training, communications, and the cubicle offices can a column(s) be present to support a beam to keep the area open due to the snow load at the site?

A: Yes.

Q: How much leeway does a contractor have to adjust the floor plan?

A: The important element is that the communications area needs to be in the location indicated on the floor plan. There is flexibility to adjust other areas on the floor plan.

Q: Do the siding joints need to be staggered at the ends of the building?

A: Yes, the siding joints need to be staggered at the ends of the building in accordance with specification section 000050 Modular Office, part 2, paragraph 2.4.G. The desired appearance is to not be able to tell the building is a modular building.

Q: There is a lot of electrical outlets and how does this affect the energy calculations?

A: The Government prefers many outlets in potential office settings for maximum flexibility and to reduce the possibility of daisy chaining power strips. A Comcheck compliance certificate will need to be obtained for the building.

Q: What needs to happen to the berm material that will be removed where the building will be placed?

A: The topsoil material shall be stripped from the berm, the location where the material will be placed, and other areas that will be excavated. The topsoil material, mound material, and crawlspace excavated material shall be placed in up to two locations that are a maximum 400 feet from the new building location with separate piles for the topsoil and mound/crawlspace material.

The exact locations will be staked on the ground just prior to construction.

Q: Is a cold roof needed?

A: The cold roof is being deleted as a base requirement and will be added as an option item to the Schedule of Items.

Q: Are fire sprinklers and a fire alarm needed?

A: No, fire sprinklers and fire alarm are not needed. A cabinet will need to be provided in a hallway with a fire extinguisher.
