Section C - Description/Specifications/Statement of Work

GENERAL SPECIFICATIONS

SAWTOOTH NRA NORTH FORK HELIBASE

1.1 SCOPE OF CONTRACT

A. This project consists of designing, constructing, delivering, and installing a modular Helibase operations office building on the SNRA (Sawtooth National Recreation Area) Headquarters property. Designing and constructing a permanent concrete foundation for the proposed modular building, delivering and placing the building, and installing utilities that will be capped at 10’ from the building are included in the package. Except for the electricity utilities will be connected at a later date in a separate contract. This project includes completing required earthwork and finish grading to construct a level pad for the building and concrete foundation. Additional Building square footage, constructing access ramps, concrete pads, stairs, constructing concrete sidewalks, and completing final site grading up to 10’ away from the building boundaries are included as option items in the project.

B. Option A – Additional 120 sf of building square footage. (Will not be awarded if Option B is awarded)

C. Option B – Additional 240 sf of building square footage.

D. Option C – Work includes the design and construction of the concrete stairs and ramp, concrete pads, sidewalks and the finish site grading.

E. Option D – Work includes the installation of a central forced air conditioning system to provide a functioning system capable of maintaining a temperature of 72 degrees within summer operating conditions.

F. All work shall meet 2015 IBC and Federal Accessibility standards.

1.2 PROJECT LOCATION

A. The existing SNRA Headquarters Property is located 8 miles north of Ketchum, Blaine County, Idaho just off State Highway 75.

1.3 SITE INFORMATION AND LIMITATIONS

A. The following site conditions are considered incidental to the contract and the contractor will not be paid directly for any of the following items:

1. The site will be occupied during the construction period and the contractor’s operation shall not hinder use and occupancy by Forest Service employees. The contractor will be responsible for signing and limiting public and Forest Service access to the construction site.

2. There is existing electrical service for the site. Contractor shall have permission to use existing electrical services during construction. Contractor shall be aware of the use of electrical services, and shall limit the use of electrical services to the construction alone. Contractor is responsible for turning off all lights and power so as not to waste electricity. Contractor shall provide connections and extensions of services as required for construction operations.

3. There is water service on site. Contractor is to provide connections and extensions of services as required for construction operations.

4. Contractor and workers shall not have access to toilet facilities during construction. Contactor is to provide his own portable toilet facilities for the duration of construction.

5. All construction equipment shall be pressure washed before entering the Site.

The removal of mud and debris from treads, tracks and undercarriage, with emphasis on axles, frame, cross-members, motor mounts, and underneath steps, running boards, and front bumper/brushguard assemblies will be required. The purpose is to reduce or eliminate the transportation of noxious weeds, which is required by Federal and State regulations. The contractor shall coordinate inspection of the equipment by the Forest Service prior to off-loading from the trailer.

6. Construction Hours – Hours of operation for the construction, demolition, excavation and subsequent cleanup shall be only between the hours between 7:00 a.m. and 7:00 p.m. Monday through Friday.

1.4 TEMPORARY ACCESS

A. Parking: Use designated areas for construction personnel or as approved by the Contracting Officer for parking.

1.5 WASTE MANAGEMENT AND DISPOSAL

A. Processing waste material for salvage and recycling is encouraged.

B. The Contractor shall provide and maintain appropriate waste disposal containers or bins at the project site for the duration of the project construction. Verify with Contracting Office for placement of disposal containers and bins on the project site.

C. Waste material and debris shall be picked up and deposited in the waste disposal bins on a daily basis. Containers must be emptied on a weekly basis unless more frequent emptying is needed.

D. Burning or burying of construction waste material on site will not be permitted.

Material shall be disposed of in accordance with the Waste Material Disposal specification.

E. Provide project signs as follows. Unauthorized signs are not permitted.

1. Temporary Signs: Provide other signs as indicated and as required informing public and individuals seeking entrance to Project.

2. Provide temporary, directional signs for construction personnel and visitors as required.

3. Maintain and touchup signs so they are legible at all times.

1.6 FIELD OFFICES, WORK CAMPS, STAGING AND STORAGE AREAS

A. Areas for staging operations and storage of materials shall be approved by the CO. The Contractor must request in writing for approval from the CO to stage trailers (work) on site. Overnight camping and housing on site will not be allowed.

1.7 INSPECTION OF WORKSITE

A. The contractor acknowledges they have taken the necessary steps to ascertain the nature and location of work, and have investigated and satisfied themselves as to the general and local conditions that can affect the work or its cost. Any failure of the contractor to take the actions described and acknowledged in this paragraph will not relieve the Contractor from the responsibility of estimating properly the difficulty and cost of successfully performing the work, or for proceeding to successfully perform the work without additional expenses to the government.

1.8 START DATE

A. September 2015

1.9 CONTRACT TIME

A. 270 Calendar Days (There will be no suspension of work during the winter)

1.10 SPECIFICATIONS

A. The following specifications are attached. Some sections in the schedule of items refer to other sections not listed and are subsidiary to, or are included in payment for other pay items in this contract. Work shall occur in accordance with these specifications.

These items are considered incidental and no additional compensation will be made.

SECTION 000050 - MODULAR OFFICE BUILDING

PART 1 - GENERAL

1.1 SUMMARY

A. Base Bid - 1600 sf Modular Office Building - This item shall consist of the supply and installation of a modular office building, approximately 1600-square feet, at the Sawtooth NRA Site on the Sawtooth National Forest. The office building shall be constructed and installed by the successful bidder in accordance with these specifications. The building shall include a concrete foundation, placement of the building on the concrete foundation, extension of the building utilities (water, sewer, phone) that will be capped at 10 feet beyond the building, and the full connection of the electrical. The government will install the remaining utilities to within 10 feet of the building. The floor area shall be defined as the gross area within the exterior face of exterior wall lines.

B. Option A – Additional 120 sf of building square footage. (Will not be awarded if Option B is awarded)

C. Option B – Additional 240 sf of building square footage.

D. Option C – Work includes the design and construction of the concrete stairs and ramp and finish site grading.

E. Option D – Work includes the installation of a central forced air conditioning system to provide a functioning system capable of maintaining a temperature of 72 degrees within summer operating conditions.

F. The building shall be designed, constructed, and installed in accordance with the Codes referenced in paragraph 1.3, below.

1.2 MEASUREMENT AND PAYMENT

A. The quantity to be measured shall be "Lump Sum Quantity" (LSQ) as shown on the Schedule of Items for the "Modular Office Building," completed, installed, accepted, and ready for use. Payment shall be at the contract unit price as shown on the Schedule of Items. The measurement for the "Modular Office Building" shall include all work items including construction of foundation support system, installation of foundation skirt, and connection of utilities.

B. Option A – The quantity to be measured shall be "Lump Sum Quantity" (LSQ) as shown on the Schedule of Items for the "Additional Office Space A," completed, installed, accepted, and ready for use. Payment shall be at the contract unit price as shown on the Schedule of Items. The measurement for the "Additional Office Space A" shall include all work items include the additional 120 sf of building square footage.

C. Option B – The quantity to be measured shall be "Lump Sum Quantity" (LSQ) as shown on the Schedule of Items for the "Additional Office Space B," completed, installed, accepted, and ready for use. Payment shall be at the contract unit price as shown on the Schedule of Items. The measurement for the "Additional Office Space B" shall include all work items include the additional 240 sf of building square footage.

D. Option C - The quantity to be measured shall be "Lump Sum Quantity" (LSQ) as shown on the Schedule of Items for the "Exterior Stairs, Ramp and Site Grading" completed, installed, accepted, and ready for use. Payment shall be at the contract unit price as shown on the Schedule of Items.

E. Option D - The quantity to be measured shall be "Lump Sum Quantity" (LSQ) as shown on the Schedule of Items for the "Air Conditioning System" completed, installed, accepted, and ready for use. Payment shall be at the contract unit price as shown on the Schedule of Items.

1.3 APPLICABLE CODES AND STANDARDS

PART 2 - PRODUCTS AND EXECUTION

2.1 GENERAL - The office building shall be configured in accordance with the following specifications:

A. The general rooms and arrangement shall be determined from submitted drawings in consultation with the Contracting Officer. Overall square footage of the building shall be a minimum 1600 square feet. Contractor shall provide a building that will fit within an allowed area for the building of about 60’ by 30’. A site plan for final placement of the building will be provided by the government within 30 days of contract award.

Contractor shall coordinate the location of utility lines for the building with the government so that government can install utilities in advance of placement of the building. The office building shall be in full compliance with the referenced Codes and Standards.

B. Unless noted otherwise below, all appliances, fixtures, and component parts or details not specifically covered by these specifications shall be those which are considered standard or better quality for commercial building use, be energy star rated, or as approved by the Contracting Officer.

C. Ceilings shall be 8’-0” high, minimum.

D. Office Building shall be designed with the following rooms, spaces, and accommodations:

1. Private Offices – Provide a total of 3 private offices between 100-150 square feet (total 625 sf). It is required that all office areas, where possible, have access to natural lighting.

2. Training Room/ Break Area/Cubicle Offices Area/Communications Area:

Approximately 830-square feet. This space shall be designed for conference type tables and chairs. The Radio portion of this room shall have large windows and be located to provide an unobstructed view to the Helipad area. At one end of the room, provide a minimum of 10-lineal feet of countertop/base cabinets, with single sink and space for one refrigerator. Provide space for one microwave oven on countertop.

3. Mens/Womens Restrooms with showers – Approximately 180-square feet (90-square feet for women’s and 90 square feet for Men’s). These shall accommodate 1-person at-a-time. Both shall be fully 2004 ADAABAG compliant.

4. Mechanical/Janitor Room – Approximately 60-square feet. Provide space for furnace and water heater. Provide a deep sink and a minimum 3-lineal feet measured along the floor with 3 levels of 12-inch deep storage shelving and space for cleaning equipment. Locate hot water heater for restroom/shower, break room, and janitor deep sink in this room.

5. Telecommunications Room: Minimum 35 SF closet.

E. The contractor shall submit a professionally prepared preliminary design (floor plan and elevations) to the Contracting Officer for approval within two (2) weeks after the award of the contract. Upon approval of the preliminary design, the Contractor shall submit five (5) full sets of drawings as indicated below, and design calculations to the Contracting Officer for approval through the Region 4, Regional Office, Director of Engineering within (4) weeks after approval of the preliminary design.

1. The detailed drawings shall include:

a. Complete construction details and schedules for the building.

b. Foundation plan and details.

c. Plans and details for concrete entry pads and accessible ramp.

d. Plans and details for steel railings, and handrails.

e. Mechanical plans showing duct sizes, locations, designed air flows, locations of flow dampers, and proposed HVAC equipment.

f. Plumbing plans, showing all waste and vent piping, water piping and their sizes, location of water heaters, their make, model and specifications.

g. One full set of reports demonstrating energy savings over minimum

International Energy Conservation Code (IECC), 2009 Supplement Edition compliance and compliance with all required energy checklist items.

h. Cut sheets for appliances and equipment, demonstrating Energy Star compliance.

i. Electrical plans, showing all panel and lighting schedules, device locations, circuitry, makes, models, and specifications.

j. The drawings shall be stamped by an Engineer or Architect, licensed in the state of Idaho.

k. Stamped structural calculations for the facility.

2. Color charts for siding choices and all material selections.

3. Upon final approval of the drawings by the Contracting Officer, the Contractor shall submit to the Contracting Officer 2 full sets of stamped, original, 24 inch by 36 inch (D-size) reproducible drawings on 22 lb vellum, and an electronic copy on CD (in DXF or DWG file format) along with 4 sets of the final working drawings on 22-lb bond.

F. Building envelope, including construction assembly (i.e. walls, ceiling/roof assemblies, floor assemblies, foundations), and windows and doors. The Compliance Certificate as generated by Comcheck (or equal) meets this requirement.

G. Address mandatory compliance requirements of the IECC for envelope and systems noted in the checklists for Comcheck or an equal program.

H. Unless noted otherwise below, all appliances, fixtures, and component parts or details not specifically covered by these specifications shall be those which are considered standard or better quality for commercial home building use, be Energy Star Rated, as approved by the Contracting Officer.

2.2 OFFICE BUILDING FINISHES – The following requirements shall apply:

A. WALLS AND CEILINGS - All interior wall finishes shall be “light orange peel” textured, semi-gloss painted 5/8 inch type-x gypsum board. Ceiling finish may be pre-finished ceiling panels or textured gypsum board. Wall finishes in bathrooms and mechanical rooms shall be Fiberglass Reinforced Plastic paneling (FRP) over 5/8 inch waterproof type-x gypsum board. See FRP standards below.

B. Colors:

1. Exterior colors shall be as follows:

a. Siding/soffit: Consult with Contracting Officer.

b. Trim: Consult with Contracting Officer.

c. Roofing/fascia: Consult with Contracting Officer.

2. Interior colors shall be as follows:

a. Walls: Off-white (i.e., Navajo white is the typical off-white color on the Sawtooth NRA).

b. Vinyl base: Per specifications, brown/black tones, submit color.

Samples to Contracting Officer.

c. Ceilings: Off-white (i.e., Navajo white is the typical off-white color on the Sawtooth NRA)

3. Contractor shall submit all proposed substitutions with color samples and selections will be made by the Contracting Officer.

C. RESTROOMS - The office building shall be supplied with two accessible restrooms (Men’s & Women’s). All accessible features shall comply with 2004 ADA/ABAG.

Each toilet room shall have one water closet and hot and cold water. For lavatory use, the domestic hot water equipment shall be automatically controlled and shall have sufficient capacity to deliver 105 degree Fahrenheit (40.6°C) water for each hot water faucet at the point of use. Each main toilet room shall contain the following equipment:

Water Closet, Lavatory, and Shower. Water in Restrooms shall be heated to 122°C to prevent legionnaires.

2.3 RESTROOM AND MISCELLANEOUS

1. An 24-inch by 36-inch mirror with stainless steel frame (centered on lavatory) Bobrick B-165 2436 or approved equal.

2. Toilet paper dispensers near each water closet that will hold at least two rolls and allow easy unrestricted dispensing. Bobrick B-686 or approved equal.

3. Provide one paper towel dispenser, and soap dispenser for every lavatory, Basis of design is Bobrick, B-72974 Automatic Paper Towel Dispenser, and B-40 Soap Dispenser.

4. FRP wainscot from the floor to a minimum height of 54” (1.37m) on all walls.

Paneling shall be "Sequentia StructoGlas" FRP panels Class A rated, Model number 6641 as manufactured by Kemlite Company, Inc. or an approved equal.

Minimum thickness of 0.075” and white.

5. A counter area of at least 3 feet in length, with a mirror above and a ground fault interrupt type convenience outlet located adjacent to the counter area.

6. Sheet vinyl flooring for restrooms, janitorial, and telecom rooms.

7. Shower curtain rod to be heavy-duty Bobrick B-207 or approved equal.

8. Towel bar to be Bobrick ADA Grab Bar B-5806 or approved equal.

9. Grab bars shall be stainless steel Bobrick ADA Grab Bar B-8506 or approved equal.

10. Underlavatory guards shall meet ADA requirements.

2.4 OFFICE BUILDING CONSTRUCTION

A. ROOFING - Roofing shall be asphalt shingles, meeting requirements of specification with 6-feet wide ice dam membrane installed over roof sheathing at eaves and valleys, and 3-foot wide ice dam membrane at ridges and gables. Consult Contracting Officer for color of shingles. Roof pitch shall match the adjacent warehouse building, with all overhangs 24-inches minimum. All roof penetrations shall be made within 24-inches of the ridge of the roof and shall be painted to match roof color. Attic ventilation shall be installed on the roof gables and continuously in soffits. Fascias shall be sheet metal and match roofing in color and material.

1. Provide aluminum gutter and downspouts over all entrances.

B. INSULATION - The Office Building shall be insulated with the following minimum thermal resistance rating:

C. WINDOWS - Office space must have windows in all exterior walls. All windows shall be weather-tight and operable either partially or totally. Opening windows must be equipped with sturdy locking device. All window sills shall be constructed of durable products that are washable and stain proof, and shall not be constructed using gypsum board. All windows shall be horizontal slider style, fully weather-stripped, double-glazed, and low-E. Windows shall be rated highly for use in high wind areas. Windows shall be vinyl frame windows. Glazing in bathrooms shall be double-glazed obscure type. Window frames shall be dark brown in color, as approved by the Contracting Officer. Install windows in accordance with manufacturer recommendations.

1. WINDOWS – Milgard “Style Line” Series Vinyl Horizontal Sliders with maximum U-factor of 0.33 and maximum SHGC of 0.31 or an approved equal.

Provide insect screen for each operable sash.

2. WINDOW TREATMENT - All exterior windows shall be equipped with window blinds. If vertical blinds are used, they may be aluminum or plastic. Horizontal blinds must have aluminum slats of one-inch width or less. The window blinds must have non-corroding mechanisms and synthetic tapes. Blinds to be Everwood Distinction by Hunter Douglas or approved equal.

3. WINDOW SILLS – Homogenous solid sheets of filler plastic resin complying with ISSFA-2, Dupont Corian or approved equal.

4. Interior Window Trim shall be a clear polyurethane sealed pine 1x4, as approved by COR.

D. DOORS –

1. EXTERIOR DOORS - All exterior doors shall be 1-3/4 inch thick x 3-feet wide x 6-feet 8-inches tall insulated metal doors, with steel door frames. All exterior door hardware shall meet ADA requirements and have a satin chrome or satin stainless steel (US26D or US32D) finish. Provide wall mounted 8-inch by 15-inch minimum, red photo luminescent exit signs centered above interior trim on every exterior door.

2. INTERIOR DOORS - All interior doors shall be a minimum of 36 inches (91 cm) by 80 inches (203 cm). Doors must be solid core, 1.75 inches 4.45 cm) thick, with natural wood, veneer face or equivalent finish, with steel door frames, as approved by the Contracting Officer. They shall be operable by a single effort and must be in accordance with applicable building code requirements.

3. DOOR HARDWARE - All door hardware shall be commercial grade and meet the applicable building code and ADAABAAG requirements. Exit doors must be equipped with kick plates, pull bars or handles, and automatic door closures. .

All locks must be master keyed. The Government must be furnished at least two master keys and two keys for each lock. The Contracting Officer shall approve the keying schedule for all doors.

E. ROOM IDENTIFICATION - Door identification shall be installed in approved locations adjacent to office entrances. Toilet, doors must be identified by the international symbol of accessibility and wherever possible, mounted on the wall at the latch side of the door. All signs must be a standard product line, which is easily

interchangeable and readily available. All signage must meet ADAABAAG requirements.

F. FLOOR COVERING AND PERIMETERS - Floor covering shall be carpet, except in the other areas shown as sheet vinyl. Floor perimeters at partitions must have rubber base. All floor covering must meet ADAABAG, EPA and OSHA environmental health and safety requirements. Install floor coverings in accordance with manufacturer recommendations.

1. Office Areas: Prior to occupancy, carpet or carpet tiles must cover all office areas partitioned or unpartitioned, including hallways. Provide the Government with a minimum of 5 samples that vary in color. The Contracting Officer must approve the sample and color. Carpet to have minimum 15 year warranty, minimum 20

oz. per square yard, nylon fiber system, with maximum average pile height of

0.187 inches.

2. Specialty Areas: Sheet Vinyl flooring is to be used in the break area and restrooms. The Contracting Officer, prior to installation, must approve the sample and color. Sheet vinyl flooring shall be minimum 0.08 inches thick complying with ASTM F 1913 with smooth wearing surface and class I radiant flux classification.

3. Toilet and Service Areas: Vinyl sheet flooring shall be used in all toilet and service areas. All surfaces shall be sealed to prevent water absorption.

4. Resilient Wall Base” Rubber wall base FS SS-W-40, Type I Johnsonite #40 Black or approved equal.

G. SIDING – Siding shall be commercial grade cement/ wood composite lap siding with a 6-inch exposure, with a minimum 15 year factory applied finish, color as selected by the Contracting Officer. Siding shall not have continuous vertical joints at adjoining building modules. Gable end siding shall be commercial grade cement/ wood composite vertical siding, with a minimum 15 year factory applied finish, color selected by the Contracting Officer. Install in accordance with manufacturer recommendations.

1. Horizontal Pattern: Boards 6-1/4 to 6-1/2 inches (159 to 165 mm) wide in James Hardie Select “Cedarmill” style or approved equal.

a. Texture: Wood grain.

2. Vertical Pattern: 48-inch- (1200-mm-) wide sheets with wood-grain texture “Cedarmill” style or approved equal, with 2.5” wide batts “Batten Boards Rustic” placed vertically at 24 inches (600 mm) o.c.

3. Soffit Pattern: Boards minimum width required to span soffit in “Vented Cedarmill” style or approved equal.

4. Fascia and Trim: Board of width indicated on the drawings in “7/16” Cedarmill” style or approved equal.

5. Factory Priming: Manufacturer's standard acrylic primer and painted onsite eith lifetime warranty acrylic paint as approved by the contracting officer. .

H. ROOFING – Roofing shall be Tamko Heritage laminated asphalt shingles with 50-year limited warranty or approved equal. Roof design shall include a cold roof. Install products in accordance with manufacturer recommendations.

1. Gable Vents – Aluminum gable vents.

2. Fascia Flashing and Drip Edge – Minimum 24 gauge steel with Kynar coating or approved equal.

I. BREAK AREA

1. Provide 10 linear feet of Laminate countertops, and 8 linear feet of upper cabinets. Countertops shall be High pressure decorative laminate meeting NEMA LD 3 on particle board or medium-density fiberboard with waterfall edge treatment. This specification also applies to restroom countertops.

2. Cabinets – Custom made birch cabinets with heavy duty drawer slides, metal shelf rests, stainless steel door and drawer pulls, and concealed hinges.

3. Provide Under Cabinet Fire Extinguisher for Break that meets IBC Requirements.

J. MECHANICAL ROOM

1. Shelving ¾-inch veneer-faced vinyl panel product. 5 shelves, 5 feet high, 1 ft deep, and 3 ft wide

2.5 STRUCTURAL

A. The office building shall be designed for a ground snow load of 135-pounds per square foot (PSF), and designed wind loads of 90 miles per hour (MPH), exposure B, and shall conform to the 2015 International Building Code and meet all seismic requirements of this code.

B. The office building shall be set on a permanent concrete foundation support system.

Design and construction of office building foundation shall conform to the 2015 International Building Code and meet all seismic requirements of this code.

1. Engineered, stamped drawings and calculations for the building foundation, required hold downs, required roof structures, shall be submitted for approval by the Contracting Officer a minimum of two weeks prior to construction.

2. Concrete shall be constructed in accordance with the submitted design.

3. Submit design mix to the Contracting Officer for approval.

4. Provide concrete truck mix tickets.

2.6 SITE WORK

A. Building manufacturer shall coordinate with the government on the utilities to the building. The building manufacturer shall construct and install the concrete foundation support system.

2.7 MECHANICAL:

MODULAR OFFICE BUILDING 000050-9

A. Both hot and cold water and fixtures shall be properly supplied to the toilet rooms.

Cold water lines shall be supplied to water heaters for 2 showers, 2 lavatories, a service sink and breakroom sink. Provide two freeze-proof-type hose bibs on the building exterior. The water system in the building shall be designed for easy winter shut-down of the building including drainage of all water piping. The Contractor shall provide a written plan in the required O&M manual, per paragraph 2.9 below, containing the building water system shut-down and startup procedures for the building.

B. Water supply and Drain, Waste and Vent piping shall be designed and installed in conformance with the 2015 International Plumbing Code, and State and local codes, whichever is more stringent.

C. Install a propane hot water heater, sized to meet the demand requirements for 12 people.

Locate water heater to minimize hot water line runs.

D. All exhaust fans shall be sized for rooms where they are located per IBC and IMC requirements and shall be sound rated at a maximum of 3 sones. Install exhaust fans in all bathrooms.

E. HEATING AND AIR CONDITIONING – Provide a propane forced air heating system capable of maintaining temperatures 68 and 72 degrees for heating. There will be no cooling system installed in this building as part of the base award but is an option item.

These temperatures must be maintained year round, regardless of outside temperatures, during the hours of operation. Provide and install programmable thermostats, capable of night setbacks.

2.8 ELECTRICAL AND VOICE/DATA

A. The building shall be provided with a complete and operable electric system, including service lateral conduit, load center, grounding, boxes, branch circuits, and all devices.

B. General requirements are shown on the sample electrical plans and called for within these specifications, including densities and required equipment.

2.9 OPERATIONS AND MAINTENANCE MANUAL

A. Provide a complete, bound operations and maintenance manual upon completion of project. Manual shall include manuals for all equipment installed, including operation, maintenance, and users guides, separated with labeled, tabbed dividers, by equipment.

A maintenance chart shall be included listing all equipment and indicating maintenance required on a monthly, quarterly, semi-annual, and annual basis for each piece of equipment installed. O&M Manual shall have a cover sheet with the building name, date of project completion, and full name and address of the prime contractor and names and addresses for all sub-contractors/installers of equipment included in manual.

3.1 SUMMARY

A. Measurement and payment for contract work will be made only for and under those pay items included in the Schedule of Items. All other work, labor, materials, equipment, and incidentals necessary to successfully complete the project will be considered as included in the payment for items shown. This section defines the method of measurements and basis of payment for work items listed in the Schedule of Items.

B. When more than one class, size, type, thickness, etc. is specified in the Schedule of Items for any pay item, suffixes will be added to the item number to differentiate between the pay items.

3.2 DETERMINATION OF QUANTITIES

A. The following measurements and calculations shall be used to determine contract quantities for payment.

1. For Structures, they shall be measured according to neat lines shown on the drawings or as altered by the CO, in writing, to fit field conditions.

3.3 UNITS OF MEASUREMENT

6.2 SUBMITTAL PROCEDURES

A. Processing Time: Allow enough time for submittal review, including time for re-submittals, as follows. Time for review shall commence on CO's receipt of submittal.

1. Initial Review: Allow 14 days for initial and re-submittal reviews.

B. Identification: Place a permanent label or title block on each submittal for identification.

1. Provide a space on label or beside title block to record Contractor's review and approval markings and action taken by CO.

2. Include the following information on label for processing and recording action taken:

a. Project name, Date, Manufacturer..

C. Deviations: Highlight, encircle, or otherwise identify deviations from the Contract Documents on submittals.

If the Contractor prefers to use any other brand or manufacturer of same quality, appearance and utility to that specified, he shall request substitution as provided below, not less than 30 days before the planned installation of the item. The Contracting Officer will approve or disapprove the request for substitution.

9.1 This work shall consist of providing quality control in conformance with the inspection, and product certification requirements of this contract to ensure compliance with the drawings and specifications. The Contractor shall provide all personnel, equipment, tests, and reports necessary to meet the requirements of the contract.

9.2 QUALITY CONTROL

A. The Contractor shall provide and maintain a quality control system that will ensure all services, supplies, and construction work required under this contract conforms to the contract requirements. The Contractor shall perform, or cause to be performed, the sampling, inspection, and testing required to substantiate that all services, supplies, and construction conform to the contract requirements.

C. Use pulling means, including fish tape, cable, rope, and basket-weave wire/cable grips, that will not damage cables or raceway.

D. Install exposed cables parallel and perpendicular to surfaces of exposed structural members, and follow surface contours where possible.

17.4 CONNECTIONS

A. Tighten electrical connectors and terminals according to manufacturer's published torque-tightening values. If manufacturer's torque values are not indicated, use those specified in UL 486A-486B.

B. Make splices, terminations, and taps that are compatible with conductor material and that possess equivalent or better mechanical strength and insulation ratings than unspliced conductors.

C. Wiring at Outlets: Install conductor at each outlet, with at least 6 inches (150 mm) of slack.

19.1 SYSTEM DESCRIPTION

A. Electrical Components, Devices, and Accessories: Listed and labeled as defined in NFPA 70, by a qualified testing agency, and marked for intended location and application.

B. Comply with UL 467 for grounding and bonding materials and equipment.

19.2 CONDUCTORS

A. Insulated Conductors: Copper or tinned-copper wire or cable insulated for 600 V unless otherwise required by applicable Code or authorities having jurisdiction.

B. Grounding Bus: Predrilled rectangular bars of annealed copper, 1/4 by 4 inches (6.3 by 100 mm) in cross section, 6 inches (150) long minimum, with 9/32-inch (7.14-mm) holes spaced 1-1/8 inches (28 mm) apart. Stand-off insulators for mounting shall comply with UL 891 for use in switchboards, 600 V and shall be Lexan or PVC, impulse tested at 5000 V.

19.3 CONNECTORS

A. Listed and labeled by an NRTL acceptable to authorities having jurisdiction for applications in which used and for specific types, sizes, and combinations of conductors and other items connected.

B. Bus-Bar Connectors: Compression type, copper or copper alloy, with two wire terminals.

20.2 GROUNDING AT THE SERVICE

A. Equipment grounding conductors and grounding electrode conductors shall be connected to the ground bus. Install a main bonding jumper between the neutral and ground buses.

20.3 EQUIPMENT GROUNDING

A. Install insulated equipment grounding conductors with all feeders and branch circuits.

20.4 INSTALLATION

A. Grounding Conductors: Route along shortest and straightest paths possible unless otherwise indicated or required by Code. Avoid obstructing access or placing conductors where they may be subjected to strain, impact, or damage.

B. Ground Rods: Drive rods until tops are 2 inches (50 mm) below finished floor or final grade unless otherwise indicated.

1. Interconnect ground rods with grounding electrode conductor below grade and as otherwise indicated. Make connections without exposing steel or damaging coating if any.

C. Grounding and Bonding for Piping:

1. Metal Water Service Pipe: Install insulated copper grounding conductors, in conduit, from building's main service equipment, or grounding bus, to main metal water service entrances to building. Connect grounding conductors to main metal water service pipes; use a bolted clamp connector or bolt a lug-type connector to a pipe flange by using one of the lug bolts of the flange. Where a dielectric main water fitting is installed, connect grounding conductor on street side of fitting.

Bond metal grounding conductor conduit or sleeve to conductor at each end.

D. Concrete-Encased Grounding Electrode (Ufer Ground): Fabricate according to NFPA 70; using electrically conductive coated steel reinforcing bars or rods, at least 20 feet (6.0 m) long. If reinforcing is in multiple pieces, connect together by the usual steel tie wires or exothermic welding to create the required length.
