(a) General Instructions. Proposals submitted in response to this solicitation shall be furnished in the following format with the numbers of copies as specified below.

(1) The proposal must include a technical and business proposal. Each of the parts shall be separate and complete so that evaluation of one may be accomplished independently from evaluation of the other. The technical proposal must not contain reference to cost; however, resource information (such as data concerning labor hours and categories, materials, subcontracts, etc.) must be contained in the technical proposal so that the contractor's understanding of the statement of work may be evaluated.

(2) For offerors to be considered responsive, they must submit complete proposals for Scenarios A and B. Any offeror who fails to submit proposals for both Scenario A and B will be determined nonresponsive. If an offeror’s proposal is determined to be nonresponsive, no further consideration/evaluation will be given to that proposal.

(3) The Government will evaluate proposals in accordance with the evaluation criteria set forth in Section M of this RFP.

(v) 1 copy of the Business/Cost proposal.

(b) Technical Proposal Instructions. The technical proposal will be used to make an evaluation and arrive at a determination as to whether the proposal will meet the requirements of the Government. Therefore, the technical proposal must present sufficient information to reflect a thorough understanding of the requirements and a detailed, description of the techniques, procedures and program for achieving the objectives of the specifications/statement of work. Proposals which merely paraphrase the requirements of the Government's specifications/statement of work, or use such phrases as "will comply" or "standard techniques will be employed" will be considered unacceptable and will not be considered further. NOTE: To assist in the evaluation, you should number your responses to correspond with the criterion being addressed. As a minimum, the technical portion of your proposal must clearly provide the following information:

Questions:

1. What is the project schedule? Page 1 of the SF1442 says 180 days, but Page 3 says that the Period of Performance is 9/30/2013 – 9/30/2014. The contractor will have 180 days of on site work within the one year period. This will allow for winter shut down if needed.

2. The Determination of Responsibility Letter says to email it back to you by 8/15, but the proposal is due by 8/5. I just want to make sure that the date on the DoR letter is correct. The date will be changed to 8/5 to coincide with contractor’s proposal date.

3. The Determination of Responsibility document states to email it to you. Are we to email it and include it with the Business Proposal, or email it only? It can be submitted via email or with the business proposal.

4. Do we include the Idaho Worker’s Comp form with the offer or with the Business/Cost proposal? Yes, please, this will expedite award once a determination is made.

5. Will you accept CCASS ratings or other past performance questionnaires? Yes, as long as the information is applicable to this type of project. Amended on page 27.

6. The SF 1442, block 13(a) states we are to submit an original and one copy of our proposal. However, page 27 of 30 states we are to provide "1 copy of the Technical Proposal and 1 copy of the Business Proposal".

Can you please clarify this for me? Are we required to submit an Original only of the Technical Proposal and an Original only of the Business proposal or would you like an original and one hard copy of each? We will also submit an electronic copy of the entire proposal, as requested in the RFP. 1442 amended to read 0 copies.

7. Page 27 of 30 states, “The offerors shall submit Past Performance Questionnaires (Attachment 4) to their references and have the references complete and return the questionnaires to the Matt Morris via email to mamorris@fs.fed.us". If there is an official Construction Contractor Appraisal Support System (CCASS) evaluation, would it be acceptable to include that in our proposal in lieu of requesting an Attachment 4 be completed by our client reference? Amended on page 27.

8. Page 28 of 30 states, "Provide a project specific quality control plan to ensure that the quality required in the specifications is met." We respectfully request that we be able to submit a summary of our site-specific quality control plan as it is more than 300 pages. Would this be acceptable?

9. Please clarify the insulation products required for the project, including paragraph 2.3 of section 07210. In the specifications the architect has put a product in that I am wondering what is or if what he really wants is FOAM BOARD. The only place that I can see that a board type insulation is being used would be on the foundation. Here we would normally installed an extruded polystyrene insulation like Dow Styrofoam. They specified in 07210 paragraph 2.3 Thermal Insulation Board and list it as a High Density Fiberboard Insulation. Listing manufacturers of Dow and Owens Corning. Dow doesn't make a high density fiberboard insulation they both do make an extruded polystyrene insulation.

If he is using this for the foundation can we substitute DOW SM FOAM for this application?

The Thermal Insulation board is to be installed on the foundation walls and under the slab as shown in the drawings. A product from one of the manufacturers listed in to be used. Yes, extruded Polystyrene is also a name for this board.

10. Would Dow SM Foam be an acceptable substitution for the foundation rigid insulation below the slab? See above #2 Response

11. The windows as shown on P. A801 are shown as a "hopper" style window. In previous similar projects, we changed the design to a different style so that the windows could be more consistent, and not be catching rain and snow as it fell. Is a hopper style desired or is another operation what is wanted? There is not a P Style of window listed on A801. At this point in the bidding process, substitutions are not allowed in order to keep the contractors bids as similar as possible. After award, substitutions or approved equals will be evaluated. The contractors shall bid the project according the the basis of design as shown in the drawings and specifications

12. Bid Submission: the Government has provided an Excel sheet “Construction Cost Estimate Breakdown”. Is this spreadsheet required to be part of the bid submission or can the bids be submitted in the format that is used by the General Contractor in his day to day operations. Much of this bid will be developed by pricing

AG-0261-S-13-0049 00001 Payette SO Amend 1 Page 8 of 11 mailto:mamorris@fs.fed.us submissions from subcontractors who do not typically provide as much detail and breakdown on material and labor costs (typically a lump sum price). The intent of the spreadsheet is to provide an example for the type of information requested by all in order to compare like items. If the contractor has a system that will provide the same type of information broken down by line item than it may be used. (NOTE: cost must be separated by line items) when receiving quotes from subcontractors, competition should be used to justify lump sum on an individual line item.

13. Line Items:

• On both the Construction Cost Estimate Breakdown and Sheet G2 (Schedule of Items) the

Government has quite a few items where they have determined the quantities. Should the General Contractor use these quantities for the basis of his material quantities? Yes, the quantities shown in the Schedule of Items are those estimated to be incorporated into the contract and should be used as a basis of required materials.

• If so is this a unit price contract for these items subject to the plus or minus 15% standard as far a line item pricing. Specification section 1.3 seems to indicate it is a lump sum payment or percentage there of. It appears there is a ix between to payment vehicles for the project.

Specification Section 011250 – Measurement and Payment With Asphalt, Part 1.4 Method of Measurement describes each method of measurement type and how each will determine final payment.

Will the Government be submitting the documentation to achieve this goal? For the most part the majority of compliance items are not required to be submitted similar to the LEED program as most Contractors are familiar with. • Pulverized asphalt pavement areas shall be smooth graded to existing subgrade depths and dimensions that would remain within areas where asphalt is removed and that would remain if additional optional items are not exercised. Surface compaction would not be required.

• Areas where existing structures are to be removed shall be backfilled and graded to near existing grades and no additional work will be required.

• Grades in the areas of utility line (water, sewer, electrical, etc.) installation shall be backfilled and graded to near existing grades and no additional work will be required.

Demolition of the existing Radio Shop/Krassel Fire Office that will be completed by others prior to this project commencing will leave the project grade at or near an site elevation of 5025.00 within the removed building footprint. All other areas outside the existing building footprint will remain as existing with minimal disturbance or changes.

20. Excavation Overburden: Can any material overburden resulting from the excavation and placement of the sub-foundation structural members for the site be lost in the surrounding areas? Will it have to be exported from the site? Excess excavated material generated from site construction may be placed on site as directed by the Contracting Officer’s Representative.

21. As discussed at the pre-con meeting, a winter shut down on the project seems likely. What are the Governments expectations on work in place prior to the onset of inclement weather and temperatures?

Government has no perceived expectations of what work will be in place prior to onset of inclement weather and temperatures. Contractors schedule, capabilities, and abilities to meet contract requirement will dictate what work can be accomplished at what time during the allowed construction time.

22. Project Schedule: Is MS Project an acceptable software vehicle for the project schedules? Does the project schedule need to be cost loaded to facilitate the monthly pay requisition or will the percentages of the Schedule of Values be acceptable?

• MS Project software is acceptable for the project schedule.

• Project schedule for site work items does not need to be cost loaded to facilitate monthly pay requisition for site work. The Schedule of Value to be submitted as required by Specification Section 000501 – Payette Supervisor’s Office Building, Part 1.3C will be used to facilitate monthly pay requisition.

23. Specification Section 230593

a. Section 3.12 (Additional Tests): Section B states “If initial TAB procedures were not performed during near-peak summer and winter conditions, perform additional TAB during near-peak summer and winter conditions.” Since it would seem that if the TAB was performed in either near peak summer or near peak winter conditions, one of the seasonal TAB’s would be impossible to achieve. As I read the section if the original TAB is not performed in either the peak summer or winter timeframes a total of four (4) TAB’s would be required. Is this an accurate interpretation of the specifications?

The contractor must meet the demands of the specification. It is up to the contractor to work out the times and procedures of Balancing to meet the specs. It is to the contractor’s advantage, to perform TAB tests during the peak periods so as not to have to repeat them in order to meet the specification.

b. Can the Test and Balance agency be incorporated into the HVAC subcontractors scope of work? I see no clause in the specifications that indicates it must be an independent agency. The testing and balancing shall be completed by an independent testing agency.

26. 31. There has been much negative feedback on the Concrete Tile Roof specification. Is there a particular reason this is being installed in such a harsh climate? Our vendors say all of the concrete roofs that have been installed in McCall have failed within 5 to 10 years and have all been replaced. We would suggest changing to a standing seam metal. Roofing fabric shall be as specified.
