Description of Supplies/Services
The USDA Forest Service, Chugach National Forest is soliciting quotes for supply of one (1), 28ft to 32ft, (mono hull configuration) welded all aluminum landing craft/crew boat package
(boat, motors and trailer). This boat shall be capable of shallow draft operations in rough seas
(6-8ft wave height), in Prince William Sound Alaska, and shall be able to have the engines raised fully out of the water. The intent of this vessel is to allow Forest Service field crews the ability to haul six to eight (6-8) passengers and/or minimum 3000lbs of building materials and make regular shore landings to load and unload materials and personnel directly from an open forward deck to shore via a narrow opening drop bow door. Transported materials will include dimensional lumber up to 12ft in length and should fit on an open forward deck. Materials also include propane tanks transported using a heavy duty wheeled dolly and wheeled over-packers carrying 35 gallon salvage drums. The vessel cabin shall be designed to provide walk through capability allowing for easy and safe access to both the bow and transom. The cabin length and location shall maximize forward open deck space while still providing room for safe access to a swim step transom. A Drop Bow Door shall be designed with a ramp to safely allow occupants to walk out on shore or assist others with loading and unloading materials from shore. Drop bow door shall measure 36 inches minimum and 42 inches maximum width to allow a maximum degree deadrise at bow to improve seaworthiness.
The Government requires this vessel be provided with an Alaska Bulkhead configuration cabin including swinging doors and fixed windows (Alaska Bulkhead means a glass enclosure for weather protection.). Captain seat and co-pilot seats shall be air ride type. Vessel shall be furnished with the basic navigational lighting and appurtenances and furnished with hydraulic steering and trim tabs. An aluminum radar arch to allow clearance for cabin roof transportation of sea kayaks. Elevated skiff tie down bars, (grab rails) shall also be installed on both sides of cabin roof along with a roof access ladder. Cabin shall be equipped with features specified below.

The hull shall be painted with black marine, anti-fouling hull paint, on bottom to four (4) inches above water line. Vessel hull bottom and sides shall be fabricated of ¼ inch marine grade aluminum and scuppers allowing decks to self-bail. Cargo tie-downs are required along each side of decks. Two (2) standard hinge boarding doors shall be included on the port and starboard sides mid-ship. An electric powered davit/crane shall be installed port side in between boarding

Operational trials – demonstrate the correct operation of all on board systems and machinery components.
Full Load Speed and stability trials – demonstrate that the vessel can achieve top speed and perform well in rough seas as well as handle maneuvers at both slow and high speeds with maximum or near maximum weight for stability testing.
Noise Survey – demonstrate that the vessel meets the required noise limits (OSHA
Standards).
Package of documentation: The following documents shall be provided, by the contractor, for the purpose of operating and maintaining the vessel: arrangement drawings of electrical, plumbing, heating, navigation and hydraulic systems including equipment mounting and servicing points/offsets, Coast Guard AIS vessel ID, equipment operating and service manuals, sea trial reports, warranties and winterization guide.
The Forest Service’s participation in initial sea trials and tests, and hands on training are both dependent on the availability of funding. If funds are available, the contractor shall provide hands on operational training to Forest Service personnel either in conjunction with the initial tests and sea trials or after delivery in Whittier, AK. The possible scenarios are:
The contractor shall provide one month’s advance notice, to the Contracting Officer’s
Representative, regarding when the initial tests and sea trials will be conducted. The purpose of the advance notice is to allow the Forest Service time to be on location for the initial tests; sea trials and for demonstration and instruction on the correct operation of all on board systems and machinery components as well as maneuvering and speed capabilities and a general overview of all systems and needed maintenance and operating procedures (No additional cost to the Forest
Service for this scenario.); or
