About this file

This document is a State of North Dakota Term Contract (Contract #208) for the Delta Discount Program, which is a cooperative purchasing contract extended to State Agencies and Higher Education Institutions. The contract involves Delta Air Lines and provides a specialized travel booking mechanism for North Dakota state employees and university system personnel, specifically designed to offer discounted airfare through a structured procurement vehicle.

The contract provides state employees with a Delta flight discount ranging from 2%-10%, depending on the airfare class, which can be accessed through specific access points like PeopleSoft Employee Self Service, inside.NDUS, or by working with approved travel agents. Participants must establish a Delta SkyMiles account and book through the designated "Delta Discount Program" link to receive negotiated rates. The program is exclusively for business travel, does not cover personal travel, and allows mile accumulation through the SkyMiles program. While the discount applies to Delta flights, hotel and car rental bookings are not included. For group travel of 20 or more people, additional deeper discounts may be available through Delta Edge Meeting.

FAQ

1. What kind of discount can I expect?

Delta offers a discount ranging from 2%-10%, depending on the class of airfare selected (note- some classes are not eligible for discounts).

If 20 or more people are traveling for a meeting/event, you would be eligible to use Delta Edge Meeting and can possibly take advantage of deeper discounts. Contact your travel agent or the contract administration for more information about using this program prior to booking any tickets.

2. Who can use the program?

The program discount is offered to State and Higher Education employees only booking business travel.

3. How do I get the discount?

You must establish a Delta SkyMiles number. If you don’t already have one, the setup instructions below will allow you to create one. After the initial setup, you will be able to access the discounts by logging into Delta.com or the Delta app using your SkyMiles account.

4. Can I use a travel agent?

Yes, you can use a travel agent; however, they must complete an ATPCO Form with Delta in order to pass the discount to you. Please see the list of Travel Agents Approved to Offer Discount for those already setup. If you do not see a specific travel agent in the list, please contact the Procurement Officer for information on getting them setup. There is no fee for them to complete the form. You can find the list on the State Contract site under Contract #208. It would be a good idea to remind your travel agent that the State is eligible for the Negotiated Rate so they don’t forget when booking your tickets.

5. Can I use purchasing sites such as Travelocity, Expedia, Orbitz, etc.?

You will not be able to take advantage of this discount if booking through these sites. The only time the discount will be applied is if you book via the “Delta Discount Program” or via a travel agent – see note above regarding the use of a travel agent.

6. If I book a flight using the “Delta Discount Program” will I still earn miles in accordance with the SkyMiles program?

Yes, you will still earn miles when booking flights through this discount program. You must create a SkyMiles number when booking your flight to be eligible for the discount.

7. Who do I contact if I have issues accessing the “Delta Discount Program”?

State agencies - Contact the ITD Help Desk at 701-328-4470 or submit an incident online. Tell them you are trying to access the “Delta Discount Program’ via PeopleSoft and describe the error message.

North Dakota University System – Contact the NDUS Help Desk at https://HelpDesk.NDUS.edu, 866-457-6387, or NDUS.HelpDesk@NDUS.edu

8. Can I book hotels and car rentals through the “Delta Discount Program”?

No, hotel and car rentals are not linked to the Delta Discount Program.

9. Do I have to book travel through Delta or can I use other airlines?

You are not required to book flights with Delta; however, if you do use Delta you will need to access the Delta Discount Program to receive the discount or through a travel agency (see note above about using travel agents.)
