Item 3 – Each specified submersible pump shall be installed with drop pipe as described in the attached spreadsheet (Attachment 3) using heavy duty 10-3 wire with ground (braded submersible pump cable). Costs associated with this item are to be included with Base Bid Item numbers 4 and 6.

Item 4 – Contractor shall place the Falco 300 Cat Ox as shown in the attached diagram (Attachment 4) and provide the additional wiring required to connect power and PLC communication. The exhaust stack shall be six (6) inches in diameter, 12 ft high and adequately stabilized by a minimum of 3 guy wires. Costs associated with this item are to be included with Base Bid Item number 18.

Item 5 – The existing gas usage meter shall be connected to the PLC using an automated meter reader (AMR). See Attachment 5 for more details. Programing of the AMR shall be by Swan Electric and costs associated with programming are included with Base Bid Item number 10.Cost of wiring (materials and installation) associated with this item are to be included with Base Bid Item number 8.

Item 6 – The existing Shelter Logic tent which houses the GAC vessels shall be replaced with side-walls sufficiently long to toe into ground 12 inches. The replacement Shelter Logic covering shall be secured in a weather tight manner so as to minimize and/or eliminate wind and water intrusion. The existing frame shall be used if practical. See Attachment 6 for more details. Costs associated with this item are to be included with Base Bid Item number 6.

Item 7 – Questions from prospective bidders:

Question #1 – In the drawing sets for lighting, they requests explosion proof lighting @1600 lumens.

We would like to propose lights with more lumens in different locations and wanted to know how much room we had for making changes.

Answer #1 – The explosion proof lighting specified is the minimum requirement. Contractors may propose additional lumens so long as the proposed lighting meets the specified explosion proof standards.

Question #2 – We would also like to know how they would like the exterior lighting controlled.

Photocell, switch, motion, or timer logic through PLC?

Answer #2 – Exterior lighting shall be controlled via motion sensor and an on/off switch mounted in the interior of the room.

Question #3 – For the thermostat-controlled vent on the South C&T Building, what is the voltage on the damper actuator?

Answer #3 – Contractor shall have the option of wiring using 120 volts or 240 volts.

Question #4 – One additional item that has been discussed is the differential pressure transmitter specified on pages 209 - 210. We were curious where these are intended to be installed and if we had the option of installing a High and a Low transmitter in the given location instead allowing the PLC to calculate the difference??

Answer #4 – Figure 4d cites the location of the pressure transmitters. The transmitters specified in Appendix VIII are required. They are to be linked to the PLC and control the VFD hertz value responsible for the explosion proof blower rotational speed.

Question #5 – Will the Consumers Energy power drop estimate be included in the addendum as indicated during the bid walk?

Answer #5 – The Consumers Energy power drop estimate was not made available and will not be included in the addendum.

Question #6 – Are temporary office, sanitation, etc. required for ongoing O&M or just through "substantial completion" of the construction activities for Phase 3?

Answer #6 – Temporary office and sanitation are required for construction activities only, not through O&M.

Question #7 – Dwyer Explosion Proof Differential Pressure Transmitter (3100D-3FM-1-1) cut sheet provided in Appendix VIII. Where is this dispositioned in the drawings or summary of work?

Answer #7 – The subject pressure transmitter is dispositioned on Figure 4d and referenced as a VFD controlled vacuum sensor (20-200 iWC).

Question #8 – Can manifolds be directly mounted to the stub-ups without flex hose as long as manifold legs can still be removed for cleaning, repairs, maintenance, etc.?

Answer #8 – Yes.

Question #9 – What size knock-out tank is required for the south C&T Building?

Answer #9 – Eighty-gallons or larger.

Question #10 – Please confirm the pipe connection(s) size from C&T South GW to Treatment Building.

Figure 4a shows two 4" HDPE discharge pipes, while Figure 2A shows one connection and size not specified.3

Answer #10 – The non-classified groundwater room shown in Figure 4a contains one 4” HDPE pipe that moves combined impacted influent water to the treatment facility. The second line shown in the non-classified groundwater room is capped and connected to the treated discharge line emanating from the treatment facility for possible future use. Per Figure 4a the two 5” HDPE lines in the classified area will be used as follows; one for vapor transmission from C&T South to the Treatment Building and the second for housing the fiber optic communication cable.

Question #11 – Bid spec references fencing in different areas with conflicting information and it is not clear what is carry-over from Phase I and Phase II. Please clarify specifics on what is required for Phase III.

Answer #11 – Phase III fencing requirements are illustrated on Figure 2a of the bidding specifications.

All existing 48” high chain link fence surrounding the treatment building is to be removed and replaced with 72” high chain link fence and gates as illustrated. Portions of the existing 48” high fence may be used to secure the north and south ends of the GAC shelter as illustrated.

Question #12 – The 90 Day Project allowance is based on calendar 90 days and allowable workdays on site are M-F only during daylight hours, which limits project scheduling. Is any variance allowed on 90-day rule?

A. There are possible lead time concerns for some equipment but would like to start project while long lead items are in process.

B. If selected, need time to confirm P&ID’s and layouts C. Equipment Submittal Packages approved prior to ordering.

D. When does GRT anticipate the work to begin for Phase III?.

Answer #12 – No variance is allowed on the 90-day rule. After the Contractor is selected, the Contract Start Date will be determined during the pre-construction meeting between the Professional and Contractor. The start date may be delayed to account for lead times, layout confirmation, ordering, etc.

as necessary.

Question #13 – Is the removal of original Treated Water Discharge pipe to the storm drain part of this scope?

A. Bid Spec mentions site restoration, soil / water disposal but is not clear if that is carried over from Phase I and Phase II. Our understanding is that only the GAC Media, general construction debris and plumbing material waste are the only disposal items for this bid.

Answer #13 – Removal of original Treated Water Discharge pipe to the storm drain is not part of this scope. As specified in Section 323100 the Contractor is responsible for the disposal of surplus excavated material and other debris in accordance with applicable local regulations regarding the disposal of non-contaminated soils. No disposal of impacted soil or groundwater is anticipated as part of this scope of work.

Question #14 – Who is responsible for supplying desks and chairs shown in drawings?.

Answer #14 – The Contractor.

Question #15 – Does the Required Contractor Install 9-Lite door in C&T North Floor Plan need to be

XP?

Answer #15 – No.

Question #16 – Pay Item 10: Cash Allowance for PLC and Point I/O Panel Purchase, programming, installation, and testing, where Swan Electric is named as Sole Source Contractor:

A. Who is responsible for cutting POs to Swan Electric?

B. Who is responsible for handling coordination, scheduling, submittals, cost tracking, and billing support documents for Swan Electric tasks?

C. If this is handled by selected General Contractor but limited to direct invoice value from Swan, where should GC admin, logistics, costs, etc. land??

Answer #16 – A. – The Contractor B. – The Contractor C. – Admin and logistics can be accounted for in Base Bid Item number 2 (site services).

Question #17 – Pay Item 19 is an allowance limited to $25,000 for materials related to O&M:

A. How was this number calculated?

B. What materials and Qty are covered, or estimated to be covered, based on calculation??

Answer #17 – A. – This number was calculated by the Professional based on anticipated O&M costs B. – Materials necessary for O&M as described in Section 01025

ACKNOWLEDGEMENT: This Addendum must be properly acknowledged on the bidder's proposal for submission of a valid proposal. The changes and information shall become part of the contract documents.
