About this file

This Addendum No. 4, issued by the City University of New York's Central Procurement Office on August 13, 2026, provides revisions and clarifications to Request for Proposal UCO-997 for Research Compliance Online Training. The RFP seeks a subscription-based, asynchronous, web-based research compliance training solution to serve approximately 13,000 new users annually across CUNY's 26 colleges and central office. The addendum revises the Key Events and Dates timeline, establishing a second written questions deadline of August 19, 2026 at 4:00 p.m. EST and a proposal submission deadline of September 1, 2026 at 2:00 p.m. EST. CUNY anticipates awarding one contract for a five-year term. The solution must address the full scope of services described in the RFP, as CUNY does not permit partial submissions or multiple vendor awards.

The addendum addresses six substantive questions from prospective proposers regarding user licensing, system integration, training assignment management, reporting requirements, third-party content delivery, and award scope. Key requirements include fixed annual pricing regardless of user volume; primary integration with CUNY's single sign-on environment; optional Brightspace integration supporting Learning Tools Interoperability standards; flexible training assignment management capabilities; comprehensive reporting and audit support for regulatory compliance; and full disclosure of any subcontractors or third-party content providers. Proposers utilizing third-party resources remain fully responsible for contract performance, and any third-party terms and conditions binding upon CUNY must be provided as part of the proposal. All addenda must be properly signed and included with Volume I of the proposal, with unsigned submissions subject to rejection.

UCO-997 Research Compliance Online Training Addendum No. 4

A1. The University estimates approximately 13,000 new users (in various roles, including faculty, students, staff, and other personnel) each year. Proposers must provide an annual price that is fixed, regardless of the number of users, for each indicated section in Part 5: Price Proposal Breakdown.

2. Can you clarify the expected scope of integration with Brightspace, Workday, and PeopleSoft, including required data fields, direction of data flow, and whether the vendor or CUNY will own development and ongoing maintenance?

A2. The University’s primary integration requirement is support for authentication through the University’s single-sign-on (SSO) environment. Integration with PeopleSoft and Workday is not required as part of the proposed solution. Brightspace integration is not a mandatory requirement for the proposed solution. However, the University would be interested in understanding any available Brightspace integration capabilities offered as part of the proposed solution. Proposers may describe available functionality, including support for Learning

Tools Interoperability (LTI) 1.3 standards.

Where available, the University is interested in understanding whether a proposed Brightspace integration can support:

• Addition of compliance training modules directly within Brightspace courses;

• Embedding of individual learning modules, complete learning paths, assessments, and completion certificates within Brightspace;

• Use of training content within Brightspace without requiring learners to leave the learning management system;

• Launch of training through Brightspace using single sign-on without additional authentication requirements;

• Automatic return to Brightspace upon completion of training and the ability for learners to resume training from their previous location;

• Administrative or instructor access to learner progress, completion status, certifications, and related training records;

• Synchronization of learner enrollments or rosters between systems; and

• Automatic synchronization of training outcomes and learner records, including completion status, percentage complete, pass/fail status, quiz scores, final grades, completion dates, and certificates earned.

The University has not prescribed specific data fields, data flows, or ownership responsibilities for integration scenarios and encourages proposers to describe their available integration capabilities. Proposers must identify any implementation requirements, technical dependencies, and responsibilities for ongoing maintenance associated with any integration capabilities described in their proposal.

3. How will training assignments be managed (e.g., via HR/SIS integration vs manual), and what are the compliance requirements for completion, recertification, and enforcement?

A3. Training assignments are currently managed through administrative processes rather than automated integration with institutional systems. Integration with CUNYfirst, Workday, or other institutional systems for the purpose of managing training assignments is not a requirement of the proposed solution. The University is interested in solutions that minimize manual administrative processes associated with training assignment, enrollment management, completion tracking, reporting, and compliance oversight and proposes may describe available capabilities that support automation of learner management, assignment workflows, enrollment synchronization, or related processes. Proposers must identify any implementation requirements, technical dependencies, and ongoing maintenance responsibilities associated with any workflow automation or integration capabilities described in their proposal.

Training requirements, completion expectations, and renewal cycles vary by training area and user role and may be based on sponsor, regulatory, or institutional requirements. The University is interested in solutions that can support varying assignment methodologies, compliance requirements, and recertification schedules.

4. What level of reporting detail and audit support is required (e.g., for NIH, NSF), including data retention expectations and required formats for compliance reporting?

A4. The University requires the ability to access and report on training completion, certification status, training history, and renewal information across research compliance training areas and learner populations.

Current reporting needs include the ability to identify course completions, training activity by group or time period, upcoming training expirations, overdue training, and course utilization.

The University has not prescribed specific report formats, dashboard requirements, or sponsor-specific reporting outputs. Proposers must describe their reporting capabilities, administrative access options, export functionality, and any available mechanisms for sharing or integrating training data with other institutional systems.

The University follows applicable record retention requirements and regulatory expectations. Because retention obligations may vary depending on the regulatory area, sponsor requirements, and institutional needs, the

University is interested in solutions that can support retention periods that not only meet but also exceed applicable requirements.

5. Does CUNY permit a proposing vendor to deliver training content from a third-party provider (e.g., via licensing, partnership, or subcontract), and if so, are there any restrictions or requirements regarding transparency, approvals, or contractual structure?

A5. Proposers may utilize subcontractors or third-party resources as part of their proposed solution, provided that all such arrangements are fully disclosed in the proposal and comply with all applicable RFP requirements and contractual obligations. Proposers remain responsible for the performance of all services provided under the resulting contract.

Proposers should identify any third-party content providers, subcontractors, or other organizations that will contribute to the proposed solution and describe their role. The University may request additional information regarding the source, authorship, review process, currency, and maintenance of course content. Where applicable, proposers should be prepared to identify the qualifications, credentials, and subject matter expertise of individuals or organizations responsible for developing or maintaining training content.

Furthermore, any licensing or other third-party terms and conditions that would be binding upon CUNY and that

CUNY would be required to accept, must be provided as part of the Proposal, and such terms will be deemed part of the “EULA” and construed in accordance with Part 4, Section 4.5 of the RFP and all other applicable terms of the RFP.

6. Please clarify whether this RFP will allow for multiple vendor awards. Specifically, is a vendor eligible for consideration if they are able to provide only a subset of the courses outlined in the RFP, or is it expected that a single vendor must provide the full course listing?

A6. As stated in Part 1, Section III of the RFP, CUNY anticipates awarding one (1) contract. Accordingly, proposers may only propose solutions that address the full scope of services described in the RFP.
