About this file

This is Addendum No. Two to a Notice to Professional Consultants (NTPC) issued by Miami-Dade County Aviation Department (MDAD) for Aviation Planning and Programming Consultant Services (Project E25AV05). The addendum, dated July 27, 2026, clarifies requirements for proposals due August 17, 2026 at 2:00 p.m. Local Time. The procurement seeks two non-exclusive consulting agreements to provide comprehensive aviation planning services across Miami International Airport and four general aviation airports, including airfield and runway simulation modeling, roadway and ground transportation planning, facility and terminal planning, Airport Layout Plans, Capital Improvement Program analysis, airspace analysis, and economic impact analyses. A pre-submittal project briefing was held on July 20, 2026 at 11:00 a.m. in Miami. Each agreement carries an estimated contract value of $5 million over a five-year initial term with one two-year renewal option. Work will be assigned on a rotational basis with no guaranteed minimum work or compensation.

Key clarifications in the addendum address LHB (Locally Headquartered Business) ordinance guidelines, which remain unchanged, and confirm that prime consultants and subconsultants may submit multiple project references without a prescribed maximum number for demonstrating experience and qualifications under Section 2.1, Part H. Prime consultants must hold technical certification in Category 25.00 (Aviation Planning Consulting Services), with subconsultants providing supplementary services in Aviation Systems-Engineering Design and Aviation Systems-Architectural Design. A 15% Small Business Enterprise (SBE-A/E) goal applies per agreement. Restricted participants include Hill International, Inc., Turner & Townsend Heery, LLC, and HNTB Corporation with specified subconsultants. Firms must be pre-qualified, technically certified, and registered with Miami-Dade County's vendor registration system prior to the August 17 deadline. Proposals must be submitted electronically through INFORMS in PDF format, with questions due July 27, 2026 at 2:00 p.m. Local Time. Miami-Dade County maintains a "Cone of Silence" policy prohibiting communications with selection committee members or county staff from advertisement through written recommendation to the Mayor.
