About this file

This is Addendum No. 1 to the Notice to Professional Consultants (NTPC) issued by Miami-Dade County Aviation Department (MDAD) for project E25AV05, Aviation Planning and Programming Consultant Services, dated July 24, 2026. The addendum modifies the original NTPC by replacing the Locally Headquartered Business Affidavit document specific to project E24WS05 with a revised version for project E25AV05. The submittal deadline for proposals is August 17, 2026, and a pre-submittal project briefing was scheduled for July 20, 2026. The contract seeks two non-exclusive Aviation Planning and Programming Consultant Services agreements with an estimated value of $5 million per agreement over a five-year term with one optional two-year renewal. Work encompasses airfield and runway simulation modeling, roadway and ground transportation planning, facility and terminal planning, Airport Layout Plans, Capital Improvement Program analysis, airspace analysis, economic impact analyses, and airport zoning development across Miami International Airport and four general aviation facilities.

The addendum clarifies participation restrictions, indicating that consultants providing planning studies, project books, scopes of work, statements of work, specifications, selection criteria, or design criteria under this contract may be precluded from participating in subsequent MDAD design service procurements related to such materials. When questioned by a current sub-consultant regarding potential disadvantages to Small Business firms in this restriction given their limited scope and fee exposure during planning stages, MDAD declined to modify the preclusion language. The revised Locally Headquartered Business Affidavit requires applicants to demonstrate that their principal place of business, defined as the "nerve center" of operations where overall direction and control are coordinated, is located in Miami-Dade County to qualify for the Locally Headquartered Business Preference. A 15 percent Small Business Enterprise goal applies per agreement, and firms must be pre-qualified and technically certified prior to the August 17 deadline with registration in Miami-Dade County's vendor registration system.

ADDENDUM NO. ONE

DATE: July 24, 2026 DEPARTMENT: Miami-Dade County Aviation Department (MDAD) PROJECT NAME: Aviation Planning and Programming Consultant Services

SPD PROJECT NUMBER: E25AV05

SUBMITTAL DATE: August 17, 2026 CONSULTANT COORDINATOR: Franklin Gutierrez, A/E Consultant Selection Coordinator

This Addendum is issued to clarify and/or modify the previously issued Notice to Professional Consultant (NTPC) and is hereby made part of the NTPC. All requirements of the NTPC not modified herein shall remain in full force and effect as originally set forth. Please be sure to acknowledge receipt of this Addendum in INFORMS.

MODIFICATION:

1. Delete the following document from the ATTACHMENTS section of the NTPC:

Locally Headquarter Business Affidavit – SPD Project No. E24WS05

And replace with the attached, revised document titled as follows:

Locally Headquarter Business Affidavit – SPD Project No. E25AV05

QUESTIONS AND ANSWERS:

Q1. Please clarify whether a firm participating in Contract No. E25AV05 as either the prime consultant or a subconsultant would be precluded from participating, as a prime consultant or subconsultant, in any future MDAD contracts resulting from, related, or unrelated to the services performed under this contract.

A1. Bidder shall refer to Participation Restrictions of the Notice to Professional Consultants. The

Awarded Consultants under this project are advised that the provision of planning studies, project books, scopes of work, statements of work, specifications, selection criteria, design criteria, or other similar materials may limit or preclude the Consultant from participating in any subsequent procurement for design services related to such materials.

Q2. Page 2 of the NTPC states: “The Awarded Consultants under this project are advised that the provision of planning studies, project books, scopes of work, statements of work, specifications, selection criteria, design criteria, or other similar materials may limit or preclude the Consultant from participating in any subsequent procurement for design services related to such materials. Without limiting the preceding, Consultants are advised that the requirements of 2 CFR 200.319 apply to work funded as a whole or in part by the FAA.”

As currently being a sub-consultant for this same Contract, I attest that the Architecture/Planning support services as well as other engineering and technical disciplines are limited in scope and exposure to project development. The Prime is ultimately responsible for developing the project book, the planning studies, and the selection criteria definition. It is not in the scope of this Contract to develop design criteria documents and technical specifications for these project assignments, which are typically developed by others. Please consider removing the preclusion of Prime’s Sub-Consultants from participating in any subsequent procurement for design services related to such materials. Based on our experience, the exposure in terms of scope of work and fees is small at the initial planning stages. This would be a disadvantage especially for Small Business firms providing technical support to the Prime under this Contract

A2. The paragraph in this question related to participation restrictions contemplates that some work product under this contract may limit future participation. No changes will be made to the preclusion language.

ALL OTHER PROVISIONS OF THE ORIGINAL “NOTICE TO PROFESSIONAL CONSULTANTS”

REMAIN UNCHANGED.
