Collection services at MIA are required seven days per week between 6:00 a.m. and 12:00 p.m., while services at the general aviation airports are required three days per week (Monday, Wednesday, Friday) during the same hours. Non-scheduled pickups must be completed within 24 hours of written notification. The Pre-Bid Conference is scheduled for Thursday, July 16, 2026, at 10:00 a.m. at Miami International Airport. The solicitation end date was extended via Addendum No. 1 to August 17, 2026, at 2:00 p.m. The contract term is five years, commencing on the first calendar day of the month following Board of County Commissioners approval and expiring on the last day of the 60th month.

Pricing is submitted through the INFORMS system on a per-pound basis for MIA services and per-pickup basis for general aviation airports, with all costs inclusive of labor, materials, equipment, and permits. Initial contract prices remain fixed for twelve months, after which adjustments may be negotiated based on the Consumer Price Index for All Urban Consumers (CPI-U). Liquidated damages apply for failure to meet pickup schedules, calculated at the current price per pickup for general aviation airports and 1,000 times the per-pound price for MIA. The solicitation includes a Small Business Enterprise (SBE) bid preference measure. Commercial General Liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate is required, along with Automobile Liability insurance of $1,000,000 combined single limit per occurrence ($5,000,000 if operating in the Airfield Operations Area) and Pollution Liability insurance of $2,000,000. The County makes no guarantee regarding the volume of regulated garbage generated, estimated at more than 20,000,000 pounds annually.

Performance by each party shall be pursued with commercially reasonable efforts in all requirements under this Agreement; however, except as otherwise expressly provided herein, neither party shall be liable to the other for any loss or damage for delay due to causes that (i) were beyond the reasonable control and (ii) were not caused by the negligence or lack of commercially reasonable efforts of the affected party or its subcontractors or suppliers. The parties agree that, provided the conditions stated in (i) and (ii) above apply, the following are causes or events of force majeure: acts of civil or military authority (including courts and regulatory agencies), acts of God (excluding normal or seasonal weather conditions), riot or insurrection, inability to obtain required permits or licenses, blockades, embargoes, sabotage, epidemics and unusually severe floods, or acts or decisions of the Federal Aviation Administration, the Department of Transportation, the Transportation Security Administration, or the Environmental Protection Agency. The party affected shall provide written notice to the other party indicating the nature, cause, date of commencement thereof, the anticipated extent of such delay and whether it is anticipated that any completion or delivery dates will be affected thereby, and shall exercise due diligence to mitigate the effect of the delay. In the event of any delay resulting from such causes and provided the affected party has promptly notified the other and exercised commercially reasonable efforts as provided above, the time for performance under this Agreement (including the payment of monies) shall be extended for a period of time reasonably necessary to overcome the effect of such delay.
