About this file

This is Addendum No. 1 issued by the Colorado Department of Corrections for Project 2027-024M26, which addresses Living Unit 7 Shower Improvements and General Population ADA upgrades at Fremont Correctional Facility (FCF). The addendum clarifies the scope of work through responses to bidder questions and provides site plan graphics to visualize work locations across multiple buildings. The project involves simultaneous shower and ADA improvements during the shutdown of Living Unit 7 (Dayroom 7), with construction to occur in phases, though the specific phasing sequence will be finalized during the design process. Key scope clarifications indicate that all cell doors converted to accessible cells must provide 32 inches of clear opening, hazardous materials confirmation testing will be conducted during design, and temporary showers will not be required during the renovation. The facility will provide existing record drawings to the selected design firm, though field verification is necessary as current conditions may differ from documented plans.

The addendum identifies three phases of work, with Phase 1 currently funded and Phases 2 and 3 representing future funding requests. The design focus for the base project is shower moisture mitigation, though HVAC upgrades may be considered as an alternate. All drawings possessed by the Colorado Department of Corrections will be made available to the selected design team. Hazardous materials testing has been partially completed, with confirmation testing desired during the design phase to address structural deterioration of CMU block in Living Unit 7 showers. The department's definition of project success emphasizes quality work completed on time and within budget. A mandatory pre-bid meeting was held, with sign-in sheets included in this addendum.

Clarification Questions

• Can you provide a graphic map of the buildings where the work will occur in order to help visualize the scope of the work and where all the different work items are going to occur?

Yes, site plan graphics will be attached to Addendum #1.

• Can you clarify the scope of work? Several times during the walk thru, building 1 and 5 were mentioned as well as possible future projects with future funding, and some items were discussed as possible alternates.

Refer to Site Plan Exhibit.

• Can you clarify the possible phasing-is there an order to how you see project constructed, or will the phasing be investigated and finalized during the design process?

Yes, finalized during the design.

• We understand that Dayroom 7 (living unit 7) will be shut down during construction operations, but also phasing of construction mentioned. Does phasing not apply to dayroom 7.

Shower and ADA work to be simultaneous during shut down of LU-07.

• Will the project need to be completed in construction phases?

Yes

• Have hazards material test been completed in the areas impacted by the scope of work?

Some testing has been completed, but as part of design process we would desire confirmation testing.

• Are all the cell doors that are to be converted into accessible cells the same size? Are they 32" clear?

All door sizes are unknown but will need to 32” clear.

• Are there accurate as-built drawings for the impacted areas?

We have drawings that will need field verification.

• Do the existing record drawings reflect current conditions, or should undocumented modifications be anticipated?

We have drawings that will need field verification

• Has the facility completed any structural material investigations in Living Unit 7 showers at the deteriorating CMU block?

Selected firm will need to verify the structural conditions.

• Will temporary showers need to be provided for the living unit 7 renovation?

No

• Should the design at living unit 7 include HVAC upgrades to permanently resolve the moisture issues in the unit or only support and respond to new configuration of the showers?

Base design is for shower moisture mitigation only but would consider other HVAC upgrades as an Add Alternate.

• What does a successful project look like form the CDOC's perspective?

Quality work on time and within budget.

• What existing documents, if any, will be made available to the selected design team?

All drawings that CDOC possess will be made available.

• Will the mandatory pre-bid meeting sign-in sheet be made available ahead of the first Addendum issued, or will it be attached to the first Addendum?

Attached to this Addendum.

• Does the facility currently have a hazardous materials management plan? If so, will this also be made available to the design team?

Some testing but as part of design process we would desire confirmation testing.
