About this file

This Addendum No. 1 revises the RFP schedule and significant dates for Request for Proposals CSDR-26-016-SW issued by the Hawaii Department of Accounting and General Services (DAGS), Central Services Division for a Computerized Maintenance Management System (CMMS). The CMMS will be implemented across the DAGS/CSD portfolio spanning 160 sites, 261 buildings, and 12.44 million square feet in three phases: Phase 1 covering the Capitol District (6 months), Phase 2 covering remaining Oahu facilities (12 months), and Phase 3 covering neighbor islands (12 months). The revised RFP timeline establishes a pre-proposal conference on June 12, 2026 at 10:30 a.m. HST, a deadline for submitting questions on June 19, 2026 at 2:00 p.m. HST, with responses provided by June 30, 2026. The proposal due date has been revised to July 14, 2026 at 4:00 p.m. HST (HiePRO submission only), with proposal evaluations anticipated from August 3-14, 2026. Discussion with priority-listed offerors and best and final offer submissions, if necessary, are scheduled for August 17-21, 2026 and August 24-28, 2026 respectively. The notice of award is anticipated between August 31 and September 3, 2026, with notice to proceed and contract start date scheduled for October 1, 2026.

The contract term is thirty months with options to extend up to five additional 12-month periods upon mutual agreement and subject to funding availability. The State reserves the right to negotiate Phase 2 and Phase 3 pricing and may retain 5% to 50% as final payment. Mandatory vendor qualifications include five years of continuous operation with comparable CMMS/EAM experience, 100 active customer organizations, 15 government or education customers with three live references, and an 85% minimum annual retention rate. The vendor must provide a vendor-hosted SaaS deployment with data migration from existing Automated Logic and EvolveFM systems and mandatory integration capabilities. Contractors must maintain workers' compensation and general liability insurance of $1 million per occurrence and $2 million aggregate, and automobile liability coverage of $1 million combined single limit. Hawaii wage and labor compliance laws apply, requiring employees be paid no less than Hawaii public officers and employees for similar work. All proposals become property of the State.
