About this file
This is Addendum No. 2 issued by the City of Portsmouth, Virginia Purchasing Office to clarify requirements for Invitation for Bids (IFB) No. 44-26-SKL for Waters Middle School ADA Restroom Renovations. The project scope encompasses bathroom renovations including stalls, casework, fixtures, plumbing, electrical work, and all associated construction necessary to complete the renovation. The addendum was issued on March 13, 2026, with bids due on Tuesday, March 17, 2026, at 2:30 PM EST. The document addresses seven substantive questions submitted by prospective bidders regarding project requirements and specifications.
Key clarifications provided in the addendum include: hazardous materials abatement, specifically asbestos removal identified in the restrooms, must be included in the base bid rather than handled through change orders; contractors must field trace existing sanitary piping routing prior to demolition, with full system scoping not required; water testing is required only at project completion; the CMU walls identified for removal are non-structural and do not require temporary shoring; door veneer specifications will be determined via Request for Information after contract award; new hardware sets will be provided for openings with reused frames unless otherwise advised, with reference to updated sheet A-601 for Waters MS; building permit applications and pickup are the contractor's responsibility, though the City will waive permit fees; and Scranton Products lockers have been approved as acceptable alternatives for both projects. Acknowledgment of this addendum must be received by the purchasing office prior to the bid due date or attached to submitted bids, and this acknowledgment does not substitute for signature on the original Invitation for Bids document.

ADDENDUM NO. 2
TO ALL BIDDERS:
INVITATION FOR BIDS (IFB): NO. 44-26-SKL
COMMODITY: Waters Middle School ADA Restroom Renovations
BIDS DUE: Tuesday, March 17, 2026, at 2:30 PM EST
This Addendum is to answer and clarify questions submitted
1. For hazardous materials removal, should this be included as a lump sum in the base bid, or will it be handled through change orders if encountered?
Per the Hazmat drawings, asbestos was identified in the restrooms. Therefore, hazardous materials abatement should be included in the base bid.
2. Is the plumbing contractor required to carry an allowance or include scope in their proposal to camera/scope the existing piping prior to the start of demolition?
Contractor shall field trace exact routing of sanitary piping to be demolished prior to any saw cutting. Scoping of the whole system is not required.
3. Is a water test required both prior to the start of work and again at project completion?
The plumbing specifications only indicate water testing at completion. Verify Portsmouth if testing is required prior to the start.
4. The drawings indicate CMU walls being removed in the bathrooms. Can you confirm whether these are structural walls, and if so, whether temporary shoring will be required?
These walls are not structural and will not require shoring.
5. Wood door specification 081416 states that the veneer is to “match existing door veneer.”
Can you confirm the existing veneer species/finish, or should an RFI be issued to determine this?

RFI to be issued after contract is awarded
6. Upon quick review of the door schedule (Sheet A-601), several openings that are slated to reuse existing frames do not have hardware sets assigned. Should the existing hardware be reused, or should new hardware be provided for these openings? At this time, we are planning to carry new hardware using the applicable hardware sets unless advised otherwise
Cradock MS has a complete hardware set. For Waters MS, please refer to the updated sheet A601.
7. Could you please confirm whether building permit fees are to be paid by the Contractor or directly by the Owner?
Contractor to apply and pick up the permit, however the fee will be waived.
8. I'm just following up on the substitution form I sent you, checking to see if Scranton
Products would be a qualified substitution.
Yes, these lockers have been approved as an acceptable alternative for both projects.
A signed acknowledgment of this Addendum must be received by this office either prior to the bid due date or attached to your bid. Signature of this Addendum does not substitute for your signature on the original Invitation for Bids document. The original Invitation for Bids document must be signed.
