About this file

This is Addendum No. 3 to an Agency Request for Quotation (ARFQ) issued by the West Virginia Department of Environmental Protection (WVDEP) for the McAlpin (Lambert) Landslide reclamation project (ARFQ 0313, DEP27-01). The addendum addresses questions and clarifications from a pre-bid conference held on August 5, 2026, and provides revised specifications and technical documentation. Key project components include mine dewatering operations, horizontal directional drilling (HDD) with 16-inch ID steel casing installation, and 12-inch Schedule 80 PVC conveyance pipe placement. Critical bid items include 450 linear feet of 12-inch diameter PVC cased dewatering boreholes (Bid Item 34), 4 vertical feet of Type B inlet with splash pad (Bid Item 27), and materials for mine water treatment including 500 bags of soda ash briquettes, 30 floc logs, and 30 tons of landfill tipping fee. The contractor is responsible for determining the actual dewatering rate and must reduce the mine pool to approximately one foot or less above the mine floor prior to HDD work, with continuous or intermittent pumping required through completion of both HDD installations.

The addendum clarifies that Schedule 80 PVC (not HDPE) is the required conveyance pipe material and that the contractor will be paid only for dewatering boreholes actually drilled as field-determined by the engineer, with the 450 linear feet being an estimated total quantity. The contractor will become Co-Applicant #1 under NPDES Stormwater Permit Registration WVR113180 (General Permit WV0115924), assuming responsibility for permit compliance and associated costs, with the WVDEP-AML serving as Co-Applicant #2. Mine water treatment requires hourly on-site pH monitoring maintained between 6.0 and 9.0 with no laboratory testing required, and costs are incidental to the lump-sum mine dewatering bid item. The contractor may use either threaded or welded 16-inch ID steel casing and has the option to use conventional bore machines with directional drilling capability or jack and bore machines with modified guided heads. A blowout preventer (BOP) is required until the mine is satisfactorily dewatered. Piezometer readings from multiple boring dates (October 2023 through August 2026) are provided to assist contractors in estimating water conditions and treatment requirements.

QUESTIONS AND ANSWERS

Q1. Specification Section 18.2.6 specifies 12-inch diameter Schedule 80 PVC Bell-End Pipe.

Section 18.5.3; however, states that the 12-inch Schedule 80 PVC Conveyance Pipe pay item "shall include the 12-inch SCH 80 HDPE Conveyance Pipe." Bid Item 39 also identifies the material as 12-Inch SCH 80 PVC Conveyance Pipe. Question: Please confirm that Schedule 80 PVC is the required conveyance pipe material for Bid Item

39.

A1. Schedule 80 PVC is the required conveyance pipe material for Bid Item 39. Section

18.5.3 has been revised and is included in this addendum

Q2. Bid Item 34 provides 450 LF of 12-inch Diameter PVC Cased Dewatering Borehole.

Specification Section 9.3.1 states that one dewatering borehole is sufficient at each location and that the second hole is intended as a spare, with the Engineer determining after completion of the first boring whether the second is required.

Question: Please clarify how Bid Item 34 will be measured and paid if the Engineer directs construction of additional/spare boreholes beyond the quantity necessary for the initially required holes?

A2. The listed quantity of 450 LF includes what would be needed for four holes if it is determined that each location needed two holes. However, the contractor will only be paid for the amount drilled after field determination by the engineer.

Q3. Bid Item 27 provides a quantity of 4 VF for Type B Inlet with Splash Pad, while the plans identify multiple inlet locations. Specification Section 7.4.6 states that the inlet is measured vertically from the top of the inside structure floor to the top of finished grate. Question: Please confirm that the total bid quantity of 4 VF is correct or if the line item is to be paid at 4 EA. If paid by VF, please identify the intended payable vertical-foot quantity at each inlet location?

A3. There is only one Type B inlet (DI-A1) shown on the project drawings. The 4 VF is correct.

Q4. Specification Section 18.2.6 identifies the conveyance pipe as 12-inch diameter

Schedule 80 PVC Bell-End Pipe. The solicitation bid schedule likewise identifies Bid

Item 39 as 12-Inch SCH 80 PVC Conveyance Pipe. However, Section 18.5.3 states that the PVC pay item "shall include the 12-inch SCH 80 HDPE Conveyance Pipe."

The same section subsequently refers again to PVC pipe, PVC perforations, centralizers, and grouting of the annulus between the PVC pipe and steel casing.

ATTACHMENT A

Question: Please confirm that the required material for Bid Item 39 is 12-inch

Schedule 80 PVC conveyance pipe, as identified in the bid schedule and Section

18.2.6, and that the reference to HDPE in Section 18.5.3 is not applicable?

A4. Refer to answer A1 above.

Q5. Section 9.3.1 states that mining-history information is limited, estimates an approximately 90-acre mine complex, and uses an estimated recharge rate of approximately 45 gpm. The Contractor is responsible for selecting the actual dewatering rate and must reduce the mine pool to approximately one foot or less above the mine floor prior to HDD work. Question: Please provide any available current or historical information regarding the following. If no additional information is available beyond the contract documents, please confirm.

• mine-pool elevations or piezometer readings

• previous pumping or drawdown tests

• observed mine recharge

• mine-water pH

• iron, manganese, acidity/alkalinity, total suspended solids or other available water-quality data

• previous treatment records associated with this mine pool.

A5. The most recent piezometer reading summary is included in this addendum. There is no additional information available for the other listed items.

Q6. Bid Item 30, Mine Dewatering, is a lump-sum item that includes all materials, labor, equipment and incidentals necessary to perform the work. The Contractor determines the pumping rate, and HDD into the flooded mine is prohibited.

Question: Please confirm the point at which the Contractor's lump-sum Mine

Dewatering obligation is considered complete. Specifically, does Bid Item 30 include continuous or intermittent pumping necessary to maintain base-flow conditions through completion of both HDD installations, or is the lump-sum dewatering obligation complete once the initial mine pool has been reduced to the specified level?

A6. Bid Item 30 includes continuous or intermittent dewatering for mine recharge through the HDD process until the HDD installations are completed and functional.

Q7. Section 9.3.2 requires treatment to maintain mine-water pH between 6.0 and 9.0 and makes the Contractor responsible for monitoring the discharge for compliance with the Clean Water Act and WVDEP Construction Stormwater Permit.

Question: Please identify the required mine-water monitoring parameters, sampling frequency, sampling locations, analytical methods, reporting requirements, and whether laboratory analytical testing is required during mine dewatering/HDD operations. Also please clarify whether costs for any required laboratory water-quality analyses are incidental to Bid Item 30 or payable under another item?

A7. The contractor will monitor pH onsite (no laboratory tests required) on an hourly basis during dewatering at the discharge outlet of the temporary treatment trap. A running log of measurements including but not limited to time, dewatering flowrate, and pH must be kept. No other laboratory water quality tests are required. Payment will be incidental to Bid Item 30.

Q8. The bid schedule includes 500 bags of Soda Ash Briquettes, 30 Floc Logs, and 30 tons of Landfill Tipping Fee. Question: Please confirm that the listed quantities are estimated quantities and that actual approved quantities of soda ash briquettes, floc logs, and treatment precipitate disposal required to complete the work will be measured and paid at the respective contract unit prices, including quantities above those shown in the bid schedule?

A8. The quantities in the bid schedule are estimated. Variances should be discussed with the engineer’s onsite representative who will monitor the actual quantities used during the treatment process. The contractor will be paid for what is used per their unit prices in the bid.

Q9. The specifications identify the project's Construction Stormwater General Permit registration as WV0115924 and state that the successful Contractor will become

Co-Applicant #2. The construction-plan public-notice detail appears to identify a different stormwater permit/registration number. Question: Please confirm the current and controlling National Pollutant Discharge Elimination System (NPDES)

Construction Stormwater Permit/registration number for this project and identify the permit documents that bidders should use for estimating compliance, inspection, monitoring and reporting requirements.

A9. The specifications only identify West Virginia’s NPDES Storm Water Construction

General Permit as WV0115924. However, this project’s specific registration number under that permit is WVR113180. The successful contractor will be required to become Co-Applicant #1 of this registration and abide by the requirements therein. The WVDEP-AML will be Co-Applicant #2. This information has been included in a revised section VI of the specifications and is included in this addendum.

Q10. Does the BOP have to be utilized for the entire duration of the HDD Bores?

A10. The BOP needs to remain in place until the mine is considered dewatered. Once the mine is considered dewatered in accordance with “Section 9.0 Mine

Dewatering” technical specifications (e.g. lowered to and maintained to 1 foot or less of water from the mine floor), the Contractor has the option of removing the

BOP device.

Q11. After Pilot hole is drilled and engineer confirms proper alignment, would the contractor be permitted to use a traditional Jack & Bore Machine with a modified guided head that will chase the pilot bore hole?

A11. Yes

Q12. Does the “RMRS” have to be used during the HDD Bores in conjunction with a wireline or gyro guidance system or is it intended to be used after the pilot hole is completed to check alignment?

A12. The RMRS system is to be utilized in conjunction with the wireline or gyro guidance system during advancement of the pilot hole to guide the pilot hole to the required destination.

ARFQ 0313 DEP27000000001

Q13. Can the Steel Casing be welded or does it have to be threaded?

A13. Due to the lengths of the borings, threaded 16-Inch ID steel casing is preferred;

however, the Contractor may use welded 16-Inch ID Steel Casing.

Q14. If we are able to get a conventional bore machine that is Directional Drill capable, is the use of a BOP required?

A14. Yes, the BOP is required until the mine is satisfactorily dewatered in accordance with the “Mine Dewatering” specifications.

Q15. If we decide to use the 20” Steel casing conductor pipe, does it have to remain in the ground permanently or can it be removed if needed?

A15. The 20-inch threaded steel conductor pipe is not a required component of the HDD system but can be utilized by the Contractor to facilitate their drilling operations.

It is not required to remain in place permanently and can be removed as needed so long as its removal does not compromise the 16-Inch ID Steel Casing or the 12-inch

SCH 80 PVC Conveyance Pipe.
