ISP Laboratory Pipette Calibrations Addendum Summary
This addendum pertains to Indiana State Police's request for quotations on laboratory pipette calibration services, issued through the State of Indiana Department of Administration under RFQ 001000000087927. The procurement encompasses calibration, servicing, and repair of approximately 429 single-channel analytical pipettes and 18 multi-channel pipettes distributed across four onsite locations: Indianapolis (239 single-channel, 12 eight-channel), Evansville (60 single-channel, 2 eight-channel), Ft. Wayne (56 single-channel, 2 eight-channel), and Lowell (74 single-channel, 2 eight-channel). Two semi-annual calibration service events are scheduled for September 2026 and March 2027, with all work to be performed onsite at the respective laboratory locations. Responses were due August 24, 2026 at 3:00 p.m. A binding agreement is created only upon issuance of a Purchase Order following the bid deadline, with winning bidders required to register with the State of Indiana within five days of award notification.
Bidders must submit pricing on an F.O.B. Destination basis with unit prices that prevail if discrepancies exist between unit and total amounts; all shipping and additional costs must be included in bid proposals, with awarded prices firm and non-negotiable post-award. ISO 17025:2005 accreditation with ILAC MRA by an approved Accreditation Body is a mandatory eligibility requirement. Calibration certificates must include traceability to NIST standards, display the ISO 17025 accreditation symbol, contain "As-left" measurement data for each pipette, document actual measurement uncertainty, and show a minimum of 2 volumes with 5 samples tested per instrument (10 measurements minimum per pipette). The two service line items—September 2026 and March 2027 calibrations—are weighted equally at 50% each. Minority and Women Business Enterprise (MWBE) participation goals are 4% for minority participation and 9% for women participation. Questions regarding the bid process should be directed to Christian Fiems at CFiems@isp.IN.gov, while questions about the instruments or work scope should be directed to Michael Raymond at MRaymond@isp.IN.gov.
