Please refer to section 5: Terms and Conditions Related tp the RFP Process, 5.1: Disclosure of Information Submitted in Response to RFP.

The proposed solution is for the examiners at a minimum to have the ability to mark pass/fail for scheduled road skills assessments and have those results transmit back to VISION per your proposed interface, therefore this functionality is mandatory.

It is the desire of the State to be able to administer road skills assessment via mobile devices, therefore we have indicated which items are mandatory for the State to be able to properly implement this portion of the solution if offered.

Can the State please describe how vendors are to treat confidential/proprietary information in both the electronic ad pysical copy response submittals?

Addendum 1 RFC #093025kk states "B2.1 - Can the State clarify whether the expectation is for the road skills solution to be web-based?" with the State answer as "The State's expectation is to receive competitive responses to this proposal that can offer up a solution that will work best for the DMV". Can the State please confirm item B2.1 of Attachment 1 BUSINESS AND TECHNICAL REQUIREMENTS is to be changed to a Criticality of "P" (Preferred).

Addendum 1 RFC #100225ll states "is the road skills test an optional requirement" with the State answer as "This requirement is a preferred requirement and not mandatory". Can the State please confirm all items relating to Road Test (B2.1-B2.20) of Attachment 1 BUSINESS AND TECHNICAL REQUIREMENTS are to be changed to a Criticality of "P" (Preferred).

The "other pricing" section and additional lines in other tables may be used to indicate cost related to preferred requirements.

The preliminary screening is solely based on 90% of the mandatory requirements to be considered for further evaluation. For final scoring please refer to Section 4: Evaluation of Proposals Table 4.1 and 2. Scoring Detail.

As stated in the RFP: Please utilize the following table, if applicable, to detail the required hardware pricing associated with your Proposal. If your proposed solution does not require specific hardware to utilize, then please just indicate not applicable.

No, please refer to Section 4: Evaluation of Proposals, 1. Criteria for Evaluation and Scoring.

No, please update Section B1.31 to read as follows: The solution must have the ability to send pass/fail from VISION to the solution for scheduled knowledge and/or skills tests for use in reporting from the solution.

Yes, if the solution is not StateRAMP or FedRAMP certified then a VRAR will satisfy this requirement.

As road test is an optional component per the State's answer to Addendum 1 RFC #100225ll, can the State please advise Appendix E. to separate sections that will be scored based on mandatory requirements vs. those that are optional, as Vendors who supply partial offerings (such as AutoTest-only) will likely have significantly lower priced offers to vendors who offer a comprehensive solution to all requirements (Mandatory and Preferred).

Per Attachment 1 Section B1.31, please confirm this requires the scheduling app to send information on appointments made in the app to VISION prior to the actual appointment date/time.

Please confirm that the technial scoring in Section 4: Evaluation of Proposals is based soley on Mandatory requirements.

As it appears there are no hardware requirements in the RFP, please confirm the State will remove the hardware pricing section of Appendix E.

As the State confirmed the road skills test is a preferred requirement per the State's answer to Addendum 1 RFC #10225ll, is awarding of parts of the whole system to different vendors an option?

10102025i Per Attachment 1 Section T1.1, please confirm that a vendor may submit a State of New Hampshire Cyber Security Group Vendor Risk Assessment Report (VRAR) to satisfy this requirement.

There were two addendums posted in response to the majority of the inquiries, October 8, 2025 and October 10, 2025. The State is not amendable to pushing out the inquiry period any further. However, we have pushed out the final date for proposal submission to November 20, 2025.

RFP Section 2 states "Vendor Inquiry Period Ends October 14, 2025". There are a number of significant questions pending answers, those answers are likely to have follow-up questions for further clarification. Assuming answers to outstanding questions are provided by October 17th, we respectfully request 1 additional week for vendors to ask clarifying questins based on answers received.

Based on RFP section 2 timeline, there is a limited amount of time for vendors to review responses and address new information in answers provided to vendor questions. We respectfully request an extension of the final due date to November 26th to allow vendors to refine their responses based on the answers provided.
