In case the exam needs to be conducted via paper, the examiner needs to be able to print it and have the answer key to manually grade the exam. These documents will be uploaded to our VISION system.

Yes, customers should be able to reschedule or cancel their appointments, as well as DMV users. Yes, users should be notified if an appointment has been cancelled for any reason and be able to book another appointment.

GPS tracking and route logging are preferred requirements, if the vendor offers these capabilities the timeline can be discussed during the award process. The DMV leverages amended AAMVA/MSF templates which can be provided to the awarded vendor. The examiners have State issued cell phones; the State does not anticipate a need for BYOD option.

Yes, the selected vendor will be provided with all the necessary information and environments as needed for a successful implementation. Please refer to B1.33: The solution must be capable of migrating the current question test banks as specified by NH DMV. The State will evaluate the capabilities and approach of your proposed solution.

B2.1 - What's the current mobile device model being used?

What's the minimum browser version that should be supported? As the Azure cloud provider preferred?

B2.7 - What are the different entitlements for each role?

Scheduling road test - Do we need to build rescheduling/cancellation features? Do we need to inform users if the scheduled appointment has been cancelled due to weather and should they be able to go back and book another slot?

Integration with VISION - Will DMV provide a sandbox environment and API documentation for VISION integration early in the project? What data migration scope is expected?

Does the DMV require real-time two-way sync for all functions or are some, like reporting, acceptable as batch updates?

Hosting and Security - If vendor is not yet StateRAMP authorized, will DMV accept a timeline to achieve this at contract start? Will DMV provide a third-party security testing vendor or should vendor budget for independent FedRAMP/NIST validation?

Road Skill Assessments - Is GPS tracking and route logging required in Phase 1 or should it be a Phase 2 enhancement?

Will DMV provide standardized scoring rubrics or is the vendor expected to implement AAMVA/MSF templates? Should the examiner mobile app work on DMV phones only or also allow a BYOD option?

B1.32 - What's the current database type and version for each DMV system?

The DMV handles communication with CSTIMS through VISION.

DMV will evaluate your proposed implementation stratergy as outlined in your proposed workplan. DMV will provide the necessary personnel for proper testing for a successful implementation. The State does not see a need for vendor staff to be on-site during implementation.

Due to the locations size and office hours, on average they can range anywhere from 7 to 724 per month for knowledge exams, from 3 to 200 per month for Operator skills exams, from 4 to 18 per month for motorcycle skills exams and from 3 to 47 per month for CDL skills exams.

The State owns the current testing terminals. There are currently 14 locations that offer knowledge examinations with a total of 50 terminals throughout the locations. The terminals have an Elo Touchscreen and an Intel Core I-5 10500 with 16GB of memory.

Accessibility - Beyond ASL and WCAG 2.1AA, are there any specific accessibility tools required? Is there a requirement for ADA or only software compliance?

Reporting & Analytics - For CDL, does DMV require direct integration with DSTIMS or will DMV handle submission manually? Are custom/ad hoc reporting tools expected to be built into the platform?

Project Management & Delivery - What is DMV's preferred rollout strategy, Statewide at once or phased? How many DMV staff will be available for UAT? Will DMV require vendor staff to be on-site during implementation or is a remote-first delivery acceptable?

Support & SLA - What are DVM's support hour expectations?

Does DMV require local support presence in NH or will remote support with US based helpdesk be acceptable? For SLA penalties, are service credits sufficient or will DMV require financial penalties?

System Load Capacity - What's the current average for knowledge tests per center and in total? Same for Road tests.

Does the State own the testing terminals described in the Knowledge Examination process? Is providing terminals included as part of the bid? If so, how many terminals and locations are currently in use? Can the State provide specs for current hardware?

B2.5 - Can the State clarify whether the selected vendor will be responsible to provide a full scheduling solution for skills tests?

Currently we have Azure and AWS in our environment, but we do not have a preference to the cloud provider. There is a preference for GovRAMP certification for the hosting environment, please refer to T2.1-T2.7 of the Business Requirements.
