Vendors are permitted to submit one proposal with a unique solution and should reference Appendix E for the pricing summary table, with any items not accommodated in provided tables to be listed in Table E-1.6. The State currently administers approximately 43,783 knowledge examinations annually and conducts approximately 23,920 operator road skills assessments, 805 motorcycle skills assessments, and 1,593 commercial driver license skills assessments across 14 operator testing locations, 10 motorcycle testing locations, and 7 commercial driver license testing locations. The State has 50 existing workstations and will not require the vendor to provide printers or workstations; however, vendors must provide per-item pricing for any necessary hardware. Vendors must demonstrate compliance with FedRAMP or StateRAMP authorization, NIST security standards, WCAG 2.1 accessibility guidelines, and FMCSA/AAMVA testing mandates, with the solution required to achieve StateRAMP authorization within 24 months of contract implementation.

The State will provide the test bank of questions currently utilized. The vendor's solution must provide the conversion to ASL. The State is amendable to AI-generated video as long as it is in full compliance with NH Law Chapter 5-D: Use of Artificial Intelligence by State Agencies and has been validated for accuracy e.g.

the video must be reviewed by someone fluent in ASL before being uploaded into the system.

Please refer to Appendix E: Pricing table E1.1 Item 6: Communication and Change Management Plan. As well as Attachment 2: Exhibit B 5. Change order. Please refer to Attachment 2: Section 10. Property Ownership/Disclosure of the Agreement to include Exhibit A - Special Provisions.

The vendor should provide pricing for any customization they agreed to support to meet a requirement. Upon request the vendor would be expected to provide the Agency with data exports or secure API access to current and historical data in readily accessible machine-readable data formats. Upon contract termination the vendor will provide existing services through the contract end date, access to the State's data, and cooperation with the State in transitioning services consistent with Section 9.2 of the P-37. The level of support will include reasonable data handoff and documentation.

The contract term of 5 years includes delivery of the proposed solution.

The State amends Section 4: 2.6:

2.6. Scoring the Price

The Vendor’s price will be allocated a maximum score of 300 points. The State will only consider Pricing provided in Appendix E - Pricing Section(s) 1.1 through 1.6, consolidated into the Implementation Pricing Summary Table 1.7. The vendor should only include pricing in the Pricing Summary Table 1.7 for the term of the contract, not to include optional years.

The price information required in a Proposal is intended to provide a sound basis for comparing price. The Vendor’s Price Score formula described in the Price Proposal Review and Scoring section will be utilized for this scoring portion.

The vendor must achieve 90% of the mandatory requirements for their proposal to be considered, the total number of "M" requirements multiplied by .9 equals 90%.

Section 2.5 states Vendors whose product has a status of FedRamp or StateRAMP Ready or Authorized do not complete 2.5. If it is just the hosting environment that is FedRAMP authorized, then this section must be completed.

In the RFP, Appendix C (Page 40) "Ongoing Operations for Vendor Hosted Solution" can the state please confirm that section 2.5, including Topic 18 (Hosted System), Topic 19 (Back Up and Recovery), Topic 20 (Assurance of Business Continuity), and topic 21 (Support and Maintenance for Vendor Hosted System), would not require completion in a vendor's response, should the proposed Testing System be hosted in a FedRAMP authorized cloud environment?

The RFP states that the "initial contract term will begin on the effective date and continue through five years" (section 6 paragraph 3). In the price sheet, tables E1.4-E1.6, 5 full years (plus 2 optional years) of operations, maintenance, and support are listed. Can the state please confirm if the 5 year contract term includes delivery, or if the contract is delivery plus 5 years of operation?

In the RFP, section 4, item 3.2, Preliminary Technical Scoring of Proposals (page 15) it states "should a vendor fail to achieve 90% of mandatory requirements in the preliminary scoring it will receive no further consideration from the evaluation team and the vendor's price proposal will remain unopened". Can the state provide the minimum number of critically "M" requirements listed in Appendix 1 to which a vendor must respond "yes" in order to proceded to the price proposal evaluation stage.

In the RFP, Appendix C (pages 41-43) "Ongoing Operations for Hosted Vendor Solution" can the state please confirm the requirements in Topics 19-21 of Appendix C, Section 2.5, (Ongoing Operations for Vendor Hosted Solution) are referring to the vendor's hosting system (cloud) platform?

The current contract expires August 31, 2026, the awarded vendor solution must be in place, tested, deliverables met and DMV sign off by August 1, 2026.

Please refer to Business Requirement B1.33 The solution must be capable of migrating the current question test banks as specified by NH DMV. This is the only data being migrated.

No, the State is already equipped with 50 workstations throughout our 14 locations that are solely utilized for knowledge examinations. There are currently 14 locations that conduct operator road skills examinations, 10 locations that conduct motorcycle road skills examinations and 7 locations that conduct CDL road skills examinations. Each Driver Licensing Examiner is currently equipped with a State issued iPhone 14, these devices are managed by Microsoft Intune.

Section 1.2 - Within the RFP and attachments, there was no mention of the number of locations for knowledge testing. Does the State require the Vendor to provide workstations? If so, can the State provide the required number of workstations at each location? Also, can the State provide a minimum set of requirements it requires to ensure compliance with it's IT and Security policies? Will the State use these workstations for any other purposes? Outside of listening devices, are there other peripherals that the State will require?

Over the last 12 months the State administered 43,783 knowledge examinations and conducted 23,920 Operator Road Skills assessments, 805 Motorcycle Skills assessments and 1,593 CDL Skills assessments.

Only skills tests are desired to be scheduled publicly for this RFP.

Currently we have 14 locations for Operator Skills Tests, 10 locations for Motorcycle Skills Tests and 7 for CDL Skills Tests. All of the Motorcycle locations overlap with the Operator locations, only 2 of the CDL locations overlap with the Operator locations.

If not required, does the Vendor need to interface with the State's payment solution or is that entire transaction managed within VISION?
