ADDENDUM # 04 TO BID INVITATION 3038-25

DATE AND TIME OF BID CLOSING: 6/20/2025 11:00 AM

FOR: Reflective Sheeting - Validation Decals

Question 1: Describe the printing process used to print validation decals using 3M 5470ER SERIES Validation material and 7735FL LAMINATE FILM?

State Response: The State’s process is hot stamping on 3M material with a protective over laminate, using colored foils supplied by general roll leaf, mostly the FM series.

Question 2: What inks and/or foils do you use to print on the decals?

State Response: See response provided in question 1.

Question 3: Eligible participants, page 7. We respectfully ask the State to remove this requirement from Bid 3038-

25. We will be providing customized work under this Agreement that cannot be offered to other Political Subdivisions of the State (counties, cities, towns, school districts). Further, the materials used to make license plates and vehicle registrations are coveted by Departments of Motor Vehicles and Departments of Corrections in an effort to avert other state agencies from making and selling license plates and license plate decals.

State Response: Paragraph 23 of the bid document is hereby removed from bid 3038-25.

Question 4: Specifications, page 9 and Section 42. Environmentally Friendly Products, page 12 and 13, paragraph

42.3. Is the State agreeable to a product substitution? PFAS will no longer be used in 3M 5470ER SERIES material after December 31, 2025. However, we will offer a new product that meets or exceeds the product specifications. Is the State agreeable with the inclusion of the following additional contract language?

“The Parties acknowledge [Supplier] has announced it will exit per- and polyfluoroalkyl substance (PFAS) manufacturing by the end of 2025 and work to discontinue the use of PFAS across its product portfolio by the end of 2025. The Parties further acknowledge that one or more [Product / Good] sold under this Agreement utilizes PFAS (“PFAS-Related Product”). As this Agreement’s underlying Term extends beyond December 31, 2025, and/or any renewal or extension option of the Agreement has the potential to extend the Agreement beyond December 31, 2025, the Parties acknowledge and agree Supplier shall have the unilateral right to either:

(a) substitute the PFAS-Related Product(s) with a product that is not a PFAS-Related Product (alternate product), with the timing of such alternate product at Supplier’s election, or

(b) terminate the Agreement as to the PFAS-Related Product(s). In no event shall 3M be held liable for costs, fees, or damages, however arising, due to its non-provision of PFAS-Related Product(s) after December 31, 2025.”

State Response: The State will accept the additional language regarding PFAS as proposed, as well as a product substitute.

Question 5: Invoicing, Section 25.2, page 8. We do not offer early payment discounts as stated in this section.

Additionally, our accounting system is set up by customer account number and does not have the capability to apply discounts off arbitrary invoices. That said, we respectfully ask the State to remove these requirements from Bid 3038-25.

State Response: Paragraph 25.2 of the bid document is hereby removed from bid 3038-25.

Question 6: Delivery Time, page 11. Is the State willing to accept our standard delivery terms: 45 days ARO?

State Response: The State will accept 45 days for delivery after placement of the order. Payment shall be made in accordance with paragraph 24 of the bid document.

Question 7: Requesting equivalency approval for Avery Dennison's LV-0700 Series, Retroreflective Validation Decal Sheeting.

State Response: The State will not accept substitutions per paragraph 28.3 of the bid document.

Question 8: Will the state be awarding to a single bidder, or multiple bidders?

State Response: The State will award to a single bidder per paragraph 10.1 of the bid document.

Question 9: Addendum 1 indicates that volume is approximately 30 - 50 rolls of various dimensions and styles. Is there more specific annual volume data available?

State Response: There is no additional information regarding annual volume.

Question 10: Page 13 - #43.2 Roll lengths in the description indicate 600'. Will the state accept 300' rolls?

State Response: The State will accept 300’ rolls.

Question 11: Please state what the liner thickness or type needed and/or what was supplied for previous bid.

State Response: All previous bids and current contracts may be viewed on our website at https://apps.das.nh.gov/bidscontracts/bids.aspx.

Question 12: Please provide the liner configuration. Is it possible to get a small sample of existing material to evaluate against our product?

State Response: There is no preference on the liner configuration. A sample cannot be provided.

Question 13: Paragraph 29.3.3 says “see SECURITY below”. This section is missing.

State Response: “See security below” is hereby removed from this bid. The remaining details in paragraph

29.3.3. are still applicable.

Question 14: Will a non-directional watermark that is buried in the construction meet requirements?

State Response: A non-directional watermark that is buried in the construction is acceptable.

Question 15: Paragraph 29.3.4 - This is a specification for Carbon Arc accelerated weathering and has been withdrawn and replaced by G152, we would suggest that this be replaced with ASTM 155 Xenon Arc weathering using the protocol found in ASTM D4956-19 S3 Method 1 for 1,000 hours.

State Response: The suggested replacement is acceptable.

Question 16: Paragraph 29.3.5 divergence angles should be 0.2 and 0.5.

State Response: The bid specifications are correct.

Question 17: Paragraph 29.3.6 says “web by rain”. Is this supposed to be “wet by rain”?

State Response: This detail is hereby changed to “wet by rain”.

Question 18: In reference to the table provided in paragraph 29.3.6, does the far-right column represent another color? The 3rd (last) row appears to be non-standard. Is this supposed to be .5/30 or .2/-4 from the L-S-300C?

State Response: The table provided in paragraph 29.3.6. is hereby removed from the bid.

Question 19: Please confirm that the vendor is to provide reflective sheeting in roll form only to the State.

State Response: See response to question 3.

Question 20: Do you want the decals already cut to size on that roll, or do you just need the roll without cutting the decals to size?

State Response: The State will cut the roll as needed.
