About this file
This is Solicitation Addendum #2 for an Invitation for Bids (IFB 6100066762) issued by the Commonwealth of Pennsylvania, Department of Labor and Industry, on behalf of the State Workers' Insurance Fund (SWIF), for professional actuarial services. The addendum, dated October 22, 2026, supersedes responses to Questions 11 and 12 from Addendum 1 and updates contract terms and conditions to replace the original IFB terms. The scope of services encompasses independent actuarial analysis and evaluation of SWIF's workers' compensation insurance liabilities, including loss and loss adjustment expense reserves, policyholder surplus, premium deficiency reserves, loss projections, actuarial opinions, Actuarial Opinion Summaries, retrospective analyses, catastrophic claim analyses, and related consulting services. The bid due date and time is October 23, 2026, at 4:00 PM. The contract term is one year from issuance of the fully executed Purchase Order, with four optional one-year renewal terms at the Commonwealth's sole discretion. The lead actuary must be a member in good standing of the American Academy of Actuaries (AAA), Society of Actuaries (SOA), or Casualty Actuarial Society (CAS), and bidders must demonstrate at least two years of actuarial services experience and documented experience with Pennsylvania workers' compensation matters.
The addendum specifically addresses updated insurance requirements, mandating that contractors obtain Public Liability and Property Damage Insurance to protect the Commonwealth, the Contractor, and all subcontractors. Minimum coverage amounts are $250,000 per person and $1,000,000 per occurrence for both bodily injury (including death) and property damage. Policies must be occurrence-based rather than claims-made and must not contain endorsements that limit the Commonwealth's rights as an additional insured. The contract is fixed-price with all costs included in the bid, and pricing shall be submitted on a semi-annual basis for the initial year and each renewal year, with rates permitted to escalate up to 3.00 percent during each renewal. Subcontracting is capped at 49 percent of total contract services and requires prior written approval from SWIF. Award will be made to the lowest responsive and responsible bidder, and bids must remain firm for 60 days following bid opening.

The Commonwealth of Pennsylvania defines a solicitation “Addendum” as an addition to or amendment of the original terms, conditions, specifications, or instructions of a procurement solicitation (e.g., Invitation for Bids or Request for Proposals).
List any and all changes:
Addendum 2 supersedes the responses to Questions 11 and 12 in Addendum 1. The Contract terms and conditions replace the IFB terms and conditions.
