About this file

This Addendum 1 pertains to IFB 6100066762 for Actuarial Services issued by the Commonwealth of Pennsylvania, Department of Labor and Industry, on behalf of the State Workers' Insurance Fund (SWIF). The addendum provides responses to twelve offeror questions submitted prior to the October 23, 2026, 4:00 PM bid deadline. Key clarifications include confirmation that approximately three annual meetings will occur in Harrisburg (end of June, mid-July, and mid-December) in addition to one to two meetings in Scranton; SWIF currently maintains approximately 3,900 open claims as of September 30, 2026, to inform sample size determinations; underlying loss data will be provided within the first two to three business days of January in Excel spreadsheet format, including complete loss run files, historical loss triangles, earned premium data, reinsurance history, and Black Lung claim data; remote access to SWIF's claim system will be available through computers physically located at the Scranton office; separate loss cost multiplier calculations are required for Commercial and Coal business; and SWIF currently has approximately 20 annual catastrophic or lifetime claims as of September 30, 2026.

The addendum further clarifies that this solicitation is a Request for Quote (RFQ) issued on a fixed-price basis with award to the lowest-priced responsive and responsible bidder without application of a point-based scoring formula. F-Class claims may be combined with Commercial experience at the bidder's discretion, though final reports must include separate exhibits for F-Class Indemnity and F-Class Medical. Reserve and tail factor analyses will be conducted independently by the awarded bidder with explanations of differences from SWIF's existing calculations, subject to confidentiality obligations. The Commonwealth will not consider or accept requested changes to the Terms and Conditions, and terms from prior solicitations, including the 2021 SWIF RFQ, do not apply to this procurement. All questions and answers are to be posted to the DGS website (http://www.emarketplace.state.pa.us/Search.aspx) on or before October 23, 2026.

Subject: 12 8413 Actuarial Services SWIF Solicitation Number: 6100066762

Due Date/Time: October 23, 2026/4:00 PM Addendum Number: 1

To All Suppliers:

The Commonwealth of Pennsylvania defines a solicitation “Addendum” as an addition to or amendment of the original terms, conditions, specifications, or instructions of a procurement solicitation (e.g., Invitation for Bids or Request for Proposals).

This addendum # 1 is to provide answers to the submitted potential Offeror questions to be posted to the DGS website, http://www.emarketplace.state.pa.us/Search.aspx on or before October 23, 2026.

Offerors’ questions were submitted via the DLI Procurement resource email account: RA-li-OIT-BAS- Procur@pa.gov. The questions and approved answers are as follows below:

Addendum Key:

• The questions are marked in bold and:

• (a) = The approved answer(s)

1. Item I-3 of the IFB states that, “There will be approximately 1-2 meetings in Scranton per year, the remaining meetings will take place in Harrisburg.” How many remaining meetings are anticipated?

1) (a) Typically, three meetings are held annually in Harrisburg, Pennsylvania, occurring at the end of June, mid-July, and mid-December. In addition, approximately one to two meetings are held annually in Scranton, Pennsylvania, as stated in Item I-3 of the Statement of Work.

2. Item I-3 of the IFB says, “The successful offeror will provide an annual review of a sample of SWIF’s claims. The size of the sample will be determined by the offeror.” In order to help estimate a reasonable sample size of claims to review, can you inform us of how many open claims SWIF currently has?

2) (a) SWIF had approximately 3,900 open claims as of September 30, 2026.

3. Must Item I-3 of the IFB says, “The Underlying data will be provided to the successful bidder in January each year. A preliminary report of the loss reserves will be due to SWIF by the 3rd from last business day in January. By what date in January will the Underlying data be provided, thus determining how many days will the offeror have to complete its analysis? In what form and format will the data be provided? In other words, will the offerer receive loss development triangles in Excel spreadsheets, or current losses by accident year in text files, or something else?

3) (a) The majority of the underlying loss data will be provided within the first two or three business days of January. SWIF will provide a complete loss run file of all claims valued as of December 31 of the applicable year(s). Historical loss runs necessary to develop actuarial loss triangles will also be available. Additional data will include earned premium for Coal and Commercial business, reinsurance history, historical written premiums, Black Lung claim data, and premium data broken down by class code and region. All data will be provided in Excel spreadsheets.

4. Is Item I-3 says, “The successful offeror will have access to SWIF’s claim system only at the

SWIF home office in Scranton, Pa.” To confirm, does this mean that SWIF will not allow the offeror remote access to its claim system and the offeror wil not have access to detailed claim information except while physically present at SWIF’s Scranton office?

4) (a) Remote access to the SWIF claims system will be available through computers physically located at SWIF’s Scranton office.

5. The Item I-5-B-14 says “provide a coal and commercial lost cost multiplier calculation based on awarded bidder’s loss and adjustment expense reserves.” Are separate calculations needed for the Commercial and Coal business, or is the calculation for Coal and Commercial combined?

5) (a) Separate loss cost multiplier calculations are required for Commercial and Coal business.

6. What is the scoring formula for this IFB?

6) (a) This solicitation is a Request for Quote (RFQ), not a Request for Proposal (RFP), and does not use a point-based scoring formula. The Purchase Order will be issued to the lowest-priced responsive and responsible bidder. Only pricing submitted in the designated SRM item lines will be considered for award. Bidders must meet all applicable submission requirements and demonstrate that they satisfy the qualifications and other requirements specified in the IFB and Statement of Work.

7. Item I-5-A-3 says, “Provide the exhibits described in Appendix A … including the following

e. F-Class Indemnity f. F-Class Medical Does that mean F-Class claims should be included with the other loss experience, or that the offeror must make independent estimates of the F-Class liability?

7) (a) F-Class experience may be combined with Commercial experience at the offeror’s discretion. However, the final actuarial report must include separate exhibits for F-Class Indemnity and F-Class Medical, as required by Item I-5-A-3 of the Statement of Work.

8. Item I-5-B-9 says, “Provide an analysis of why awarded bidder’s calculation of reserves differs from the booked reserves.” To complete this, will the bidder be provided SWIF’s analysis underlying the booked reserves?

8) (a) At SWIF’s discretion, the awarded bidder will be required to perform an independent analysis of its reserve calculations and explain differences from SWIF’s booked reserves.

Any access to supporting documentation or analyses will be subject to applicable confidentiality obligations and authorization to disclose such information.

9. Item I-5-B-10 says, “Provide an analysis of the awarded bidder’s calculation of tail factors versus SWIF, show the differences, and explain why there is a difference.” Will the bidder be provided SWIF’s analysis underlying it’s selection of tail factors?

9) (a) At SWIF’s discretion, the awarded bidder will be required to analyze and explain differences between its selected tail factors and those used by SWIF. Any access to supporting documentation or analyses will be subject to applicable confidentiality obligations and authorization to disclose such information.

10. Item I-5-B-16 says, “Provide annual catastrophic/lifetime claims analysis.” How many such claims does SWIF have currently?

10) (a) SWIF had approximately 20 annual catastrophic/lifetime claims as of September 30, 2026.

11. Will requested changes to the Terms and Conditions be considered?

11) (a) No. The Commonwealth will not consider or accept requested changes to the Terms and Conditions. Bidders must accept and comply with all Terms and Conditions as stated in the IFB.

12. The 2021 SWIF RFQ included a Terms and conditions # 4400007410 document that included the following section. Will that section be part of the contract for the vendor selected for this engagement? LIMITATION OF LIABILITY The Contractor’s liability to the Commonwealth under any PO issued under this Contract shall be limited to the greater of $250,000 or the value of the PO (including any amendments), unless a limitation between $250,000 and the value of the PO is otherwise specified in the PO. This limitation will apply, except as otherwise stated in this Section, regardless of the form of action, whether in contract or in tort, including negligence. This limitation does not, however, apply to damages for: a. Bodily injury or death; b. Damage to real property or tangible personal property for which the Contractor is legally liable; or c. The Contractor’s indemnity of the Commonwealth for patent, copyright, trade secret or trademark protection. In no event will the Contractor be liable for consequential and indirect damages unless otherwise stated and agreed to by the Commonwealth and the Contractor in the Statement of Work attached to the PO. Except as set out in Section 33 (VIRUS, MALICIOUS, MISCHIEVOUS OR DESTRUCTIVE PROGRAMMING) in no event will the Contractor be liable for damages due to lost records or data, unless otherwise specified in the PO. Notwithstanding the foregoing, the Contractor shall provide reasonable assistance to the Commonwealth in restoring such lost records or data to their most recent backup copy.

12) (a) The terms and conditions included in the current IFB shall govern the resulting Purchase Order. Terms and conditions from prior solicitations, including the 2021 SWIF RFQ, do not apply to this procurement.
