About this file
Addendum 2 modifies the Request for Proposals issued by Ulster County Department of General Services for Transportation Management Services supporting the Early Intervention and Preschool Unit at the Ulster County Department of Social Services. The scope requires comprehensive transportation logistics coordination for approximately 340 of 677 enrolled preschool children across approximately 26 routes, including establishing and optimizing runs using routing software, implementing real-time bus tracking accessible to parents and County staff, managing weather-related service suspensions, maintaining child and service provider information systems, administering parent transportation reimbursement agreements, and reconciling transporter invoices. Respondent firms must demonstrate a minimum of three years' experience providing transportation management services with knowledge of New York State and Ulster County-specific needs, adequate staffing levels, and compliance with HIPAA, FERPA, and IDEA requirements. Written clarification requests were due August 7, 2026, with proposals due August 14, 2026 at 4:00 PM. The contract term is two years and three months commencing October 1, 2026, through December 31, 2028, with a County option to renew for two additional one-year terms under identical prices and conditions.
The fee/cost proposal must be submitted separately and unbound, detailing all costs including labor, materials, travel, equipment, and administrative expenses in a line-item budget where indirect and administrative expenses cannot exceed 15 percent of the total request. Evaluation criteria are weighted as follows: overall plan to provide required services (40 points), fee/pricing proposal (30 points), qualifications and experience (20 points), and understanding of County goals and objectives (10 points). Firms must comply with prevailing wage requirements and the Ulster County Living Wage Act (minimum wage of $50,000 annually for affected positions), maintain appropriate business insurance per Schedule C, verify that no employees are listed on relevant exclusion lists, and comply with sustainability requirements aligned with the County's GreenNY initiatives. No business enterprises have been awarded an identical or substantially similar procurement contract within the past five years.
