About this file

This Addendum 1 document relates to a Request for Proposals issued by the Ulster County Department of General Services in New York for Transportation Management Services supporting the Early Intervention and Preschool Unit at the Ulster County Department of Social Services. The solicitation seeks proposals for comprehensive transportation logistics coordination serving approximately 340 of 677 enrolled preschool children across approximately 26 routes. Qualified firms must establish and optimize transportation runs and routes using routing software, implement real-time bus tracking applications accessible to parents and County staff, manage weather-related service suspensions, maintain comprehensive child and service provider information systems, administer parent transportation reimbursement agreements, reconcile transporter invoices, and monitor regulatory compliance including driver certifications and vehicle inspections every 60 days. Firms must submit written clarification requests by August 7, 2026, with proposals due August 14, 2026 at 4:00 PM. The contract term commences October 1, 2026 and extends through December 31, 2028 (two years and three months), with County options to renew for two additional one-year terms under identical prices and conditions. Respondents must demonstrate a minimum of three years' experience providing transportation management services with demonstrated knowledge of New York State and Ulster County-specific needs, adequate staffing levels, and compliance with HIPAA, FERPA, and IDEA requirements.

The fee proposal must be submitted separately and unbound with all costs detailed in a line-item budget format, where indirect and administrative expenses cannot exceed 15 percent of the total request. Evaluation is weighted at 40 points for overall service delivery plan, 30 points for fee/pricing proposal, 20 points for qualifications and experience, and 10 points for understanding of County goals and objectives. Firms must comply with prevailing wage requirements and the Ulster County Living Wage Act, which mandates a minimum wage of $50,000 annually for affected positions, maintain appropriate business insurance per Schedule C, verify that no employees are listed on relevant exclusion lists, and comply with sustainability requirements aligned with the County's GreenNY initiatives. No business enterprises have been awarded an identical or substantially similar procurement contract within the past five years, and this is therefore a new contracting opportunity.
