About this file
This is Addendum 2 to a Request for Proposal issued by the Minnesota Office of State Procurement on behalf of the Minnesota Department of Military Affairs for lawn care and grounds maintenance services at multiple National Guard facilities throughout Minnesota. The solicitation seeks contractors to provide mowing, fertilization, pesticide application, shrub trimming, fall and spring cleanups, mulching, and weed control services. The original due date was revised from July 23 to July 30, 2026, at 3:00 PM CT. Addendum 2, issued July 28, 2026, further revises requirements and addresses ten questions submitted by potential responders. Responders may submit pricing for selected facilities rather than all listed locations, and the contract will be extended on the back end to compensate for reduced 2026 seasonal quantities due to the later anticipated start date.
Key qualification requirements mandated by this addendum include that responders or subcontractors must have provided professional lawn care services for at least two years prior to the solicitation due date and must hold current Minnesota Department of Agriculture Commercial Pesticide Applicator Licensure in applicable categories (including A, E, and H) prior to contract award. The addendum clarifies that all pesticide-related work, including herbicide and fertilizer application, must be performed by licensed personnel in the appropriate category. Subcontractors are permitted for portions of work, including pesticide and fertilizer application, provided they meet applicable licensing and insurance requirements and adhere to contract guidelines. The work is not subject to prevailing wage requirements. Responders must price all listed tasks based on a full future contract year and include seeding, topsoil, and dirt repairs under the Lawn Care Service/Maintenance portion of the price schedule on a per-occurrence basis.
