About this file
This is Addendum No. 2 to a competitive sealed bid solicitation issued by the State of Hawaii Department of Land and Natural Resources, Division of Boating and Ocean Recreation, in conjunction with Maui County, for the Mala Boat Ramp Site Improvements project (HIePRO Solicitation No. B26002460 / Job No. B48CM75A) located in Lahaina, Maui, Hawaii. The project encompasses demolition of existing pavement, boat washdown areas, and a comfort station building; site grading across approximately 54,800 square feet with 150 cubic yards of cut and 180 cubic yards of fill; installation of asphalt concrete and concrete pavement for parking areas and access roads; reconstruction of the boat washdown area with subsurface infiltration drainage systems; installation of solar-powered site lighting; parking lot resurfacing with designated stalls; and comprehensive comfort station renovations including new restroom fixtures, doors, wall tile, flooring, roofing, and interior painting. The procurement is divided into 18 bid items with a pre-established estimated construction cost of $2,000,000. The proposal submission deadline is May 20, 2026, and a mandatory pre-bid conference was required. The contract period is established at 180 consecutive calendar days from written notice to proceed, with liquidated damages assessed at $300 per calendar day for timeline extensions beyond acts of God or labor disputes. Addendum No. 2, issued May 15, 2026, includes revised bid proposal forms and revised plans that replace the original documents entirely.
Successful bidders must possess a valid State Contractor's License, Classification "A," and perform at least 20 percent of the contract work with their own organization. Bidders are evaluated on total sum bid after applicable preferences are applied, including 10 percent price reduction for Class I Hawaii products or 15 percent for Class II products, 10 percent price reduction for recycled products, and 5 percent price reduction for apprenticeship agreements. No specific set-asides are designated for disadvantaged enterprises or minority-owned businesses. Bidders must comply with prevailing wage requirements, hire local labor whenever practicable, and maintain comprehensive insurance coverage including worker's compensation, commercial general liability with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, and automobile liability with combined single limits of not less than $1,000,000 per accident. All successful bidders must obtain vendor registration with Hawaii Compliance Express and provide performance and payment bonds equal to one hundred percent of the total contract price. Environmental compliance requirements include adherence to Hawaii Administrative Rules regarding water quality standards, protection of existing native plant species and Hawaiian hoary bats with restrictions on tree removal from June 1 through September 15, and weekly erosion and sediment control inspections with potential liquidated damages up to $27,000 per day for noncompliance.
