A. Questions/Answers

1. Question: Section 33 01 30.72, part 3.3: Would you consider specifying and mandating the use of VeriCure for temperature monitoring of the CIPP lining as part of the QA/QC process? VeriCure software is tailored for CIPP installation professionals. Real-time data viewing allows you to monitor and control the cure for maximum quality and efficiency along the entire length of the pip. VeriCure software also ensures that the entire length of the liner has met and maintained the proper cure temperature according to the manufacture’s guidelines, while also monitoring cool down. The final data is summarized in a gradient chart to show temperature change over time. Attached is our VeriCure submittal flyer, in which pages 6-14 provide a full product overview. Specifying VeriCure will ensure monitoring throughout the entire line to ensure a proper cure according to the manufacturer in lieu of an undefined number of temperature gauges.

8. Question: Do contractors need to be pre-qualified to bid the project?

Answer: No, however, there is a “General Contract Qualification” form. Please refer to Part II, Special Instructions, Section 6.1, General Contractor Qualifications.

9. Question: What about contractors out of state?

Answer: Contractors and Subcontractors wishing to submit a bid are required to be licensed in the state of New Mexico.

10. Question: What does that process entail?

Answer: Contractor licensing is by New Mexico Regulation & Licensing Department (https://www.rld.nm.gov/).

11. Question: Task 1; Are there any flow rates for the segments on Menual? Can we get access to the GIS mapping to help with bypass planning?

Answer: Peak Estimated Flow from the North leg is 20 gpm. Peak Estimated Flow from the East leg is 30 gpm. Attachment 1 is a GIS overview with the basins delineated.

12. Question: Task 3; Is there an agreement with the golf course for access in place?

Answer: No, Coordination with City of Albuquerque Parks and Recreation will be required.

13. Question: Task 4; Will the water authority allow us access and to remove fencing from their well site for equip. access to MH J19555 Answer: No, double gates were recently installed on the west fence line of the well site already providing access to MH J19555.

14. Question: Task 5; Suggested flow control shows using a 60” Storm drain to bypass under I25. Who owns the storm drain - the City or NMDOT? Has permission to use the storm drain been obtained? How clean is the 60” and has this been investigated to know that we can run bypass through the pipe without having to clean the 60” ? Can a better map be provided for the 60” storm drain so we can find the correct storm drain?

C:\Users\dtagaban\AppData\Local\Microsoft\Windows\INetCache\Content.Outlook\EB463M5G\3098.00 FY25 Small Diameter SAS Rehab

Answer: The City of Albuquerque is listed as the owner of the storm drain. Permission to use the storm drain has not been obtained as the flow control route is only suggested.

The storm drain has not been investigated. Attachment 2 is a GIS overview with an alternate flow control route shown in red (Locust St. needs to remain open, therefore contractor shall assume the discharge into K15711 needs to be buried).

15. Question: Task 6; Has permission been obtained from NMDOT to use their ROW for access to MHs ?

Answer: No.

16. Question: Task 7; Need GIS access for bypass planning Answer: A suggested flow control route is from MHs G16363 and G16266 into manhole G16267. Attachment 3 is a GIS overview map of the area.

17. Question: Task 8; On the planset, the suggested flow control route (insert 1) says Task 2 flow control route. Is this the correct one, or is there a mistake in the title?

Answer: This is a mistake, the suggested flow control route is applicable to Task 8.

18. Question: Task 11; Do you have any flow data? Can you provide GIS for bypass planning.

Answer: Peak estimated flow is 60 gpm. Attachment 4 is a GIS overview map of the area.

19. Question: Task 13; Do you have any flow data? Can you provide GIS for bypass planning.

Answer: Peak estimated flow is 80 gpm. Attachment 5 is a GIS overview map of the North area. Attachment 6 is a GIS overview map of the South area.

20. Question: Task 14; There are several sewer crossing lines on I25 North and South of the line that could be utilized for bypassing (visible on the collection basin insert on the plans). Are these lines active or have they been abandoned? Will the owner provide info so we can plan our bypass? (one manhole lid is missing and there appears to be a bunch of debris in the manhole, so we are assuming it might be abandoned) Answer: The other lines crossing I-25 shown in Detail 1 are listed as active and can be used for a flow control route. Contractor will be paid for cleaning and CCTV at the unit price bid if an existing sewer line crossing I-25 requires to be cleaned and inspected in order to be utilized for a flow control route..

21. Question: Task 15; Can you provide flow data?

Answer: Peak estimated flow is 20 gpm.

22. Question: 22. In previous projects, site security is an allowance. Under the general notes is states- the contractor shall be responsible for all site security. Can site security be changed to allowance?

Answer: A Site Security Allowance of $40,000 is added to this contract along with the following requirements pertaining to the use of the site security allowance:

i. The contractor may request site security services by making a case for the necessity of such services.

C:\Users\dtagaban\AppData\Local\Microsoft\Windows\INetCache\Content.Outlook\EB463M5G\3098.00 FY25 Small Diameter SAS Rehab

ii. All services must receive prior approval from the Water Authority before being procured.

iii. Payments for site security will be made based on direct invoices from the third-party security agency, submitted through the contractor for reimbursement.

iv. The contractor is responsible for selecting the third-party security agency.

v. The allowance is capped as listed in the allowance section of the bid documents.

Any increase in the allowance requires prior approval from the Water Authority.

vi. No overhead or profit shall be included in the allowance for site security.
