About this file

This is an addendum to a competitive solicitation issued by the School Board of Hillsborough County, Florida, for a Continuing Service Agreement for Design Professionals (DP) and Construction Management (CM) services. The solicitation (0561FAC-RFQ-2026) seeks to establish indefinite-duration contracts with qualified firms to provide architectural design and construction management services on a continuous basis for school district projects. Rather than awarding a fixed number of contracts, the school district intends to award contracts to all responsive, responsible, and qualified firms, with no set number of awardees. Once awarded, firms will receive task orders for specific projects as they arise during the initial three-year contract term, with a potential two-year renewal option. Projects will be assigned based on which firm represents the best fit for the specific project's requirements.

The solicitation applies to continuing services projects valued under $7.5 million, with projects exceeding that threshold subject to a separate selection process. Eligible respondents include architecture firms, engineering firms, and general contractors performing construction management services, with firms evaluated on their individual qualifications rather than requiring full teams at submission. Submissions must include one complete PDF with all required forms and a separate self-running presentation, both in standard 8.5 by 11-inch format. The procurement is conducted in accordance with the Consultants' Competitive Negotiation Act (CCNA), Section 287.055, Florida Statutes, and respondents must acknowledge receipt of this addendum with their submission. The statutory threshold of $7.5 million may be adjusted if state law changes, typically through amendment or new solicitation.

1. Questions and Answers

The following questions and answers are provided as a matter of information to clarify issues raised regarding the competitive solicitation. To the extent that changes to the competitive solicitation are required based on the questions received, the competitive solicitation has been modified as noted above in the competitive solicitation section of this addendum.

Questions and Answers Question How many contracts do you intend to award?

Answer It is a continuing services agreement; all responsive, responsible, and qualified firms will be awarded a contract. There is no set number. All qualified firms will be included, though there is no guarantee of work.

Question How many firms do you intend to contract?

Answer It's a continuing services agreement, so you will be awarded one contract to then have task orders issued to you as potential projects come up. There is no way to tell how many projects we will have in that initial three years and the two years that follow as a renewal.

Question Do the summary slides have a size requirement?

Answer All documents, including summary slides, should be 8 1/2 by 11.

Question Once awarded, what is the process of getting work?

Answer Projects will be assigned by identifying the firm that is the best fit for the specific project. Task orders will be issued accordingly.

Question Is there an approximate value or range for projects?

Answer Continuing services projects are under $7.5 million. Projects above that threshold will go through a separate selection process.

Question Do you have best practices for the self-timed presentation?

Answer The presentation must be self-running within the allotted time. Including a narrative is encouraged but not required.

Question Can certified general contractors provide CM services?

0561FAC-RFQ-2026 CONTINUING SERVICE AGREEMENT FOR (DP) & (CM)

Answer Yes, general contractors may participate as Construction Managers (CM at Risk), provided they meet the requirements and are performing CM services and not construction work itself.

Question Will the $7.5M cap adjust if statute changes?

Answer Yes, if the statutory threshold changes, it will typically be adjusted accordingly, potentially through an amendment or a new solicitation.

Question For VendorLink upload, do you require one PDF and one presentation?

Answer Yes. One complete PDF with all required forms and a separate self-running presentation are required.

Question Are architecture firms expected to submit full teams?

Answer No. Firms are evaluated based on their individual qualifications. Teams and subs can be determined later per project.

Question Is MEP included in architectural submissions?

Answer No, firms are being qualified individually; MEP or other disciplines do not need to be included in the submission.

Question Can engineering firms be the prime with architecture as a sub?

Answer Yes, engineering firms can serve as the prime and include architecture firms on the team.

Question Can general contractors submit?

Answer Yes, if they meet the qualifications and can perform construction management services, including bonding requirements.

Question How are project selections made after award?

Answer Selections are based on matching the best-qualified firm to the specific project needs. Selection process may also be used to onboard new firms.

Sincerely, Lillian Garcia, CPPO, CPPB
