About this file
This is Addendum #01 to Bid Invitation 202-25 issued by the State of New Hampshire, Division of Procurement and Support Services, for the procurement of a used cargo van for Merrimack County. The solicitation requests a full-size cargo van manufactured in 2023 or newer with no more than 30,000 miles, rear-wheel drive configuration, and a 3.5L V6 Flex Fuel engine. The original bid closing date and time is May 23, 2025, at 11:00 AM Eastern Time. The addendum addresses two significant clarifications: first, the Gross Vehicle Weight Rating (GVWR) specification of 8,500 pounds has been modified to allow vehicles exceeding this threshold, as the state acknowledged that most full-size cargo vans have GVWRs between 8,600 and 8,900 pounds; second, front-wheel drive units with comparable V6 engines are now acceptable alternatives to the originally specified rear-wheel drive configuration. All changes noted in this addendum supersede previously submitted documents and must be included with bid submissions.
The maximum bid price is capped at $40,000.00, with delivery required within 30 days of purchase order receipt to the Bureau of Enforcement and Appeals at 100 North Main Street in Concord, New Hampshire. Vendors must provide comprehensive warranty coverage for 100 percent of parts, shipping, labor, travel, lodging, and expenses for a minimum of one year or the manufacturer's standard period, whichever is longer. Payment will be processed via Automated Clearing House (ACH) with invoices submitted to dbea.accountspayable@livefree.nh.gov within 30 days of delivery and acceptance. The state encourages vendors to submit energy-efficient, reusable, and recyclable products and reserves the right to reject any or all bids and modify contract items as needed. Interested vendors should contact the purchasing agent, Lincoln Adams, at NH.Purchasing@das.nh.gov for complete bid documents and additional addendums.

DATE AND TIME OF BID CLOSING: 5/23/2025 11:00 AM
FOR: Used Cargo Van
QUESTION 1:
Preparing a bid for the above # and have a question. Under section 24.1.1.7 there’s a notation regarding GVWR not to exceed 8500 GVWR, however from what I see I don’t believe its possible to get this in the Ford Transit series (Transit Connect is able to, however is not a full size Transit). Most what I’m seeing for Full Size Cargo vans starts at a GVWR 8600-8900. Would a GVWR over this 8500 be considered?
STATE RESPONSE:
Yes, it would be considered. Please see Spec change below.
QUESTION 2:
Would a Front Wheel Drive unit with a comparable V6 be considered?
STATE RESPONSE:
Yes, this is acceptable.
